    To ask the Secretary of State for Transport, what total amount has been received by (a) his Department and (b) HS2 Ltd under the Connecting Europe Facility 2015 Multi-Annual Work Programme; and what estimate he has made of the amount that will be received under that programme by each body in the next three years.

    The Department for Transport was awarded Connecting Europe Facility funding for the following projects in 2015:

    • South-Wales railway electrification study (Network Rail). €4.1 million
    • Arc Atlantique Corridor Phase II. A UK led ITS traffic management deployment project involving Ireland, France, Belgium, Spain, Portugal and Netherlands. The UK partners (Highways England, Transport Scotland, Department for Regional Development Northern Ireland, and the Welsh Government share amounts to around €9 million).
    • European ITS Platform – Italian project coordinating standards for deployment of ITS traffic management systems across Europe. The UK partners (Highways England, Transport Scotland, Department for Regional Development Northern Ireland, and the Welsh Government) amounts to around €0.5 million)
    • High Speed 2 (HS2 Ltd) €39.2 million

    It is not possible to estimate how much additional funding may be available in the next three years. Funding for projects is awarded through a competitive bidding process with projects having to meet specific criteria set by the European Commission. The second call for funding closed in February 2016 and the results will be announced later this year.

    To ask the Secretary of State for Health, with reference to the Answer of 11 March 2016 to Question 29747, whether any of the correspondence cited in the oral contribution of the Lord Patel on 24 February 2015 had been given unredacted to concurrently serving members of the Human Fertilisation and Embryology Authority executive.

    The Human Fertilisation and Embryology Authority (HFEA) has advised that wider disclosure of the content of the personal email exchange between Professor Grifo and a member of the expert panel convened by the Authority would not breach patient confidentiality. The HFEA has previously advised that the relevant expert panel member contacted Professor Grifo in a personal capacity following the third Scientific Review of the safety and efficacy of methods to avoid mitochondrial disease in 2014.

    The HFEA has also advised that the information in question was provided in confidence to the expert panel convened by the Authority. Members of the HFEA Executive who provided administrative support to the work of the panel have seen this information.

    To ask Her Majesty’s Government what plans they have to address delays in the production of education, health and care plans in cases where (1) plans are produced by a local authority outside the timescale specified in regulations, and (2) plans are not produced for the start of a new school or academic year where a young person is transferring to a new stage of education at the age of (a) 16, and (b) 18.

    Local authorities are responsible for fulfilling the statutory duties on special educational needs (SEN) and disability placed upon them by the Children and Families Act 2014 and the SEND Code of Practice. This legal framework sets out clearly the process and timescales for producing Education, Health and Care (EHC) plans; and the process for determining the school placement of children and young people with EHC plans.

    Local authorities must issue final EHC plans within 20 weeks of commencing an assessment. Data published in May showed that 59.2% of EHC plans were issued on-time, excluding exception cases. Some areas are managing 100%. We have emphasised to local authorities that, where there are delays, they need to communicate clearly about them with families.

    The SEND Code of Practice is clear that EHC plans must be issued in sufficient time prior to a child or young person moving between key phases of education, to allow for planning and, where necessary, commissioning of support and provision at the new institution. The Children and Familes Act 2014 (Transitional and Saving Provisions) (Amendment) (No.2) Order 2014, as amended by the Children and Families Act 2014 (Transitional and Saving Provisions) (Amendment) Order 2015, require local authorities to prioritise the review of statements of SEN or Learning Difficulty Assessments (LDAs) for children and young people approaching the end of an educational phase.

    Young people aged 19-25 are only able to draw on high needs funding from the Education Funding Agency where they have an EHC plan. Because some local authorities may not complete all the necessary transfers from LDAs to EHC plans by 1 September, EFA-funded institutions can continue to deliver programmes to 19-25 year olds where the young person has a Learning Difficulty Assessment and is receiving high needs funding, and where the local authority is in the process of an EHC assessment but has not finalised the EHC plan.

    The Department does not set targets for the performance of individual local authorities. The Department monitors very closely nationally-published data on local authority performance on SEN and disability and provides support and challenge as appropriate.

    Current prescribing arrangements already allow off-patent drugs that are found to have new uses to be prescribed to patients.

    The Government and medical research charities are working together to ensure that robust evidence showing new uses for existing drugs can be brought more systematically into clinical practice to benefit patients.

    The Energy Efficiency (Private Rented Property)(England and Wales) Regulations 2015 were made in March this year following a full public consultation, and establish an EPC minimum of E for domestic and non-domestic private rented sector properties from April 2018.

    Officials in the Department liaise regularly with the insulation industry, local authorities, and other stakeholders on a range of energy efficiency issues including the minimum EPC standards for the private rented sector. Discussions have also been held recently with French officials about domestic energy efficiency issues including minimum standards.

    To ask the Secretary of State for Business, Innovation and Skills, what steps the Government is taking to close the higher education attainment gap between BME students and other students.

    The Higher Education Green Paper sets out steps the Government plans to take to improve outcomes for students, including BME students. We have consulted on how the Teaching Excellence Framework will recognise the efforts that providers make to improve the access and experience of students from all backgrounds, and the importance of this to the overall student learning experience.

    Ministers have also asked Universities UK to establish an expert advisory group on social mobility and higher education to identify what more can be done to address this gap, and other issues concerning social mobility. The group will provide advice to the Minister.

    In addition, new guidance from Ministers to the Director of Fair Access (DfA), published on 11 February, asks the Director to continue to address gaps in outcomes, including those for BME groups, through Access Agreements agreed with universities.
