    To ask the Secretary of State for Foreign and Commonwealth Affairs, what progress his Department has made on supporting the establishment of marine protected areas in the high seas.

    The UK led negotiations within the Commission on the Conservation of Antarctic Marine Living Resources which resulted in the establishment of the world’s first high-seas Marine Protected Area (within the Antarctic Treaty area) and supports the establishment of further Marine Protected Areas within the area covered by the Conservation of Antarctic Marine Living Resources. The UK is also a leading member of the OSPAR Commission which has designated seven Marine Protected Areas in the high seas of the North-East Atlantic and works closely with other regional and international organisations to manage these.

    The UK supports, and is fully engaged, in the work at the United Nations seeking an agreement on the conservation and sustainable use of marine biodiversity and the need to establish a mechanism to deliver marine protected areas in areas beyond national jurisdiction.

    To ask the Secretary of State for Transport, if his Department will require Heathrow Airport to accept the recommendation of the Civil Aviation Authority that night flights at that airport be banned between 11.00pm and 6.00am before the Government makes a decision on airport expansion.

    The Airports Commission shortlisted three airport expansion schemes, two at Heathrow and one at Gatwick. The Government accepted the Commission’s shortlist in December 2015, and has since been undertaking a programme of further work, including on mitigation, to support a decision on a preferred scheme. We are carefully considering the evidence in relation to all three schemes, including the Commission’s comprehensive evidence base and recommendations. These recommendations included a ban on night flights between 1130 and 0600 for its preferred scheme, the Heathrow Northwest Runway. We are aware of no such recommendation from the Civil Aviation Authority.

    To ask the Secretary of State for Transport, what estimate his Department has made of the number of people who will experience an increase in the effect of noise as a result of the current plan to modernise London’s airspace; what assessment his Department has made of the geographical extent of that increase; and what effect the proposed Heathrow expansion would have on those estimates.

    The Government has not undertaken any such an assessments.

    Proposals for airspace change in the UK are subject to the Civil Aviation Authority’s (CAA) Airspace Change Process. A key part of this process is the requirement for airspace change sponsors to consider the potential noise impacts of their proposal and to consult those who may be affected. The CAA takes full account of the potential noise impact when making its decision.

    To ask the Secretary of State for Environment, Food and Rural Affairs, if her Department will revise its consultation paper on air quality draft plans, published on 12 September 2015, to take into account findings by the US Environmental Protection Agency of car manufacturers cheating in vehicle emissions tests.

    The projections modelled in the draft plans were based on road transport emission factors from COPERT (Computer Programme to calculate Emissions from Road Transport). These take into account the gap between real world emissions and those from testing.
