    Keir Starmer – 2024 Comments at COP29 in Baku

    The comments made by Keir Starmer, the Prime Minister, on 12 November 2024.

    I am here at COP this week…

    Because this government recognises that the world stands at a critical juncture in the climate crisis.

    And the United Kingdom not only has a critical role to play…

    But also, an opportunity to grasp…

    The chance to maximise opportunities for Britain…

    And make us more secure in the here and now.

    The way I see it, there are two paths ahead:

    One, the path of inaction and delay…

    Leading to further decline and vulnerability –

    Warming above 1.5 degrees will expose hundreds of thousands more people in the UK to flood risk…

    greater economic instability…

    And national insecurity.

    Or second, the path we walk, eyes wide open…

    not just to the challenges of today….

    But also fixed firmly on the opportunities of tomorrow.

    This is the path towards national security.

    Energy independence.

    And the economic stability necessary to boost living standards for working people.

    Let me be clear.

    There is no national security…

    There is no economic security…

    There is no global security…

    Without climate security.

    And this is a huge opportunity….

    For investment…

    For UK businesses…

    For British workers…

    If we act now – to lead the world in the economy of tomorrow.

    This is how we move towards better jobs…

    cheaper bills…

    higher growth…

    the industries and technologies of the future….

    And ensure the prosperity and security of our nation for decades to come.

    And the prosperity and security of our nation are the issues the British people care about.

    And that is why, from the beginning, this government has done things differently.

    Restoring our role as a climate leader on the world stage…

    As well as taking action at home.

    In the first 100 days of this government….

    We scrapped the ban on onshore wind.

    We committed to no new North Sea oil and gas licenses.

    Began to renew those North Sea communities…

    with a programme of investment in the jobs and industries of the future.

    We closed the UK’s final coal power plant at the end of September –

    Becoming the very first G7 economy to phase out coal power.

    And at the same time – we are on a mission to achieve clean power by 2030.

    We launched Great British Energy –

    A clean British Energy company…

    To improve our energy resilience

    Bring down people’s bills…

    And create the next generation of good, well-paid jobs.

    We set up the National Wealth Fund –

    To invest in tomorrow’s key industries.

    To build the infrastructure – the wind farms, solar farms, the grid infrastructure…

    To power and connect our country for decades to come.

    Because make no mistake – the race is on for the clean energy jobs of the future….

    The economy of tomorrow –

    And I don’t want to be in middle of the pack…

    I want to get ahead of the game.

    Whether that’s with carbon capture – in Teesside and Merseyside.

    Where last month, I announced funding for Carbon Capture, Utilisation and Storage projects…

    That will create 4,000 new jobs – using the skills of oil and gas communities …

    As we accelerate towards Net Zero.

    Or green hydrogen –

    With investment announced in last month’s Budget…

    For 11 green hydrogen projects across Britain…

    from Bridgend to Barrow in Furness.

    This is good news for the people of Britain.

    It’s good for our businesses.

    It’s good for our country.

    And it’s good for the planet.

    So at this COP I was pleased to announce that we are building on our reputation as a climate leader…

    With the UK’s 2035 NDC target –

    To reduce all greenhouse gas emissions by at least 81% on 1990 levels.

    Our goal of 1.5C…

    Is aligned with our goals for growth.

    But a global problem also requires global partnership.

    Responsible international co-operation.

    Which is why we took the opportunity at this COP to again urge all Parties –

    To come forward with ambitious targets of their own.

    As we all agreed at the last COP.

    And through the NDC partnership, we are supporting developing countries to develop their own commitments.

    We will also soon be launching the Global Clean Power Alliance.

    A political alliance of countries committed to accelerating the clean energy transition…

    Including unlocking the private finances that are needed.

    That is why I was pleased to announce Scottish Power has awarded a £1 billion windfarm turbine contract to Siemens Gamesa…

    Part of their £24 billion investment plan to support British pioneering energy projects…

    Which will inject growth into our industrial heartlands…

    And support 1,300 local jobs around Hull…

    And produce enough clean energy to power 1 million homes.

    As well as the Clean Industry Bonus Scheme –

    To support offshore wind developers…

    Invest in cutting-edge manufacturing and ports…

    boost green jobs…

    and strengthen supply chains.

    And the launch of the new CIF Capital Market Mechanism…

    On the London Stock Exchange.

    A joint effort announced today with our international partners and the City of London…

    With the potential to mobilise up to 75 billion dollars…

    in additional climate capital for developing countries over the next decade.

    And cementing London as the world’s leading green global financial centre…

    Showing that Britain is open for business…

    And back as a global leader.

    This COP, the UK has sent a clear message.

    We are delivering on our promise for good jobs, cheaper bills, and higher growth.

    We are backing UK energy and security on the world stage.

    We are a key partner for countries, for investors and for businesses…

    And we are renewing UK climate leadership….

    To deliver for Britain.

    My mission is to make sure our country…

    and our children…

    have the prosperity…

    the security and the stability…

    that they deserve for generations to come.

    With this government, the UK will lead the way…

    And lead Britain and the world…

    into a cleaner, safer, a more prosperous future for all.

    David Lammy – 2024 Speech on Indigenous Peoples and Protecting Forests

    The speech made by David Lammy, the Foreign Secretary, on 12 November 2024.

    Can I just begin by saying what an absolute honour it is to be standing here as Labour’s first Foreign Secretary here at COP after 14 years out of power.

    And what a pleasure it is to be here as Foreign Secretary sharing the stage with wonderful Indigenous peoples, wonderful philanthropists, ministers – all dedicated to dealing with the climate emergency.

