To ask the Secretary of State for Defence, pursuant to his Answer of 22 February 2016 to Question 27079, on Victory 1744, how many such meetings, on which dates, have been held between his officials and those in the Department for Culture, Media and Sport.

Since my previous answer of the 22 February 2016 officials met on the 11 March and further meetings between officials from both Departments will be held as these discussions continue.

To ask the Secretary of State for Foreign and Commonwealth Affairs, which cases of human rights violations against Tibetans he or ministerial colleagues have taken up with their Chinese counterparts in each of the last three years.

Over the course of the UK-China Human Rights Dialogues held in Beijing in April 2015 and in London in 2014, senior officials raised the cases of 22 Tibetans detained by the Chinese authorities. We also raised the full range of our wider human rights concerns on Tibet at each of these rounds, including allegations of torture, freedom of expression, right to a fair trial and freedom of religion or belief. A round of the Human Rights Dialogue was not held in 2013.

To ask the Secretary of State for Transport, (a) on what dates and (b) by what margins Govia Thameslink Railway has been in breach of the terms of its franchise agreement since the start of that franchise in 2014.

Since Rail Industry period 7 in financial year 2015/16 (ending mid October 2015), Govia Thameslink Railway (GTR) have exceeded the breach level for the Cancellations benchmark. The Secretary of State issued GTR with a Remedial Plan Notice last year requiring them to set out in a Remedial Plan the measures they will take in order to improve their performance and included remedial plan benchmarks against which GTR are measured for the duration of the Remedial Plan. GTR have not breached the remedial plan cancellations benchmark and are under the breach benchmark for delays and peak short formations.

To ask the Secretary of State for Education, which directors and other equivalent post holders of children’s services subject to improvement notices (a) she and (b) Ministers of her Department have met on what dates in each of the last six years.

Since my appointment in September 2012, as the relevant minister, I have visited and/or met with councillors and/or officers from 15 local authorities that were subject to Improvement Notices and/or Statutory Directions. I have also visited and/or met with councillors and or/officers from nine local authorities that have been subject to intervention since 2010. A list of these appointments is in the attached document.

To ask Mr Chancellor of the Exchequer, what criteria were attached to the granting of a grant to the Wave Trust to fund the Pioneer Communities Project.

The Government announced at Autumn Statement 2014 funding for the Department for Education for an “Early intervention pilot for 0-2 year olds – to pilot a new approach to ensure that the most effective early intervention actions are taken during a child’s earliest years, to prevent avoidable problems later.”

This measure was to be delivered by the Department for Education, who worked with a number of stakeholders including Her Majesty’s Treasury, the Wave Trust and the Early Intervention Foundation to identify options to deliver the project.

As no contract has been signed for this measure, in June 2015 the Department for Education undertook not to proceed with the measure in this financial year.

To ask the Secretary of State for Education, what funding has been given to Local Safeguarding Children Boards in each year since 2010; and whether her Department plans to institute a nationally-defined funding formula for such boards.

Local Safeguarding Children Boards (LSCBs) are funded through contributions from their partners as agreed locally, including local authorities, health services and the police. LSCBs publish details of these contributions in their annual reports, but these figures are not collated centrally. The Government does not provide ring-fenced funding for LSCBs.

On 14 December 2015, the Prime Minister announced that there would be a review of LSCBs. This review has now commenced and will report by the end of March 2016.

To ask the Secretary of State for Foreign and Commonwealth Affairs, if he will hold further discussions with the Indian government on the confiscation of property held by UK nationals in Goa.

All confiscation orders are issued following an investigation by the Enforcement Directorate and can be appealed. The Foreign and Commonwealth Office is not able to interfere in local investigations. However, we continue to identify opportunities to raise property issues at the appropriate levels. As an example, in December, our Acting High Commissioner to India met the Chairman of the Goa Property Working Group as well as the Goa Chief Minister. Our offices in New Delhi, Mumbai and Goa have facilitated contact between the UK nationals in the Goa Property Working Group and officials working for the Goa Property Committee, the relevant Indian government body. The Property Working Group have reported significant progress has been made. We continue to assist them through our lobbying.
