Pratt was born in Leicester in 1913, and in 1934 became a fellow of the Royal Economic Society, then an associate of the Society of Incorporated Accountants and Auditors, and in 1940 an associate of the Institute of Taxation. During the war he served in the National Fire Service and also in the Red Cross and St. John Ambulance, of which he was a vice-president. Since 1939 he has practised as ?n incorporated accountant and as secretary of the British Hosiery Manufacturers’ Association.

On demobilization he graduated at Oxford, and is a technical officer with I.C.I.

On demobilization he returned to his firm to become a resident director, and is also a member of a Blackburn firm of textile engineers.

He joined the Labour Party in 1929, and was returned for Northampton in 1945.