    It’s one of the privileges of my life to be back in power. Actually able to do something about this agenda.

    So let me just start by first saying:

    • why do I care about forest tenure rights in the first place?
    • second, why should the world care?
    • and third, working together, what we can do about it?

    The bottom line is I got into politics because I care about helping my community secure equity, equal opportunities and justice.

    I represent, in north London, the constituency of Tottenham. It’s where I’m from and it would be described traditionally as an inner-city neighbourhood in London.

    So let me just tell you a bit about my story. My parents arrived from Guyana, just on the northeast corner of South America. My father came to Britain in 1956. He was part of what we talk about in Britain as the Windrush generation. Windrush because that was the boat that people first arrived on in 1948, bringing people from the Caribbean.

    Many of them had contributed to the building of Britain after the second World War and fought during the second World War, and they arrived determined, with a gleam in their eye, for a new prospect in life.

    Over the course of that period then, I’m thinking about the community I represent because many of them faced poverty, and their families have faced poverty. Education was key. Social justice was hugely important to those communities. And, of course, coming from Guyana and the Caribbean I’m thinking about what they left behind.

    In a lecture I gave very recently in Kew, I was reminded that my father used to take me to Kew Gardens in London. I had no reason why as a child he was taking me to the other side of London to hang out in a very large park. And, of course, it was because he wanted to be close to nature. I know that now to be true. And I have committed in my own life to support the rights of Indigenous peoples.

    My wife and I are founders of a conservation centre, it’s called Sophia Point. We work on the Essequibo in the middle of the rainforest in Guyana. We work alongside Akawaio, groups of Amerindian people. Helping them preserve what is in their rainforest.

    Working with the University of Guyana. Helping them with their own rights. Assisting them – they are the custodians of the land. We have a long lease on the land. Working alongside them in a charitable effort. Understanding and wanting to be part of a community that I am originally from.

    But I guess that the other part to that story, of course, is recognising that I stand here as a Briton. We talk about Britain, the green and pleasant land. Think about Robin Hood. You’re thinking about Epping Forest and Sherwood Forest, and those wonderful forests that we have in Britain.

    The point is that all of us have a connection with nature. All of us have a history, and that, in a sense, grounds me as I come to this event. So that’s why I dedicated my first major speech as Foreign Secretary to tackling this crisis. And is why, I explained in that speech, my commitment not just to the issue and to Sophia Point but what more we could do.

    So how do we build an economic model that allows us to continue to live in harmony with nature. The most heartening aspect of what I’ve seen at Sophia Point is hearing how it works to give communities agency in their lives.

    And tenure security gives communities the right to object to environmentally damaging projects and it gives them alternative routes to sustainable livelihoods so that they can thrive as guardians of nature.

    So that’s why I care about this issue. Why should you all care sitting there?

    Well, here are just a few statistics:

    • Indigenous peoples and local communities manage and live in at least half of the world’s land
    • this land contains much of the world’s remaining biodiversity and over a third of intact forests
    • the world’s forests are declining at an alarming rate – every year, we lose an area that is just a bit larger than Azerbaijan itself
    • but the rights of Indigenous peoples and local communities are protected in just 10% per cent of the land in which they reside
    • and over 1 billion people worldwide feel insecure about their rights to property or land

    Funding for forest tenure and management is sadly very low – it received less than 1 per cent of all climate finance in the previous decade, much of which went to governments and NGOs. Almost 2,000 land and environmental defenders were killed between 2012 and 2022, and research shows that these were disproportionately likely to be in Indigenous peoples.

    So the money they get to defend their rights, to be custodians, of our wonderful forest and the danger that they face in much of the world is serious and extreme. That’s why it should alert us all.

    Now in recent years, we have seen some positive steps in the right direction.

    Extended rights, with Brazil acknowledging 10 new Indigenous Territories since President Lula took office.

    We are seeing new legislation, indeed in Guyana we saw new legislation, but also places like the Democratic Republic of Congo’s law on Indigenous peoples’ rights.

    We’re seeing greater implementation, such as Indonesia’s rollout of its social forestry programme,

    And more focus from donors, with increasing engagement at events like this one.

    Still, we are starting from such a low base that there is much, much more that we need to do.

    Today’s event is about what precisely we should be doing.

    There will be lots of ideas in this room, but I want to kickstart just some ideas about how we can play a role.

    If you are a donor – whether from a government like mine or a philanthropic foundation – this is about commitment, and it’s about the long haul. Sustained commitment.

    Committing to funding for nature, committing to funding for forests, and committing for forest communities, particularly their livelihoods and their rights to protect that nature on our behalf.

    I am pleased to confirm that the UK will ensure that of our £11.6 billion in climate finance, three billion will be for nature and within that 1.5 billion for forests.

    With us today are key partners in that, our wonderful friends from Norway who have got a longstanding commitment in this area and of course the Bezos Foundation who have done so much amongst the 25 donors who, with the UK, made the IPLC Forest Tenure Pledge at COP26 in Glasgow, which assigned 1.7 billion dollars by 2025.

    I am delighted we are on track to meet that commitment and to confirm the UK will play its part, keeping our promise to provide over 10% of that funding.

    And I hope today we can talk about how we develop the next phase of that historic Pledge, next year in Brazil. To show our commitment beyond 2025, I can also announce a new 10-year programme.

    Which will provide initial funding of £50 million over 2 years to reduce illegal logging and benefit forest people.

    This builds on partnerships the UK has been forming in these communities for decades and generations, going almost back to when I first started in politics 25 years ago.

    And we are complementing this with new initiatives that invest even further in forest communities.

