    To ask the Secretary of State for Foreign and Commonwealth Affairs, what assessment he has made of recent reports that Turkish border guards have shot and killed Syrians crossing the border to seek asylum in Turkey.

    We are aware of the allegations of the use of lethal force against civilians trying to cross the border from Syria into Turkey. We are unable to verify these allegations, as is the Office of the UN High Commissioner for Refugees. The allegations have been strongly refuted by the Government of Turkey. We regularly raise with the Government of Turkey issues relating to the management of the border with Syria and the treatment of refugees. Turkey is hosting over 2.7million Syrian refugees and we understand that the Turkish government has made preparations to accept more Syrian refugees should conditions in Syria make that necessary, but that its priority is to enable humanitarian aid to be provided to affected populations inside northern Syria.

    To ask the Minister for the Cabinet Office, whether it is his Department’s policy to reduce the overall civil service headcount in the current Parliament.

    There is no central Cabinet Office policy to reduce the overall Civil Service headcount in the current Parliament. Workforce planning is primarily the responsibility of each department to determine based on their individual operational and policy requirements. Each department has their own spending agreements with HM Treasury for this Parliament and are responsible for ensuring they have the right workforce and capability in place to deliver their commitments.

    Earlier this year, departments published their Single Departmental Plans, setting out the key programmes of work required to deliver the Government’s Manifesto commitments. Departments have been developing plans to ensure they have the workforce required to deliver their Single Departmental Plans.

    The Terms of Reference refer to management meetings, which are part of the programme structure and not statutory meetings or advisory mechanisms. Consequently NHS England does not plan to publish these.

    We have investigated a number of options for utilising the former East Ham Police station, which we continue to progress. This includes working with the Regional Schools Commissioner to identify free school trusts who may wish to open on the site.

    Given the sensitivity of the discussions I am not able to release further information at this stage.

    Discretionary Housing Payments will be available to help single people under 35 (claiming either housing benefit or the housing element of Universal Credit) if they need help transitioning to shared accommodation rate in April 2018.

    No Royal Navy or Royal Fleet Auxiliary vessels have exercised Freedom of Navigation in disputed areas of the South China Sea since 2010.

    The UK strongly asserts its right, and supports the right of all States, to exercise Freedom of Navigation in accordance with the United Nations Convention on the Law of the Sea.

    The Ticketing and Settlement Agreement protects the opening hours of Ticket Offices. If an operator wishes to make such changes to Ticket Office opening times, there is an industry process to follow.

    To ask the Secretary of State for Health, what assessment his Department has made of the effect of trends in diabetes incidence on changes in medical provision for people with diabetes.

    Both the prevalence and incidence of Type 2 diabetes has been rising, driven by increasing obesity and an ageing population. The numbers of people diagnosed with the condition are projected to grow from 2.9 million in 2014/15 to 4.6 million by 2030. In addition, a further 5 million people are estimated to be at high risk of developing Type 2 diabetes.

    The Government is therefore committed to introducing a national Type 2 diabetes prevention programme and improving the management and care of people with diabetes within the lifetime of this parliament. These commitments are reflected in Government’s 2016/17 mandate to NHS England. This is in the context of our wider public health programme to prevent disease and promote good health which includes a strong focus on tackling obesity, one of the most common, modifiable risk factors for developing Type 2 diabetes. For example, the announcement for a soft drinks industry levy by the Chancellor in the budget is the first step in this Government’s comprehensive childhood obesity strategy, which we will be launching in the summer.
