    The Government is currently considering the Law Commission’s comprehensive report on reforming taxi and private hire vehicle legislation. In line with the protocol that exists between the Government and the Law Commission, the Government will formally respond to the Law Commission and announce its intentions once this scrutiny is completed.

    To ask the Prime Minister, pursuant to his Oral Statement of 26 November 2015, Official Report, columns 1489-94, what representations he has received from members of the International Syria Support Group on his proposed strategy for tackling ISIL.

    We have regular discussions with fellow members of the International Syria Support Group (ISSG), which includes the US, France and regional partners, about our strategy for tackling Daesh. The most recent ministerial meeting of the ISSG took place in Vienna on 14 November. We expect that a further meeting will take place in December. Such fora are an important means making steps towards the common goal of achieving a political solution to the Syria crisis and the defeat of ISIL. We will continue to play a leading, active role as a member of the ISSG.

    To ask the Secretary of State for Transport, what recent assessment he has made of the effects of the UN Convention on the Law of the Sea on the practice of nationality-based pay differentials in the (a) UK, (b) European and (c) international shipping industry.

    Issues relating to the practice of nationality based differential pay and UNCLOS are being considered by the Post Implementation Review of the Equality Act 2010 (Work on Ships and Hovercraft) Regulations 2011 which is due to complete by the autumn of 2016.

    Under UNCLOS, coastal States do not interfere in the ‘internal economy’ of foreign flagged ships on innocent passage in their territorial waters. However, seafarers have a range of potential employment protection where they work, or ordinarily work, in the United Kingdom. In a recent case the Court held that this applies to seafarers working from a base situated in Great Britain, even if they are employed on a non-UK flagged ship, and that ship spends most of its time outside Great Britain.

    We select radio stations to reach the largest proportion of our employer target audience in a cost efficient manner. This is determined by RAJAR (Radio Joint Audience Research) listener surveys and using a sample audience profile that represents employers with less than 30 employees.

    We are unable to advertise on BBC Radio due to their commercial policy.

    To ask Her Majesty’s Government whether the National Institute for Health and Care Excellence will introduce an indicator on the use of manual pulse checks to screen for atrial fibrillation.

    The decision on which indicators should be included in the Quality and Outcomes Framework (QOF) is decided through annual negotiations. In England, NHS Employers on behalf of NHS England, and the General Practitioners’ Committee on behalf of the British Medical Association, decide which indicators are included within the QOF.

    The National Institute for Health and Care Excellence (NICE) is responsible for producing a menu of indicators suitable for inclusion in the QOF.

    NICE has advised that, in February 2016, it consulted on potential new indicators for the NICE indicators menu, including two new indicators on the use of manual pulse checks for atrial fibrillation. The NICE indicators advisory committee will review feedback to the consultation at its next meeting on 13 June 2016 and the outcome of this review will determine future work in this area.
