BIOGRAPHY :

Mr. F. W. Skinnard, a former L.C.C. schoolmaster, aged 48, when serving in Willesden schools did pioneer work in citizenship training and local survey work. He has been a lecturer to teachers’ courses in England and abroad, and in 1937 was invited to tour the United States and Canada. His early political experience was gained in the Union of Democratic Control, and he joined the Labour Party in 1924. He visited Jamaica in 1946 and was on the Parliamentary delegation to W. Africa in 1947. He was elected for Harrow East in 1945.