    A £94 million programme to strengthen forest communities’ voices in governance processes particularly for the Amazon, and a project to train local scientists in the Congo Basin.

    Now if you are a partner government like Brazil, or many others who are here today, this is also about guaranteeing rights.

    As I have said, there are some really important examples of this happening around the world.

    And I hope countries like the UK can work with you to build on this.

    This year, for instance, we launched a Land Facility programme to partner with Global South governments to develop more effective and transparent land governance systems, that better protect rural and forest tenure rights and I hope this model is one that we can continue to build on.

    Last, but not least, for Indigenous peoples and local communities, I hope this can be about seizing an opportunity.

    I recognise you have been speaking up for decades. Fighting to be heard with your own heritage, and thanks to the many Indigenous communities that I have met over the last few years, I am all too aware that there can be a powerful sense that the system is rigged against you.

    But I hope that, as quickly as possible, we can turn things around. Ensure that your rights are protected under the law.

    And that you have the tools you need to make the right choices for you, for your communities and for your environment.

    This is our goal for the next IPLC Forest Tenure Pledge. Our goal for the new programmes I have announced. But I don’t want you to take my word for it.

    We need, more than anything else, to listen to you, to hear you, and to hear how we can continue to make further improvements.

    Let me just end with one story. The community that I work with on the Essequibo coast in the rainforest of Guyana. When we were building the conservation centre, because of some of these rights issues, too often what was happening on their land is illegal mining, some of it very dirty, very disruptive to the environment.

    But communities from the Indigenous Amerindian communities finding that they had to do that because it was all they could do. The conservation centre brings new people alongside them into the environment. It brings scientists, academics, not doing helicopter science, flying in and flying out with the knowledge, but actually working with local communities on the IP, working with local university students on the IP alongside them.

    Again, that brings livelihoods to those communities. It brings documentary filmmakers and others because Guyana is a region of the top of the Amazon base and is less well known.

    So that’s what I mean about coming alongside communities, able to give them livelihoods, livelihoods based on rights and purpose that helps us all in this global fight to make sure that our forests make that contribution to our desire to meet that 1.5 commitment.

    As I say, it’s a great, great privilege to be here for my first event as Foreign Secretary in the UK. Centring of course climate within broader foreign policy and I’m very pleased now that we’re able to watch a video about why Indigenous peoples and local communities really matter.

    For too long desperate hospitals have been forced to pay eye-watering sums of money on temporary staff, costing the taxpayer billions, and pulling experienced staff out of the NHS. We’re not going to let the NHS get ripped off anymore.

    Last month the Chancellor made a historic investment in our health service which must reform or die. I am determined to make sure the money is well spent and delivers for patients.

    These changes could help keep staff in the NHS and make significant savings to reinvest in the frontline.

    Ed Davey – 2024 Statement on Donald Trump Winning Presidency

    The statement made by Ed Davey, the Leader of the Liberal Democrats, on 6 November 2024.

    This is a dark, dark day for people around the globe. The world’s largest economy and most powerful military will be led by a dangerous, destructive demagogue.

    The next President of the United States is a man who actively undermines the rule of law, human rights, international trade, climate action and global security.

    Millions of Americans – especially women and minorities – will be incredibly fearful about what comes next. We stand with them.

    Families across the UK will also be worrying about the damage Trump will do to our economy and our national security, given his record of starting trade wars, undermining NATO and emboldening tyrants like Putin.

    Fixing the UK’s broken relationship with the EU is even more urgent than before. We must strengthen trade and defence cooperation across Europe to help protect ourselves from the damage Trump will do.

    Now more than ever, we must stand up for the core liberal values of equality, democracy, human rights and the rule of law – at home and around the world.

    Thank you for that introduction, Graham, and for the invitation to speak – it’s great to be here.

    Thanks to everyone involved for putting this event together.

    Let me start by saying just how grateful I am for the PGA’s work.

    You speak up for change, where change is needed…

    You push Government, where it needs to be pushed…

    And you do it not just for those you represent, but in the interests of public safety too.

    Your voice is valued, and we thank you for it… even when you say things we don’t necessarily want to hear.

    I know it’s your first annual conference since becoming PGA President, Tom – congratulations again on your appointment.

    Let me also congratulate your new Vice-Chairs, Mark, and Carl, on their appointments too.

    I’ve known Tom for a while now – we once even shadowed each other a few years ago, when he was Governor at HMP Wakefield, and I headed up the Timpson Group.

    I took Tom to visit some of our shops – one branch was in Uttoxeter Tesco, as I recall – while I found out what it’s like to lead one of our toughest prisons.

    I know who has it harder…!

    And now I’m wearing a new hat, I did ask Tom if he fancied another job swap – but for some reason he wasn’t up for it.

    I can’t think why…

    I realise that the CEO of a business and prison governor are very different roles – but there are similarities, too.

    Both manage complex organisations. Both need a strategic brain, excellent management skills, the ability to communicate, inspire and motivate.

    But the main difference is this: most people know what a CEO does, what their job entails.

    You, on the other hand, are largely hidden from view. Even when prisons are plastered all over our TV screens, as they are right now.

    The average person would have little idea about your day-to-day – what it really means to lead a prison in 2024, as Tom has set out so starkly just now.

    Working every hour, under extraordinary pressure, to run safe and secure regimes.

    Dealing with self-harm, deaths and the scourge of drugs on a daily basis.

    Supporting your teams and trying to nurture them in an environment more stressful than most could imagine.

    Every challenge amplified, because our prisons are full to bursting.

    These are the realities you face every day.

    Now, prisons have always fascinated me – since I was a young boy, and my Mum, Alex, would take the babies she’d fostered into HMP Styal, so their mothers could see them.

