To ask the Secretary of State for the Home Department, what assessment she has made of the effectiveness of the Private Sponsorship Scheme for Syrian refugees; and what estimate she has made of the number of people likely to participate in that scheme.

The Syrian Vulnerable Persons Resettlement Scheme is based on need and prioritises those who cannot be supported effectively in the region. As the refugees that are being resettled may have medical, social care or other needs, all of the arrivals to date have been placed with local authorities which are being provided with funding to ensure these needs can be addressed.
We will build on offers of support to develop a community sponsorship scheme to allow individuals, charities, faith groups, churches and businesses to support refugees directly. This is why we are now working with the individuals and groups who have made offers on developing a sustainable model for helping vulnerable people settle and integrate in the UK and, where they are able, find employment.
We are consulting international partners to understand how their schemes work, and with partners in the UK to make sure we design a scheme which works well here.

To ask the Secretary of State for Foreign and Commonwealth Affairs, what contribution his Department has made to the UN Special Rapporteur on Freedom of Religion or Belief’s report on Bangladesh which will be published in March 2016.

Officials from the British High Commission in Dhaka discussed the preliminary findings of Heiner Bielefeldt, Special Rapporteur on Freedom of Religion or Belief with him during his visit to Bangladesh in September 2015. We look forward to the release of his report at the UN Human Rights Council in March 2016 and will encourage the Government of Bangladesh to consider all its recommendations carefully.

To ask the Secretary of State for the Home Department, whether the parameters or cost of the Home Office contract with Airwave have been altered as a result of the acquisition of Airwave by Motorola Solutions.

The Home Office holds three contracts with Motorola Solutions. These are:
(a) The Public Safety Radio Communications Service (PSRCS) Framework Arrangement for the provision of the Airwave service to the police services of Eng-land, Scotland and Wales.
(b) Contract ST03 10/641/9 for the provision of telecommunications services to the Immigration and Nationality Directorate.
(c) Emergency Services Network (ESN) — Lot 2 User Services; one of the contracts that will replace the current Airwave contract.
The cost to the public purse of the Home Office contract with Airwave in Financial Year 2015-16 is forecast to be £283 million comprising £230 million paid centrally by the Home Office and £53 million paid locally by police forces to Airwave. By way of comparison, under the newly procured Emergency Services Network, the policing share of costs is expected to be less than half of the current Airwave costs.
Airwave Solutions Ltd provides mobile telecommunications services for emer-gency services. The Home Office Airwave contracts only relate to police forces, and immigration and nationality functions within the Home Office. The Home Office is not party to the contracts which many other organisations in the public sector have entered into with Airwave.
The acquisition of Airwave by Motorola Solutions means all three Emergency Services contracts now end on 31st December 2019. This provides continuity of service for the transition to the Emergency Services Network.

The Data Protection Act 1998 (DPA) confers a number of rights on individuals in respect of the processing of their personal data by UK organisations. Subject to certain exemptions, section 7 of the DPA gives individuals the right to request a copy of information which an organisation holds about them. An individual can exercise this right, commonly known as ‘subject access’, by making a written subject access request to the organisation.

To ask Her Majesty’s Government what representations they are making to the government of Israel following reports from Physicians for Human Rights in Israel that wounded Palestinians have been deliberately left untreated by Israeli medical orderlies for as long as two hours.

While we have not made representations to the Government of Israel about this particular issue, we have concerns about treatment of Palestinian detainees. We have raised these concerns with the Israeli authorities on many occasions, including at Foreign Minister, Attorney General and National Security Adviser levels. Our Embassy in Tel Aviv regularly monitors this issue and meets with Physicians for Human Rights in Israel (PHRI). Our Ambassador in Tel Aviv met a group of Israeli civil society organisations, including PHRI, on 3 February.

To ask Her Majesty’s Government, of the people previously claiming Disability Living Allowance at the higher component of (1) mobility, or (2) care, how many have been assessed for (a) the higher rate, or (b) the standard rate, of (i) the mobility component, or (ii) the daily living component, of Personal Independence Payment (PIP) in each year since PIP was introduced.

The latest available data on personal independence payment (PIP) registrations, clearances and claims in payment for both new claims and reassessed claims (for those previously in receipt of disability living allowance (DLA)) is published on Gov.UK.
In particular, breakdowns of reassessed claims in payment by type and rate of awards can be found from Stat-Xplore, which is a tool for exploring DWP’s statistics.
The Department does not have verified data on the number of DLA claimants who have had their award changed as a result of the move to PIP. We intend to provide more detailed breakdowns of DLA to PIP reassessment outcomes in due course. The Department is working to guidelines set by the UK Statistics Authority to ensure we are able to publish statistics that meet high quality standards at the earliest opportunity.

To ask the Secretary of State for Health, what estimate he has made of the difference between available funding and the cost of providing NHS services in (a) Nottingham City, (b) Nottingham West, (c) Nottingham North and East and (d) Rushcliffe clinical commissioning groups.

The Department has made no estimate of the size of the financial deficit of Nottingham City, Nottingham West, Nottingham North and East and Rushcliffe Clinical Commissioning Group (CCG) in 2021. NHS England advises that the four CCGs are forecasting an overall surplus for the 2016-17 financial year.
Every health and care system in England is producing a multi-year Sustainability and Transformation Plan (STP), showing how local services will evolve and become sustainable over the next five years – ultimately delivering the Five Year Forward View vision of better health, better patient care and improved National Health Service efficiency.
The national health and care bodies expect the Nottinghamshire STP to articulate clearly the scale of the future financial challenge at STP level and how local commissioners and providers plan to respond. The overall financial challenge articulated in the STP will include consideration of the resources required by the NHS in Nottinghamshire, and the resources likely to be allocated in future years.

To ask the Secretary of State for Environment, Food and Rural Affairs, what changes she proposes to introduce to the regulation of recreational sea anglers who capture sea bass for the period from 1 January to 30 June 2016.

The European Commission has issued proposals[1] on fishing opportunities to be agreed for 2016, which includes EU bass management measures for the commercial fishing and recreational sea angling sectors consisting of a moratorium on fishing for bass in the first six months, and reduced catch limits for the latter half of the year. The UK response to these proposals is being considered in advance of negotiations at the December Fisheries Council.
The latest available assessment of the bass stock, from the International Council for the Exploration of the Sea, was published in June this year before the full set of EU bass management measures for 2015 was finalised in September. Its next assessment is due in June 2016.
