    To ask the Secretary of State for Health, what assessment he has made of the adequacy of the level of provision of mental health services for children who have been abused.

    This Government is committed to delivering the vision set out in Future in mind and is driving forward the transformation of children and young people’s mental health services.

    This transformation programme, backed by additional investment of £1.4 billion allocated over the next five years, will deliver a step change in the way children and young people’s mental health services are commissioned and delivered.

    All clinical commissioning groups, working closely with their partners, were asked to develop and submit Local Transformation Plans (LTPs) to transform their local offer for children and young people’s mental health. Plans must cover the whole spectrum of services from prevention to intervention for emerging or existing mental health problems and address the full spectrum of need, including children who have been abused and/or exploited. LTPs should also demonstrate that services have been designed with children and young people and their families, and meet the needs of their local population of children.

    LTPs, covering all local areas, were submitted in October 2015 and are currently being assured by NHS England’s regional teams.

    The Government received and analysed data from numerous sources when formulating the announcement in the Chancellor’s Autumn Statement. We will continue to work with a wide range of stakeholders including other Government departments, solicitors and insurers in taking forward the new reform package. The Government will consult on the detail of these measures in due course. The consultation will be accompanied by an impact assessment.

    The National Offender Management Service (NOMS) deploys a comprehensive range of robust searching and security measures to detect items of contraband both at the point of entry to the prison and concealed within the prison. NOMS continues to explore new methods of preventing drugs coming into prisons and body scanners are seen as a valuable part of this strategy.

    An independent expert panel is assessing the use of a body scanner at HMP Wandsworth, as required by the Justification of Practices Involving lionising Radiation Regulations 2004.

    To ask Her Majesty’s Government, in the light of the dangers posed to trees and shrubs by Xylella fastidiosa, and the experiences of France and Italy in tackling that disease, what steps they are taking (1) to prevent it entering this country, and (2) to deal with any incursion should it occur.

    Xylella fastidiosa is a regulated pathogen in the EU under the Plant Health Directive, with strengthened requirements now in place in response to the risk posed by this organism. This includes measures to protect against its introduction from countries outside the EU, as well as requirements to prevent infected material being moved from areas within the EU where it is present.

    Xylella fastidiosa is currently not present in the UK and we are taking robust action to protect against its introduction, including restricting high-risk imports, inspecting host material from outside the EU and raising awareness, through publicity and direct interaction with growers and trade associations.

    Our aim is to prevent further introductions into the EU as a whole (thereby protecting the UK) and to prevent spread from areas of the EU where it is present. This includes engaging actively with our EU partners and the European Commission on ensuring we have the best possible protective measures in place.

    Imports of host plants from outside the EU can now only take place where the pest status of the country or origin has been confirmed and when stringent import conditions have been met. All such imports are inspected at points of entry. Plant species which have been confirmed as a host in the EU must now be accompanied by a Plant Passport, meaning they can only be moved into and within the UK by officially authorised businesses. Additional requirements apply to areas where the pathogen is present to prevent the movement of potentially infected plants from such areas.

    Through our delivery bodies we are applying the EU-wide provisions as well as carrying out surveillance visits of premises growing and trading host plants. In the event of an incursion, a full investigation would take place to determine the circumstances and the actions required. Should an outbreak occur, the requirements of the EU Decision would apply, including destruction of infected and potentially infected plants and demarcation of the outbreak area with restrictions imposed in line with the Decision. We are working closely with industry bodies to raise awareness and encourage good practice.

    To ask the Secretary of State for Defence, which military exercises UK armed forces have been involved in that have (a) included other EU member states and (b) been EU-led.

    Exercises with international Allies and partners are critical to improving our Armed Forces’ interoperability on deployment and enhancing collective Defence through NATO. Last year we saw an excellent example of this in NATO’s Exercise Trident Juncture, the biggest military exercise in 10 years. Although the EU does not lead large scale military operations like NATO, it does support the interoperability of our Armed Forces through its battlegroup framework and small scale exercises led by its Member States. The UK will hold the leadership of the battlegroup in the second half of this year.

    To ask the Secretary of State for Foreign and Commonwealth Affairs, what recent assessment he has made of the political situation in Mozambique and tensions between that country’s opposition party’s militia and state security forces.

    There has been an increase in tension in Mozambique, including continuing clashes between state security forces and the opposition militia in the central provinces. We are also concerned by incidents of intimidation, kidnapping and assassinations, which may be politically motivated. We continue to urge both the government and opposition to address these tensions through dialogue and peaceful means. This is all the more important against a difficult macroeconomic context that is further affected by drought in central and southern provinces and the revelation this month of undisclosed lending, which puts an already weak economy at risk.

    Highways England regularly reviews safety issues on all routes on the strategic road network and it currently has plans to install new technical measures on the A34, as one of the schemes in the Road Investment Strategy, to ease congestion and improve safety and incident management. The Department is not minded to carry out a further review at this time.

    HM Revenue and Customs (HMRC) does not hold data on the number of tax credit cases awaiting consideration by Concentrix broken down specifically by constituency areas. HMRC is currently focused on resolving the outstanding cases but will be preparing analysis, which will be made available in due course.