    I’d sit outside in the car and wonder what was going on inside…

    What had these women done that was so terrible, that they couldn’t be with their babies?

    It was the start of a life-long interest.

    And as you may know, around 10 percent of people who work for Timpson are ex-offenders.

    It all started by chance 22 years ago, when, as a new CEO, I visited a local prison and met Matt – who got into a fight after his A-levels, and instead of going to university, went to jail.

    Matt showed me around the wing, and I immediately liked him. He was bright, enthusiastic, and I thought he was just the sort of person we wanted in the business.

    So I told him – “when you get out, I’ll give you a job.”

    And the rest is history.

    Matt went on to be one of our most successful branch managers – in a branch just a stone’s throw from the prison he served time in.

    He’s still there today. And while he hasn’t gone far physically, he’s travelled lightyears in terms of what he’s achieved…

    Because he had the will to turn his life around, and that extra support to get into work.

    I knew there must be more great people like Matt in our prisons, and from then on, we decided to proactively recruit ex-offenders.

    Later, working with you, we set up prison training academies…

    Then to create Employment Advisory Boards, building those vital links between prisons and local employers.

    And, in 2016, I was honoured to become Chair of the Prison Reform Trust.

    So I’ve been behind the scenes.

    And in that time, one constant has been your outstanding leadership, in the most challenging circumstances.

    It has been a privilege to get to know you, and to see the incredible work you do.

    Thank you.

    You have our deepest respect, and our gratitude.

    Over the years there has been much debate about what prison is primarily for – be it punishment, public protection or deterrence.

    Of course, it’s all of these things.

    It’s right that dangerous people are taken off our streets – and that people who destroy lives and wreck our communities face the consequences.

    But if we cut to the core of it, prison should also be about reducing offending. That’s the only way we are genuinely going to protect the public.

    I say ‘should’, here, because it’s something we haven’t always been very good at in this country. I know you’d agree.

    Serious criminals should see the inside of a jail cell – and the most dangerous should stay there.

    But what happens next to the many offenders who will someday be let out really matters.

    For the vast majority of offenders, being locked up is a fork in the road.

    One way on that road can lead them to turn their lives around…

    The other will take them straight back to prison.

    Too often, it’s the latter. And I’ve no doubt how deeply frustrating it must be for you to see the same faces at your gates again and again.

    The numbers are clear – 80 percent of offending in this country is reoffending. That is too high by any measure.

    But I know just how determined you are to turn that around.

    We all know what the answers are. I know that you know what needs to be done. My job is to help you realise those ambitions.

    Having worked in the family business since I was 14, I hope I’ve learnt a few things about leadership and responsibility along the way. There are plenty of philosophies out there.

    I found that a strong culture and high standards – rooted in trust, and kindness – was what worked for us.

    And I firmly believe that strong leaders – you – are the single most important element in a good prison.

    You set the culture…

    You set those high standards for your teams to follow, and for the prisoners you rehabilitate.

    And I can’t stress enough how important high standards are in our prisons.

    Put it this way – I’ve never known a great organisation to have poor standards.

    That starts with the basics – a clean, tidy, environment, where prisoners and staff respect the rules.

    When I was a CEO, I’d check the Timpson head office car park for weeds and litter…

    Small things, I know. But they really matter…

    Those first impressions for people arriving really matter…

    And as leaders, it’s our job to lead by example.

    And in over 20 years of being involved with prisons, I can’t think of a time when your job has been tougher.

    For too long, you’ve been doing your best in very challenging circumstances.

    People don’t turn up to work to get beaten up, they turn up to inspire people, and to and turn lives around.

    Yet our crammed prisons are breeding violence – which threatens everyone’s safety, staff and prisoners alike…

    Staff shortages – and a lack of experienced staff – stretch your ability to run the kind of regimes you want to run.

    While so many of your prisons are dilapidated, in desperate need of repair…

    I’m grateful to Charlie Taylor – who is up next – for HMIP’s unflinching focus on these issues.

    And I know it hasn’t been easy, trying to rehabilitate offenders in a system teetering on the edge of disaster.

    A system that, when we came into government, had been run at 99 percent capacity for months.

    I should emphasise – none of this is your doing – in fact, the PGA has been sounding the alarm loud and clear.

    That’s why we had to take the tough decision to bring in changes to automatic release to ease the pressure on our prisons.

    It was, quite literally, a rescue effort.

    If we hadn’t acted, the justice system would have ground to a halt:

    Courts would have been unable to hold trials and police unable to make arrests.

    We would have faced the total breakdown of law and order.

    We only have to look at the recent disorder on our streets to see how close to catastrophe we came…

    Because we could deliver justice swiftly, we brought the violence to an end.

    But, in the process, we came dangerously close to running out of prison space entirely.

    We had no choice but to introduce emergency measures in the first few days of this new Government.

    It was only thanks to the heroic efforts of prison and probation staff, that we pulled through.

    We didn’t want to do this. But we were left with no choice…

    To attempt to delay any further, would have allowed our justice system to collapse.

    We could never have allowed that:

    This Government will always put the safety of the public – first.

    Throughout all of this you have been under immense pressure.

    Offender management units, in particular, have borne the brunt of several emergency measures…

    While more broadly the estate has coped with higher numbers of late arrivals and redirections.

    It’s in times like these that strong leadership matters most. We couldn’t have managed this crisis without you.

    And while there is still work to be done ahead of the next releases later this month, I want to thank you, again, for everything you’ve done to get us to this point.

    So, our changes have bought us some time. Time for the system to catch its breath.

