    To ask the Secretary of State for Education, if she will amend how the pupil premium is paid in order to reward schools that consistently improve results for all pupils while narrowing the attainment gap.

    We have no plans to change the basis on which the pupil premium is distributed to schools.

    Our school reforms are intended to deliver educational excellence everywhere so that every child, regardless of background, reaches their potential. This includes the new ‘progress 8’ performance measure for secondary schools, so that schools are recognised for the improved achievement of every child.

    I refer my right hon. Friend to my Written Ministerial Statement of 17 December 2015 (HCWS431) which details UK Service personnel embedded in another nations’ armed forces, who are deployed on operations together with those who work on operations in deployed coalition or single nation headquarters roles. Intelligence analysts or remotely piloted air systems operators meeting this criteria would be included in the data but for personal and operational security reasons these numbers will not be separately identified.

    As noted in the 2012 report by the Migration Advisory Committee the empirical literature suggests that the impact of migration on productivity may be mixed and heavily dependent on the type of migrant coming to the UK. Migrants may increase productivity either through a simple ‘batting average’ effect if they work in higher productivity roles relative to the average for non-migrants, or through increasing the productivity of UK workers through greater specialisation and knowledge transfer.

    To ask the Secretary of State for Education, if she will ensure that the review of fair funding for early years education includes steps to close the gender attainment gap at age five.

    The Government published a consultation on an Early Years National Funding Formula and changes to funding for the three- and four-year old free entitlements to childcare on Thursday 11 August. The consultation focuses on a creating a fair and transparent way of distributing Government funding to childcare providers. Our proposals set out the means by which every child in receipt of the free entitlement attracts funding to meet their individual needs, regardless of their gender. We rely on the early years profession to spend the money appropriately to meet those needs.

    We are making a significant investment in early years education – the expenditure on the free entitlements alone will rise by 38% over this Parliament. Our investment supports the continued increase in the number of qualified staff and the number of providers rated good or outstanding by Ofsted. More than 80% of children are reaching the expected communication and language skills by age five, but we will continue working with the sector until every child gets the high quality education they deserve.

    We are following this issue closely along with EU partners. The UK takes seriously any threats to press freedom. We monitor this constantly including through the Foreign Secretary’s Six-Monthly Reports to Parliament. We have welcomed previous statements that the Hong Kong SAR Government remains committed to protecting the freedom of the press. We hope they and the Chinese authorities will also continue to make every effort to ensure that the environment in which the media, and publishers operate in the Hong Kong SAR is conducive to full and frank reporting.
