To ask the Secretary of State for Business, Innovation and Skills, with reference to the press release, PM holds major summit as part of global drive to expose, punish and drive out corruption, published on 12 May 2016, what the timetable is for the (a) formulation and (b) implementation of the Government’s plans to require foreign companies that own property in the UK to declare their real owners.

At the International Anti-Corruption Summit in London on 12 May, my Rt hon Friend the Prime Minister announced that we will require foreign companies that own or purchase UK properties or bid on UK Government procurement contracts to provide details of their beneficial owners to a public central register. This will be the first register of its kind in the world.
The Department for Business, Innovation and Skills will consult with experts to develop the policy throughout the year and consult formally on the detail of the policy in due course. Implementation of the new register requirements is expected to require both primary and secondary legislation, which we intend to introduce when Parliamentary time allows.

Public Health England, Health Education England (HEE) and NHS England are collaborating with local authorities and National Health Service partners to support local uptake of the Making Every Contact Count (MECC) approach building on the many examples of implementation such as from Warwickshire, Medway and Wigan. Activities to support the commissioning, development and delivery of effective local training have been undertaken.
To support MECC uptake by clinical commissioning groups (CCGs) and local authorities a provider requirement now exists within the NHS Standard Contract; and NHS England’s person-centred care Commissioning for Quality and Innovation for CCGs includes workforce skills that support the local MECC offer. The national MECC advisory group is linking with HEE’s national workforce programme and NHS England’s New Models of Care and Self-Care teams to support and equip the workforce with person centred skills to support and enable self-care and behaviour change. HEE has regional events to support MECC implementation activity across the Sustainable Transformation Plan footprints.

There are two separate National Insurance Funds (NIF) one for Great Britain and a significantly smaller Northern Ireland Fund.
The balance on the GB NIF as at 31 March 2015 was £20.9bn and the Northern Ireland NIF was £0.5bn. These balance can be found in the accounts which were published on 29 October 2015, available here: https://www.gov.uk/government/publications/national-insurance-fund-accounts.
The NIF accounts for the year ending 31 March 2016 are currently in the process of being audited prior to publication.

To ask the Secretary of State for Communities and Local Government, how many (a) starter and (b) affordable homes the Government plans to build over the next five years.

The Government is committed to building 200,000 starter homes over the course of this Parliament to provide affordable homes for purchase with 20% discount are available to first time buyers under 40.
The Government remains committed to delivering 275,000 new affordable homes between 2015 and 2020. This means we will build more new affordable homes than during any equivalent period in the last twenty years.

To ask Her Majesty’s Government what assessment they have made of the incidence of domestic violence and rape against wives from Asia, and whether in making that assessment they have identified any trend.

This government is committed to tackling violence against women and girls. We want victims to have the confidence to report these crimes, knowing they will get the support they need and that everything will be done to bring offenders to justice.
The 2014/15 Crime Survey for England and Wales (CSEW) estimates that 6.1% of adults aged 16 to 59 experienced any form of domestic abuse in the last year, down from 8.9% in the 2004/05 survey. While the latest estimate is not statistically significantly different from recent years, it is the lowest since these questions were first asked in 2004/05.
The 2014/15 CSEW also estimates that 0.3% of adults aged 16 to 59 had been a victim of rape (including attempts) in the last year. Due to the low number of respondents to the survey that have been a victim of this crime, it is not possible to say whether this estimate differs from surveys conducted in other years. However, prevalence of less serious sexual assault has fallen from 2.3% in the 2004/05 CSEW to 1.5% in the 2014/15 survey.
Data from the CSEW cannot be disaggregated by ethnicity, nor by the relationship between the perpetrator and the victim.

To ask the Secretary of State for Defence, how many members of the Iraqi army have been trained by British servicemen since 2003.

Since 2003, the UK has played an important role in delivering training to the Iraqi Army through a range of training, mentoring and advisory activities. Due to the varied nature of the training it is not possible to give an exact figure of the numbers trained, but we do have figures for some specific areas of training.
Between 2004 and 2009 – as part of Operation TELIC – British Service personnel in the south of Iraq trained over 20,000 Iraqi Army soldiers. During this period the UK also supported the NATO training mission in Iraq, with British Forces providing advice and training to the Iraqi Ministry of Defence. The UK was the lead for officer education and training, and British mentors provided training and advice to the Iraqi Security Forces.
Under Operation SHADER, during 2015 and 2016, the UK has trained approximately 5,000 members of the Iraqi Army. This training has mainly focused on the delivery of Counter-IED training to support the Iraqi Security Forces in defeating Daesh.

To ask the Secretary of State for Education, whether school funding for (a) inner London boroughs and (b) outer London boroughs will decrease in the next financial year.

I can assure my Hon Friend that per pupil funding for a) inner London boroughs and b) outer London boroughs will not decline in the next financial year. The dedicated schools grant schools block is maintained at cash flat per pupil for the 2016 to 2017 financial year for all local authorities. In addition, the pupil premium is also maintained at the current per pupil amounts for the 2016 to 2017 financial year. As announced in the Chancellor’s spending review statement, we will introduce a national funding formula from 2017. We will consult on proposals later this year.

To ask the Secretary of State for Defence, what plans his Department has to enable armed forces personnel who train as drivers to receive transferable civilian HGV qualifications.

Drivers within the Armed Forces undertake the same vehicle licence training, resulting in the same licences, as their civilian counterparts. Drivers leaving the Ministry of Defence will retain (unless expired through the Driver and Vehicle Licensing Agency) all the vehicle licences that they have gained during their service career.