    But these challenges haven’t just disappeared, and the crisis isn’t over.

    If things don’t change, we’ll end up in the same position all over again… Sooner than we care to mention.

    I want us to get a point where you can run your prisons how you want to run them…

    That is why the Justice Secretary has been clear that getting prisons built is a priority for her.

    That is why we will take control of the planning process, and deem prison development of national importance.

    And we also need decent regimes, that help offenders turn their backs on crime for good.

    I know there is brilliant, innovative work going on, and I want to encourage more of it.

    But innovating is difficult – impossible, even – when you’re so full that you can’t let prisoners out of their cells.

    That’s why it is essential we resolve this capacity crisis…

    So we can support and empower you to go even further to reduce reoffending.

    And, if we create the right conditions for you to do your jobs as you’d want to do them – I hope to see more of you staying in post for longer, too.

    Stability at the top is crucial.

    Because our prisons are on a journey, and there’s a long road ahead.

    Culture change doesn’t happen overnight.

    In my experience, it can take anywhere from three to five years to really move an organisation on.

    Much of our success will be down to you, our prison leaders.

    So I want to see more of you staying on that road for longer – and I want you to tell me how we can support you to do that.

    Great prisons need great leaders. But second, they need hardworking dedicated staff, like the officers in your teams.

    Fundamentally, prisons are a people business – like any company.

    As a CEO, I found that the happier people are in their jobs, the better they work. If they feel valued, trusted and cared for, they are going to perform well for you.

    And in your teams, people are working under such intense pressure day in, day out.

    The relationships – between you, and your staff… and your staff and your prisoners – go right to the core of safe, decent prisons.

    If we invest in officer training – in their well-being, and development – we empower them to do much more than simply maintain order.

    We empower them to become agents of change – to help people turn their lives around.

    I’ve met plenty of men and women who say that a prison officer transformed their life.

    Officers who took the time to mentor them – who really got to know the people on their wing.

    Who knew if their mum wasn’t well, or when their kids were starting school.

    But to be a prison officer requires a unique set of skills – quite unlike any other job.

    That ‘jailcraft’ equips officers for the challenges they will face every day. It takes time, and continual learning.

    Before joining the Government, I had the privilege of leading a review of prison officer training – speaking to hundreds of officers across the estate.

    It’s clear we have some decent foundations – but we can do so much more.

    I want to see more in-depth training that fully prepares officers for the realities of the role, right from the start.

    Greater consistency – with a strong curriculum and clear standards…

    More local ownership of training…

    Clear channels of accountability…

    And a culture of ongoing learning throughout an officer’s career…

    One that rightly builds pride in this absolutely critical role.

    I want to push forward with these changes, and I’ll say more about this as soon as I can.

    The third element of a good prison is, of course, purposeful activity.

    Prison education and training has a huge influence on the path offenders choose to take.

    It’s crucial that we get this right if we are to release better citizens, not better criminals.

    Yet I’ve seen people leave prison not even knowing how to use a computer.

    When we spend so much of our lives – and jobs – online, how are they supposed to get on in the modern world?

    That’s just one example. There are many others.

    But the point is clear: when you don’t have the right skills to get a job, slipping back into old habits is all too easy.

    And the lure of easy cash might feel like the only way to put money in your pocket.

    So, it might not come as a surprise that I’m passionate about prison education and training.

    Training that opens doors – that gives prisoners pride – and real skills that today’s employers want.

    I’m clear that prison is a punishment. But that’s no reason to stop the one in four working-age people in the UK who have criminal records from getting jobs.

    We know that prison leavers are less likely to reoffend if they have a job within a year of release.

    So, getting them into work doesn’t just cut crime, it boosts our economy too.

    That’s a win-win we can’t ignore.

    But for many, the process of applying for jobs can be daunting.

    That’s why I’m pleased to see a new partnership – between the Chartered Institute of Personnel and Development Trust and the New Futures Network.

    It will embed HR professionals in EABs…

    Ensure that prison leavers can access HR advice to support them into work…

    Provide mentoring for Prison Employment Leads…

    And help us to create even closer links between prisons and local employers.

    And, I can testify, former prisoners make great colleagues.

    In my experience, they work hard, they turn up on time, and they are trustworthy – because they are so hungry to prove themselves.

    The amount they can achieve – starting from rock bottom – is nothing short of extraordinary.

    It’s no exaggeration to say that some of the most accomplished people I know were once in prison.

    They want to grasp that second chance with both hands.

    Together – let’s make sure they get it.

    Our fourth route to reducing reoffending is by tackling the scourge of drugs in our prisons.

    As you know so well, drugs undermine rehabilitation, fuel violence, debt, and are a sure path back into crime.

    Nearly half of prisoners have a history of drug misuse.

    Many will have addictions when they turn up at your gates, but too many who were clean on the outside are drawn into drugs on the inside.

    That flies in the face of what we want our prisons to achieve.

    The answer is clear.

    First, we need to stop drugs getting into prison. We can hardly expect prisoners to kick the habit if our jails are a sweetshop for drugs.

    We know what you are up against. Not least the growing use of drones to smuggle drugs – and the phones that power the illicit market – over your walls…

    And the increasing threat of synthetic opioids…

    We have to adapt rapidly if we are to protect our staff and prisoners.

    Second, we need prisons to drive demand for drugs down, not up.

    Purposeful activity is so important here. If prisoners have meaningful ways to spend their time, they’re less likely to turn to drugs through boredom, or distress.

    Staff training is crucial too. Your teams have to understand drugs, and addiction, so they can make sure prisoners get the right support, and are helped to recover.

