    The Department of Energy and Climate Change is aligned with the Civil Service Health & Well-being Strategy which was agreed by the Civil Service People Board.

    This focuses on three priority areas:

    Mental Health

    Musculoskeletal Health

    Healthy Lifestyle

    In DECC this means we ensure visible senior leadership of the well-being agenda, we encourage all managers to undertake mental health awareness training increasing manager capability through Civil Service Learning training.

    We have been adopting the Public Health England ‘Workplace Well-being Charter’ and promoting ‘Time to Change’. The Department offers support to staff including ‘Employee Assistance’. The Department is also running wellbeing events and initiatives over the coming year.

    The Northern Ireland Office’s wellness strategy is to promote and sustain a healthy, safe and supportive working environment for all our people. We do this by:

    • Providing absence and welfare policies and workplace support services;
    • Maintaining a zero tolerance policy towards discrimination, bullying and harassment in the workplace;
    • Ensuring the working environment is safe and meets Health and Safety legislative requirements;
    • Promoting an open-minded, respectful and inclusive workplace.

    As a small department the Northern Ireland Office has also secured access to the Ministry of Justice’s networks and services for our staff to use.

    To ask the Secretary of State for Health, what the remit is of the UK Vaccines Research and Development Network.

    The focus of the UK Vaccine Network is to bring together experts from industry, academia, philanthropy and government to make targeted investments in world-leading vaccine candidates, vaccine platform technology and vaccine manufacturing technology to combat diseases with epidemic potential in low and middle income countries, such as Ebola and Zika.

    The UK Vaccine Network will allocate funding to world leading science in the areas above, and funding awards will only be made following appropriate competitive processes, and rigorous, international expert peer review of all applications. The criteria used as part of individual funding decisions will be decided on a competition by competition basis, following international expert advice.

    To ask the Secretary of State for Health, how many accident and emergency visits there were for minor ailments in each clinical commissioning group in each year since 2012-13.

    NHS England publishes information on the number of attendances at all types of accident and emergency department. A type 3 accident and emergency department is one that treats minor injuries and illnesses (sprains for example) and can be routinely accessed without an appointment. In this context, minor ailments have been interpreted as a type 3 accident and emergency attendance.

    Data are reported to NHS England by all organisations providing National Health Service funded emergency care services and averaging more than 200 attendees per month. It is not possible to aggregate these data to clinical commissioning group, and the 10 strategic health authorities were abolished in March 2013. Published data for type 3 attendances are only available from 2011-12 onwards. These data are presented by 13 commissioning sub-regions, which are not legal entities but are sub-divisions of NHS England.

    To ask the Secretary of State for Defence, if he will make an assessment of the number of spare parts his Department has for equipment no longer in use; and what steps his Department has taken to ensure that spare parts for such equipment are not held in storage.

    Since the introduction of the Defence Equipment and Support Inventory Management Strategy (IMS) in 2012 the level of obsolete stock held has substantially reduced; currently, items identified as obsolete represent less than 0.2 per cent of the total value of inventory held by the Ministry of Defence. As at 1 April 2015 the IMS has achieved an overall stock reduction of £8.7 billion against a strategic target of £9.5 billion set for 31 March 2016. We are also working with industry to optimise inventory further and reduce the logistics footprint, while supporting operations and maintaining availability to the Front-line Commands.

    To ask the Secretary of State for Communities and Local Government, how much has accrued to the public purse from the Queen Elizabeth II Conference Centre in each of the last five complete financial years.

    This information is set out in the Department’s Annual Report and Accounts. The Queen Elizabeth II Conference Centre was valued during March 2010 and the total valuation was reported at £25,000,000. It was valued again during March 2015 and the total valuation was reported at £38,500,000. Dividend payments received by the Department from the Queen Elizabeth II Conference Centre trading fund for the five years are as set out below:-

    2010-11 – £1,200,000

    2011-12 – £1,200,000

    2012-13 – £2,250,000 (exceptional dividend received due to Olympic event)

    2013-14 – £1,500,000

    2014-15 – £1,500,000.
