    To ask the Secretary of State for Environment, Food and Rural Affairs, what funding she plans to make available to replace the European Maritime and Fisheries Fund after the UK leaves the EU.

    The Chancellor has set out that the guarantee for European Structural and Investment Fund projects announced in August will be extended to the point at which the UK departs the EU. This guarantee includes the European Maritime and Fisheries Fund (EMFF) and provides further certainty to those fishers, seafood businesses and other organisations seeking support. Where projects secure EMFF funding before we exit, payments will be guaranteed even after the UK has left the EU.

    Defra officials will be working with the Department for Exiting the EU to look at future policies for fisheries. We will continue to work closely with relevant industry and other key stakeholders to develop these new arrangements.

    To ask the Secretary of State for Health, how many suicide attempts were recorded by health bodies in England for each year from 1995 to 2015; what that number was as a proportion of the population; what the ethnic backgrounds were of those people attempting suicide; and how many of those people were previously known to mental health services.

    In 2012 the Department announced investment of over £1.5 million over three years on suicide prevention research and development.

    Data on the funding allocated to suicide prevention is not available from 1995. The tables below show the funding that was allocated from Department of Health programme budgets to suicide prevention between 2011/12 and 2015/16 and self-harm prevention from 2012/13 – 2015/16. Prior to this, funding allocated to suicide prevention was held within broader mental health strategy budgets.

    The Department will provide a grant of £150,000 to Action on Smoking and Health in the 2015/16 financial year. This grant is awarded under Section 64 of the Health and Social Care Act 1968.

    My Department has worked with Maritime bodies to increase awareness of the National Minimum Wage (NMW) enforcement options available, including the ACAS helpline and HMRC enforcement operations. The Department for Business, Innovation and Skills is working with the sector to agree specific NMW guidance for seafarers. This guide will provide more information on the UK and International maritime law and raise awareness of enforcement measures in place to help anyone who needs them. The guide will advertise the ACAS helpline. I have also met with the hon Member for Gateshead (Ian Mearnes), Convenor of the RMT, to discuss the enforcement of the NMW and how we can raise awareness of enforcement action further.

    We remain concerned about any damage to cultural property in Yemen and are aware of reports of alleged damage by actors in the conflict. Yemen and many members of the Saudi-led coalition are parties to the 1954 Hague Convention on the Protection of Cultural Property in the event of Armed Conflict and to the 1972 World Heritage Convention. We have raised our concerns regarding protection of cultural property with both the Government of Yemen and the Saudi Arabian government.

    NHS England and the National Institute for Health and Care Excellence’s (NICE) consultation on draft proposals on the future of the Cancer Drugs Fund closed on 11 February 2016. The NHS England Board agreed a way forward, on 25 February 2016, which will see the new arrangements for the Fund going live on 1 July 2016.

    NHS England and NICE adopted a number of different approaches to engage with audiences. This included holding four webinars for stakeholders and two face-to-face events in London and Manchester alongside a number of individual meetings with key stakeholder groups including patient organisations and cancer charities.

    To ask the Secretary of State for Environment, Food and Rural Affairs, what amount her Department expects to pay in penalties and disallowances required by the EU Commission in relation to air pollution in 2016-17; and what contingency has been made for that purpose in her Department’s budget.

    The Department does not expect to pay any penalties and disallowances imposed by the EU Commission in relation to air pollution in 2016-2017.

    The Commission has started infraction proceedings against the UK for not achieving European limit values for NO2. We want to work in partnership with Local Authorities and the Commission to improve air quality and avoid any prospect of fines levied from infraction. In December 2015, the Government published air quality plans setting out a comprehensive approach for meeting EU legal limits in the shortest possible time through a new programme of Clean Air Zones, alongside national action and continued investment in clean technologies. The UK has never had to pay an infraction fine.

    To ask Her Majesty’s Government, further to the remarks by Baroness Neville-Rolfe on 19 April (HL Deb, col 614), whether they will write to the Welsh Government Minister for Public Services setting out in full their argument that those sections of the Trade Union Bill applying only to devolved public services in Wales are nevertheless reserved matters, and if so, whether they will place a copy of that letter in the Library of the House.

    Ministers have engaged with the Devolved Administrations on the Trade Union Act.

    As part of our engagement, Nick Boles, the policy Minister for the Trade Union Act, has received four letters from Leighton Andrews, Minister for Public Services in the Welsh Government. These letters related to specific aspects of the Act and the Welsh Government position on their applicability in Wales. On 5th February 2016 Nick Boles had a telephone conversation with Leighton Andrews on the Act; and on 4 March, he replied to the letters and has placed a copy of the correspondence in the Library.

    As set out throughout its parliamentary passage, the Act is about employment and industrial relations law, which are reserved matters. It will apply consistently across Great Britain, including to public services in Wales.