    Third, prisoners with an addiction need treatment.

    There is good evidence to show this reduces reoffending – but we also need to make sure they stay in treatment after release. That groundwork starts in prison.

    And fourth – where it’s safe and appropriate – we should be driving more people with a drug problem away from prison and into treatment.

    That could include greater use of drug and alcohol treatment requirements attached to community sentences, for example.

    There are no easy solutions, but I want to work with you to create a system where people leave custody prepared to lead productive, drug-free lives.

    I know there is innovative work going on out there – and I want to explore how we can replicate that work elsewhere.

    As I come to a close, let me say again – this is the beginning of a new journey for our prisons.

    This Government will rebuild and reform the system.

    We’ll accelerate the prison building programme, to make sure we have the cells we need.

    We’ll soon publish our ten-year capacity strategy, setting out how we will acquire new land for prisons, and reform the planning process.

    And, as you’re aware, we will carry out a review of sentencing – with a focus on how it both protects the public and reduces reoffending.

    We’ll soon be in a position to share the terms of reference of that independent review and announce its chair – and I know the PGA will play its full part once it is underway.

    As I’ve said, change takes time. It also takes stamina. The last Government hardly led by example – 14 Prison Ministers in as many years isn’t a record to be proud of.

    So I can assure you – it’s very much my intention to stay the course.

    I want you to judge me on my actions. When I’m back here next year, and the year after that, let’s see where we’ve got to.

    I’m fortunate to have started this job with a good working knowledge of prisons, but it’s been humbling to visit some of you recently, and be reminded of the complex and challenging work you do every day.

    Keir Starmer – 2024 Statement on the One Year Anniversary of 7 October Attacks

    The statement made by Keir Starmer, the Prime Minister, on 6 October 2024.

    7 October 2023 was the darkest day in Jewish history since the Holocaust. One year on, we stand together to remember the lives so cruelly taken.

    Over a thousand people were brutally murdered. Men, women, children and babies killed, mutilated, and tortured by the terrorists of Hamas. Jewish people murdered whilst protecting their families.

    Young people massacred at a music festival.

    People abducted from their homes.

    Agonising reports of rape, torture and brutality beyond comprehension which continued to emerge days and weeks later.

    As a father, a husband, a son, a brother – meeting the families of those who lost their loved ones last week was unimaginable. Their grief and pain are ours, and it is shared in homes across the land.

    A year on, that collective grief has not diminished or waned.

    Yet their strength and determination to cherish the memories of those they had lost continues, and our determination to bring those still captive home endures. I stand firm in our commitment to bring the hostages home, and we will not give up until they are returned.

    One year on from these horrific attacks we must unequivocally stand with the Jewish community and unite as a country. We must never look the other way in the face of hate.

    We must also not look the other way as civilians bear the ongoing dire consequences of this conflict in the Middle East. I reiterate my call for immediate ceasefires in Gaza and Lebanon, and for the removal of all restrictions on humanitarian aid into Gaza.

    We will not falter in our pursuit of peace and on this day of pain and sorrow, we honour those we lost, and continue in our determination to return those still held hostage, help those who are suffering, and secure a better future for the Middle East.

    The speech made by Wes Streeting, the Secretary of State for Health and Social Care, in Liverpool on 4 October 2024.

    I’d like to begin by saying a public thank you to you, Kamila, and, by extension, to your college. In opposition, we engaged in good-natured but robust debate on the things we disagreed on and, more often than not, found ourselves in violent agreement on the state of general practice today and our responsibility to rebuild general practice for a brighter tomorrow.

    That relationship, based on mutual respect and a spirit of partnership, means I come here today feeling that I am not only among friends, but among teammates – a theme I’ll build upon in my speech this morning.

    In that same spirit, can I also say a special thank you to Sunaina, Paula, Rumshia and Andy for those outstanding presentations.

    You are proof that, while the NHS may be in the midst of the worst crisis in its history, the biggest asset we have are the people who work in it. More than that, you provide hope to a country that is desperately looking for it, because you are showing us not only is reform possible, but it is already happening, and you are showing us what a reformed NHS could look like.

    I’m delighted to be the first Secretary of State personally addressing this conference in 7 years. I can’t imagine what the others were so worried about.

    I imagine some of you were quite happy to not have to hear from my 7 predecessors who held the job in that time. The good news is I’m here this year, the bad news is, whether you cheer or boo, I’ll be back for more next year. For 2 reasons:

    First, I always welcome challenge, and as you might have gathered by now, I love a good argument.

    More seriously, I recognise that the health service is in a deep hole, and it’s only by working together that we’ll get out of it.

    It’s my job to mobilise nearly 2 million people who work across the NHS to be the team that takes the NHS from the worst crisis in its history, gets it back on its feet, and makes it fit for the future.

    I can’t do it on my own. We can only do it as a team.

    The team spirit we need to build together starts with honesty.

    The NHS is broken. That’s what 2 in every 3 patients believe. I suspect a poll of NHS staff would find the same sort of result. I’m yet to speak to a GP who tells me – on many of the visits I’ve done in the last few years – everything going really well, my workload is entirely manageable, this is just what I signed up for.

    And I want to be clear about something else too: the NHS is broken, but GPs didn’t break it.

    And that’s not just my view – that’s effectively the conclusion of the Darzi investigation.

    I know he’s a surgeon. Sorry about that.

    But I think that, if you’ve read his report, the analysis is so stark and so clear that you might even forgive him for polyclinics.

    Lord Darzi found, “GPs are expected to manage increasingly complex care, but do not have the resources, infrastructure and authority that this requires.”

