BIOGRAPHY :

Mr. T. F. Howard, aged 71, at 19 set up his own business as a book-binder. Since 1920 he has operated a profit-sharing scheme in his works. He became Conservative member for South Islington on the London County Council in 1925, capturing the seat for his party for the first time in 27 years. He represented South Islington as Conservative M.P. from 1931 to 1935.
