To ask the Secretary of State for Foreign and Commonwealth Affairs, what discussions he has had with his international counterparts on the outcome of the EU referendum.

I have been holding, and will continue to hold, discussions with my international counterparts on the outcome of the EU referendum. Last week I met international counterparts at the NATO summit. I will meet many more overseas counterparts at the Asia–Europe Meeting in Ulaanbaatar later this week. I will also attend the Foreign Affairs Council, which will include an informal dinner on 17 July with my European counterparts to discuss the referendum outcome and an EU and Gulf Cooperation Council Summit Dinner on 18 July.

To ask the Secretary of State for Foreign and Commonwealth Affairs, when a UK (a) Minister and (b) official last visited (i) the area designated by the Chinese government as the Tibetan Autonomous Region and (ii) the areas of Tibet subsumed by the Chinese government into China in the 1960’s; what requests for such visits are outstanding; and if he will make a statement.

The Hon. Member for Bury South (Mr Lewis) was the last serving Foreign and Commonwealth Office (FCO) minister to visit the Tibet Autonomous Region (TAR), in September 2009. An FCO official last visited the TAR in June 2014. We continue to press the Chinese authorities for further access.

To ask the Minister for the Cabinet Office, what progress he has made in retrieving the £3 million grant to Kids Company made by his Department immediately before that charity went into administration.

To ask the Minister for the Cabinet Office, which listed properties owned in London by the Government are leased out; and to whom and on what terms such properties are leased.

Records held by the Cabinet Office show that New Burlington House, Piccadilly is leased out via five separate leases for ten years, renewable, at a market rent to each of the five Learned Societies (Geological Society of London, Linnean Society of London, Royal Astronomical Society, Society of Antiquaries of London, Royal Society of Chemistry). Records also show that 157-197 Buckingham Palace Road is part sub-let by the National Audit Office to commercial sub-tenants.

Information is only held centrally on the Government Estate in London. Any information outside of this is held locally by departments.

The table below shows the total number of Standard and Enhanced certificates issued by the Disclosure and Barring Service over the last 10 years. The figures include applications for volunteer roles, which are processed free of charge.

To ask the Secretary of State for Environment, Food and Rural Affairs, what guidance her Department has issued to its officials to support implementation of the Family Test.

The Family Test was announced by the Prime Minister in August 2014 and introduced in October 2014. Produced in collaboration with third sector partners from the Relationship Alliance, the guidance outlines the basis for the Family Test and provides policy officials with information on how the test should be applied when formulating policy and my Department follows that guidance – Family Test Guidance. Defra has a team leading on the Family Test who collaborate with the Department for Work and Pensions.

Defra is following the guidance to embed and implement the test in the policymaking process and where the test identifies impacts on the family it will be evidenced as part of the formal Impact Assessment.

To ask the Secretary of State for Foreign and Commonwealth Affairs, which cases of human rights violations against Tibetans he or ministerial colleagues have taken up with their Chinese counterparts in each of the last three years.

Over the course of the UK-China Human Rights Dialogues held in Beijing in April 2015 and in London in 2014, senior officials raised the cases of 22 Tibetans detained by the Chinese authorities. We also raised the full range of our wider human rights concerns on Tibet at each of these rounds, including allegations of torture, freedom of expression, right to a fair trial and freedom of religion or belief. A round of the Human Rights Dialogue was not held in 2013.

To ask the Secretary of State for Foreign and Commonwealth Affairs, which academic and research bodies, which receive funding from the EU, are routinely used for research on the EU in departmental and ministerial briefings.

The Foreign and Commonwealth Office (FCO) draws on information from a wide range of sources when producing departmental and ministerial briefings. The FCO does not collect information on whether the sources used in the preparation of briefings receive funding from the EU.