    Hospital resources have shot up, while primary care has been neglected. There are 1,500 fewer fully qualified GPs in the NHS today than 7 years ago.

    While hospital productivity has fallen, the reverse is true in general practice. Despite there being fewer of you, you’re delivering more appointments than ever before – squeezing the time you spend with each patient. And as RCGP’s research this week revealed, it’s the poorest areas hit the hardest.

    Cuts to capital investment mean that one in every 5 of you are working in buildings older than the NHS itself.

    In Lord Darzi’s words, “GPs were to all intents and purposes set up to fail.”

    We’re left with a status quo that isn’t working for anyone. Not for patients, 2 in 3 of whom aren’t satisfied with the service they receive – a record low.

    Nor does the status quo work for staff – you are working harder than ever before, pushing you to burn out and in too many cases pack it in.

    Patients are frustrated they can’t see you. You’re frustrated you can’t meet their demands. It’s not sustainable.

    The NHS is broken, but not beaten, and I think what unites all of us – staff, patients and, crucially, the evidence – is the shared conviction that continuity of care, what most people would call the ‘family doctor relationship’ really matters. It’s what drives patient satisfaction, your job satisfaction and better outcomes for patients.

    It will be at the heart of this government’s plan to reimagine the NHS as much as a neighbourhood health service as a national health service.

    We’ll shortly be embarking on a wide-ranging and deep engagement exercise to build our 10-year plan.

    That 10-year plan for the NHS will deliver 3 big shifts in the focus of healthcare:

    from hospital to community
    analogue to digital
    sickness to prevention
    And general practice is fundamental to each one.

    Just look at what the GPs who introduced me today are already doing.

    Paula is using basic technology to meet demand for same-day appointments and giving patients a digital front door, leading the way on ending the 8am scramble.

    Advances in big data are going to transform the NHS’s ability to end the cruel postcode lottery of health inequality. Rumshia is already showing us how – by taking screening, checks and care directly to the communities most in need – intervening early and preventing ill health from worsening, what we can already do.

    And as Andy and Sunaina have shown, if we bring GPs together with colleagues from mental health services, community pharmacy and social care, all working in lockstep as one team, more patients can be treated in the comfort of their own home – where they want to be. That’s the neighbourhood health service we want to build. That’s the future of the NHS.

    And I think we’ve seen in the last 3 months we’ve started as we mean to go on.

    GPs were left qualifying into unemployment this summer. While patients can’t get a GP appointment, GPs couldn’t get a job.

    You asked us to act, so we did – in what might be the first example in history of someone signing a petition that actually led to action.

    I received RCGP’s petition, we cut red tape, found the funding and we’re recruiting an extra 1,000 GPs this year, our first step to fixing the front door of the NHS.

    In my first week as Health and Social Care Secretary, I pledged to increase the proportion of NHS resources going to primary care. And in our first month, the government made a down payment on that pledge, providing practices with their biggest funding increase in years.

    I’ve never pretended that one measure on GP recruitment or indeed the funding that was announced was a panacea. But given the £22 billion blackhole we inherited, and the painful cuts we’ve had to make and are having to make elsewhere, be in no doubt how hard we had to fight to deliver that extra funding. It was a serious statement of intent. A proof point. An early decision to demonstrate that we’re serious about rebuilding general practice.

    Not everything is about more money. It’s also about less waste.

    When I spend time shadowing GPs, one of the things they are dying to show me is the sheer amount of paperwork you are required to fill in to refer a patient.

    I was genuinely stunned to hear about one practice that has to complete more than 150 different forms to refer patients into secondary care services.

    Practices spend as much as 20% of their time on admin and work created by poor communications with secondary care.

    This is intolerable. That time should be spent with patients.

    That’s why today I can announce that Amanda Pritchard and I will launch a red tape challenge to bulldoze bureaucracy so GPs are freed up to deliver more appointments.

    The challenge will be led by Claire Fuller and Stella Vig, primary and secondary care leaders who have their bulldozers at the ready. Tell them what’s working well, but more importantly what needs to change. We will listen, act and solve this problem together.

    Amanda and I will receive the conclusion of this work in the new year. And NHS England will hold ICBs and trusts to account if they fail to act.

    The other frustration I hear from staff and patients alike are the pointless appointments you’re forced to hold and patients are forced to attend. You didn’t go through 5 years of medical school plus 5 years of training to tick boxes. So where there are appointments that can be cut out, with patients seen by specialists faster and GPs’ time freed up to do what only GPs can do, we will act.

    Starting in November, 111 online, which is available through the NHS app, will pilot directly referring women with a worrying lump to a breast clinic.

    That means faster diagnosis for cancer patients.

    And more GP appointments freed up.

    Better for patients and better for GPs.

    I suspect there are other cases that come across your desks every week, where a patient has been passed to you by someone else in the NHS to refer them on to someone else in the NHS. It is a waste of everyone’s time, including yours, and where you give us examples of patient pathways that can be simplified through appropriate patient self-referral or direct referral by other NHS services to save your time, we will act.

    It’s not just that I value your time, I respect your profession and your expertise.

    General practice is a specialism.

    That’s why I am committed to the creation of a single register of GPs and specialist doctors and this government will legislate to give the GMC the power to do it.

    It’s symbolic, but it’s also meaningful.

    It reflects the partnership I want to build with this profession.

    What I need from you in return, is goodwill and the same team spirit.

    When the BMA’s GPC returned their ballot result on collective action, I wasn’t remotely surprised.

    I know that after years of rising pressures, declining resources and a worsening service for patients, you feel it is your duty to sound the alarm.

    And trust me, you weren’t the only ones who wanted to punish the previous government.

