    To ask Her Majesty’s Government what assessment they have made of reports regarding increasing violence towards Palestinians by Israeli troops.

    As the Secretary of State for Foreign and Commonwealth Affairs, my right hon. Friend the Member for Runnymede and Weybridge (Mr. Hammond) said on 9 October, “We condemn all acts of violence, including attacks by Palestinians and by Israeli settlers. We urge all sides to take immediate steps to de-escalate the tensions and avoid actions that threaten to exacerbate the situation”. In his Statement of 13 October, the Parliamentary Under-Secretary of State for Foreign and Commonwealth Affairs, my hon. Friend the Member for Bournemouth East (Mr. Ellwood), said, “We are also concerned by the use of force by Israeli security personnel in response to protests and security incidents”.

    The UK has made clear in conversations with the Palestinian Authority and the Israeli government that the best way to achieve a just and lasting resolution that ends the occupation and delivers peace for both Israelis and Palestinians is through negotiations. However, in order to achieve this, there must be an environment conductive to peace. That is why since the start of the current violence we have spoken regularly to both the Palestinian Authority and the Israeli government, urging them to use their influence to de-escalate the tensions.

    The assessment of the structure, roles and purpose of paramilitary organisations in Northern Ireland, published on 20 October stated that individual members of paramilitary groups are involved in ‘serious criminal activity’. Examples cited in the assessment include: ‘large scale smuggling operations, fuel laundering, drug dealing and extortion of local businesses’.

    To ask Her Majesty’s Government what assessment they have made of the level of (1) crime against older people, and (2) fear of crime amongst older people; and what steps they are taking to address both the incidence and fear of crime against older people.

    The Home Office has made no specific assessment of the level of crime against older people, and fear of crime amongst older people. The attached tablesshow figures from the independent Crime Survey for England and Wales (CSEW) for the year to March 2015 for (1) the percentage of adults in each age group who were victims of crime, and (2) the percentage of adults in each age group who had high levels of worry about crime.

    Police reform is working and the Crime Survey shows that overall crime is down by more than a quarter since 2010. We continue to develop the role of our elected and accountable Police and Crime Commissioners to shape policing services to local needs and priorities, as they are now doing in commissioning victims’ services, setting policing priorities and driving reform.

    The statistics to 10 September show that 125,877 people were on the Universal Credit caseload. Cost information for the current UC caseload is not available for publication.

    The Emergency Services Mobile Communications Programme has had on-going discussions and workshops with the emergency services, including those in Scotland, about all aspects of the new network including coverage requirements in the Highlands and Islands of Scotland.

    The Home Office meets senior managers from Airwave Solutions Ltd regularly to discuss the service that ASL provides. The Home Office’s plans for transition from the existing Airwave service to the future ESN service is regularly discussed at these meetings.

    To ask Her Majesty’s Government what action they are taking to push for a global standard for mission-critical voice functionality over commercial 4G networks.

    The 3rd Generation Partnership Project (3GPP) is the international body that writes standards for 4G technology (http://www.3gpp.org/) . The Home Office has been attending a number of working groups within 3GPP since November 2012.

    In January 2015 a new working group within 3GPP, SA6 Mission-critical applications was created specifically to standardise mission-critical voice functionality over 4G networks. The Home Office supported the creation of SA6, currently funds the chairman of that working group, and sends other attendees to this, as well as related meetings within 3GPP.

    This action was brought under section 5 of the Protection of Children Act 1978. The Government believes in freedom of expression in the arts, but it is imperative that we have robust laws to prevent the making of indecent images of children. Decisions on the destruction of any artwork are made by our independent courts and may be subject to appeal.

    To ask Her Majesty’s Government, further to the Written Answer by Earl Howe on 22 October (HL2256), why 150 Recovery Company, part of 103 Battalion Royal Electrical and Mechanical Engineers, relocated from the Army Reserve Centre at Redhill to the one at Croydon, in the light of the fact that the related infrastructure developments had not progressed past the initial assessment phase.

    The relocation of 150 Company from Redhill to Croydon was part of the redesign of the Army Reserve as part of Future Reserves 2020 and Army 2020. In this case the Royal Electrical and Mechanical Engineers were realigned to better integrate the Reserve component with their Regular Army partners. It also sought to maximise the potential for future recruitment, which in some cases necessitated the relocation of smaller units and sub-units.

    While it was recognised that the infrastructure of the Croydon Army Reserve Centre required some improvement, it was deemed no worse than that at Redhill Army Reserve Centre. Therefore, an early move was agreed to realise the wider benefit of an increased recruiting footprint, thus ensuring that 103 Battalion REME could grow in strength and maintain the critical mass necessary for effective training and therefore operational capability
