To ask the Secretary of State for Foreign and Commonwealth Affairs, if he will make it his policy to require UK Overseas Territories to create and publish registers showing the beneficial owners of companies registered in those territories.

Our priority for the Overseas Territories has been for them to hold accurate and current beneficial ownership information on island in central registers or the equivalent, where they do not already do so, and to allow for UK law enforcement to access that information. The agreements signed this week achieve this and represent a significant step forward in our ability to counter criminal activity and should be welcomed.

As the Prime Minister, the Member for Witney (Mr Cameron) said in the House on 11 April, only about three countries in the world, including Britain, are implementing open accessible central registers of company beneficial ownership information. The actions taken by the Overseas Territories put them well ahead of many of our international partners.

Lord Mendelsohn – 2016 Parliamentary Question to the Home Office

To ask Her Majesty’s Government what progress they have made in working with Chief Police Officers to tackle cybercrime.

The Home Office continues to work closely with police forces to ensure that we are best placed to tackle the threat posed by cyber crime.

Through the National Cyber Security Programme (NCSP), we invested over £90 million during the last Parliament to bolster the law enforcement response.

As the Chancellor announced in November, this Government has committed to spending £1.9 billion on cyber security over the next five years, including for tackling cyber crime.

The Home Office is also supporting the work led by Chief Constable Stephen Kavanagh, the National Policing Lead for Digital Investigation and Intelligence (DII), to build capabilities to combat the full range of digital crime types. In addition we are providing funding through the Police Transformation Fund to support police led programmes to provide a step-change in digital capability.

Jo Cox – 2016 Parliamentary Question to the Foreign and Commonwealth Office

To ask the Secretary of State for Foreign and Commonwealth Affairs, what steps the Government is taking to ensure the constructive engagement of the Saudi-led coalition with the UN on the question of its de-listing as a state or armed group that violates children’s rights during conflict.

[This question was tabled before the sad death of the Honourable Lady but the subject remains important and the Government’s response ought to be placed on the public record.]

The UN Secretary General’s annual report on Children in Armed Conflict was published on 2 June. The report includes a section outlining the impact of the conflict in Yemen on children.

The conflict in Yemen has had a significant impact on children, in terms of the numbers of child casualties, the recruitment of children as soldiers, and attacks on hospitals and schools.

We note the announcement by the UN Secretary General on 6 June that removed the listing of the Saudi Arabian-led Coalition from the report’s annex, pending the conclusion of a joint review by the UN and Saudi Arabia on the cases and numbers cited in the text. We welcome co-operation between the UN and Saudi Arabia to look in to this matter.

Kevin Foster – 2016 Parliamentary Question to the Department of Health

To ask the Secretary of State for Health, if he will make a comparative assessment of the level of the proposed night time premium under the new junior doctors’ contract with the night time premium for (a) airline pilots, (b) fire fighters, (c) police officers, (d) consultants and (e) nurses, midwives and physios.

Under the new contract the night time premium proposed for junior doctors means that they will be paid a higher supplement rate than consultants and nurses in the National Health Service and significantly more than other public sector employees.

To ask the Secretary of State for Communities and Local Government, what steps his Department has taken to reduce barriers to officers of local authorities reporting bullying and intimidation by those in senior positions within their local authority.

Bullying and intimidation are serious matters and all employers, including local authorities, should have in place arrangements to ensure employees can safely report this behaviour, including by those in a senior position.

My Department does not collect information about incidents of bullying or intimidation of local authority staff, nor have we made any assessment of council codes of conduct to protect officers from such behaviour.

To ask the Secretary of State for Health, if he will take steps to improve access for patients with muscular dystrophy to hydrotherapy services.

NHS England is responsible for commissioning specialised neurological services, which includes services for patients with neuromuscular disorders. NHS England has published a service specification for neurological care, which sets out what providers must have in place to offer evidence-based, safe and effective services. Specialised neuromuscular care may include referral to local physiotherapy, hydrotherapy or rehabilitation if appropriate, however the commissioning of hydrotherapy services is a matter for local clinical commissioning groups. There are no plans to conduct a national review of hydrotherapy provision.

Luciana Berger – 2016 Parliamentary Question to the Department of Health

To ask the Secretary of State for Health, what account his Department has requested be taken of children who have specific needs arising from dual diagnosis of physical and mental health conditions in the thematic analysis of the local transformation plans commissioned by his Department.

NHS England has commissioned a number of thematic reviews as part of the analysis of the Local Transformation Plans. The aim is to understand how local areas are approaching the transformation process and where possible identify interesting local approaches that could inform future service planning and design to address the needs of all of the local population including those with dual diagnosis of physical and mental health.

One of these thematic reviews focuses on the needs of vulnerable groups of children and young people, such as looked after children, care leavers and those in contact with the justice system. This could also include children and young people with complex needs such as those with long term physical health issues if local areas have identified this group as a priority for action.