    Capping appointments now will only punish patients and make the road to recovery steeper. Be in no doubt – it is shutting the door on patients.

    Their care will suffer, receptionists will bear the brunt of their frustration, and the rest of the NHS will be left to pick up the pieces.

    Worse still, our collective job will be made harder. Collective action really means collective failure.

    Your message has been received. Not from this one vote, but from all the time I’ve spent in general practice in the past 3 years, literally looking over GPs’ shoulders, seeing what you deal with and the state of the crisis for myself.

    There’s a reason that, back in July, I rejected the list of hospitals suggested to me for my first visit as Secretary of State, and instead went to Dr Ellie Cannon’s Abbey Medical Centre in North London.

    I wanted to send a message that I understand how bad things are, and I am determined to fix them. But I can’t do that alone. We can only do this together.

    So I ask GPs to stand down collective action and instead work with a new government that is serious about working with you, to rebuild our NHS together.

    There are some tricky issues we’ll need to navigate together.

    Take data.

    It’s the future of the NHS.

    Advances in genomics and data mean the NHS will be able to do things never before possible.

    From the moment a child is born, we will know their risk of disease, giving you the tools you need to keep them healthy.

    Cancer could be detected from its earliest signs, saving countless lives.

    And the NHS will be able to treat patients with personalised medicine – far more effective, with fewer side effects.

    That’s the prize waiting for us.

    But beyond the day-to-day challenge of whether your machines reliably boot up and the number of passwords you have to enter across a range of applications, we don’t even share patients’ records across primary and secondary care.

    I know there are issues we need to work through together around information governance, risk and liabilities. There’s also, let’s be honest, some producer interest in play.

    But here’s the consequence of inaction.

    Keir and I met a family at Alder Hey earlier this year. Their baby had heart surgery to save his life. When they’d taken the baby home and visited their GP, they weren’t just surprised to find their GP didn’t have sight of the hospital records, they were frightened. Imagine how those parents felt: a tiny life in their hands in front of a medical professional who had only a partial sight on their experience. Imagine how the GP felt, having to ask basic questions about fundamental aspects of that baby’s medical history.

    So we need to work together to create a single patient record, owned by the patient, shared across the system so that every part of the NHS has a full picture of the patient.

    This applies as much to research as to care. The two go hand in hand.

    World-leading studies like the UK Biobank, Genomics England and Our Future Health are building up incredibly detailed profiles of our nation’s health.

    Patients have given their consent for their data to be shared with these studies.

    But we still see, far too often, that this data is not shared according to patients’ wishes.

    That’s why I am directing NHS England to take away this burden from you. Just like they did during the pandemic, if a patient explicitly consents to sharing their data with a study, NHS England will take responsibly for making this happen. In return, we will demand the highest standards of data security.

    My concern is that this isn’t just an information governance issue, it’s a culture issue that, unless addressed, will not only exacerbate the shortcomings of the system today, but also squander the potential of tomorrow.

    A world in which genomics, AI and machine learning will combine to change our entire model of care – not simply to drive earlier diagnosis and treatment, but to predict and prevent illness in the first place – is a world that we’ve got to embrace.

    The UK could lead the world in medical research.

    The NHS, created in 1948, a single payer system, is ideally placed to harness the benefits of the revolution in science and technology in a way that Attlee and Bevan could never have imagined 76 years ago.

    This isn’t just about the system, the model, but also the ethos. Why do we pay our taxes into an NHS that is free at the point of use? Of course it is because we all derive a personal benefit, but it is also because we are paying in for the common good. In this century, our data will be as valuable as our taxes: we contribute our data in the knowledge that it will lead to more personalised medicine, but also because it will contribute to better care for everyone.

    It is that collectivist ethos that created the NHS in 1948 to see us through the 20th century, that will underpin an NHS fit for the 21st century.

    Nothing I have seen or experienced in the last 3 months as our country’s Health and Social Care Secretary has weakened my conviction that, while the NHS may be broken, it is not beaten.

    But the future isn’t just in my hands, it’s in yours too.

    The 3 shifts that underpin this government’s reform agenda:

    From hospital to community.

    Analogue to digital.

    Sickness to prevention.

    Those shifts aren’t new ideas and they aren’t radical.

    But delivering them really would be.

    I can’t do it on my own.

    I need every part of the NHS to pull together as one team with one purpose:

    To be the generation that took the NHS from the worst crisis in its history, got it back on its feet and made it fit for the future.

    That’s the mission of this government and I’m confident that together we will rise to it.

    The message issued by Keir Starmer, the Prime Minister, on 2 October 2024.

    As we usher in the most significant period in the Jewish calendar – a period of deep reflection – let me send heartfelt and sincere good wishes to Jewish communities throughout the UK marking Rosh Hashanah.

    So often, Rosh Hashanah is a joyous occasion. But this year, we approach it with anguish too. Our hearts are heavy with the memory of the brutal acts of October 7th. As we remember those who lost their lives, I pledge to do all we can to bring home the hostages.

    I also take this opportunity to reaffirm the extraordinary role that the Jewish community plays in Britain today. As I have got to know the community and visited its synagogues, schools and charities, I have been moved time and again by its energy and warmth. It is the achievement of countless people, who by multiple acts of kindness, give Jewish life in this country its humanity and grace.

    At a time of huge challenge for the Jewish world, with rising hostility and antisemitism, I stand steadfast this Rosh Hashanah in admiration of this cherished community. The Jewish community, and all it stands for, makes Britain a better, stronger society.

    I wish you a happy, healthy and sweet New Year. May you and your loved ones be inscribed in the Book of Life.
