    When I was 20 years old, my grandma suddenly fell very seriously ill. She was undergoing emergency surgery and we all knew that the chances of survival were very slim. I vividly remember that long day, waiting for the bad news. On Thursday, as the country collectively held its breath, waiting for word from Balmoral, I found myself thinking of my grandma and that long day all those years ago. That is because, for many, many reasons, Her Majesty was a grandmother to the entire nation. She was a constant in all our lives—that familiar, smiling, reassuring and comforting presence.

    I never had an audience with the Queen; I do not have any moving or amusing anecdotes to share. Many other hon. Members who are far more eloquent than I have already set out at great length her many remarkable qualities, and I will not repeat them to the House. I will simply say that we are all diminished by her loss, yet her memory is our blessing. On behalf of the people of High Peak, I want to set on record our deep-felt gratitude and love for our late sovereign, to express our heartfelt condolences to His Majesty King Charles III and to affirm that we remain his most loyal subjects. May Her Majesty rest in peace and rise in glory. God save the King.

    The speech made by Robert Largan, the Conservative MP for High Peak, in the House of Commons on 21 July 2022.

    I will use the limited time available to outline some of the many challenges that this House and the next Prime Minister must face when we return from the summer recess. The No.1 issue facing the country is inflation, which hit 9.4% in June—the highest in 40 years—and is expected to climb even further. It strips away the value of the pound in our pocket, hitting every aspect of our economy. People’s savings are eroded, pushing home ownership out of reach, and the value of pensions that people have worked long and hard for is reduced. Our export market is made less competitive, limiting investment, jobs and growth. I am particularly concerned about those on fixed and lower incomes, because their real-term take-home pay is getting hit the most.

    We all know what is driving this pressure: rising demand in China and the Russian invasion of Ukraine, compounded by covid and disruption to global supply chains. As a result, the energy price cap is due to rise 65% in October, taking typical bills to around £3,240 a year, with another rise in January. I welcome the Government’s package of measures to mitigate those price rises, with a third of households each set to receive £1,200, but tough choices lie ahead. It is incumbent on Members across the House to be honest with the public and with ourselves.

    During the recent heatwave, many reflected on the similarities with 1976—not just the weather, industrial strife, nationalist demands for a referendum, a prime ministerial resignation, a leadership contest, and energy prices soaring following conflict, but the real risk of a wage/price spiral and stagflation. At the same time, our fiscal room for manoeuvre is increasingly small. Quantitative easing and pump priming the housing market are no longer viable options, if indeed they ever were.

    Moreover, we are facing a demographic crunch, with an ageing population and fewer people of working age. That means that the demands of the state grow, while raising tax revenue becomes more and more difficult. If we are not careful, we will end up with Scandinavian levels of taxation for Mediterranean levels of public services.

    Now is not the time for telling people what they want to hear; we must put pragmatism ahead of ideology. We need a functioning state, not an ever smaller one. I encourage any Members who disagree with that to talk to their constituents and to check their inboxes. They will find that those inboxes are full of emails from people who are struggling to get driving licences or passports, or whose GP appointments or routine medical procedures have been delayed. This requires hard-headed, mature judgment and grown-up politics, not pandering to nostalgia.

    I am also increasingly alarmed about the failure of investigative policing. According to a recent report, police have failed to solve a single burglary in nearly half the country’s neighbourhoods over the past three years. Other police forces have been found to have wilfully neglected to investigate reports of child abuse and grooming gangs for fear of stoking racial tensions, and we learn of botched murder investigations due to officers’ homophobia. Meanwhile, mild-mannered comedians are being investigated for telling jokes. In Britain, policing is by consent, and it is dangerous for democracy and the rule of law when this trust breaks down. The next Prime Minister urgently needs a plan to rebuild investigative policing and confidence in our police. That, too, will require serious, pragmatic leadership and a willingness to face facts and level with the British people.

    We are facing high inflation, anaemic growth, disrupted supply chains, a dysfunctional energy market, a demographic crunch, alarming shifts in climate, a national child exploitation scandal, national security threats at home and abroad, an increasingly divided society, and declining trust in our politics. On a brighter note, however, rain is forecast for the weekend.

    I thank you, Madam Deputy Speaker, all my colleagues, and all the amazing staff in this place. I also thank my own amazing staff, both here and in the constituency. Since I was elected two and a half years ago, we have taken up more than 40,000 individual cases and responded to more than 75,000 emails. They do an amazing job, and I am proud to have them working for me. Have a lovely summer, everyone.

    I want to talk about a few different issues. The first, which a lot of other Members have touched on, is reduced rail timetables as a result of covid. That is still significantly affecting communities across much of High Peak, particularly in places such as Glossop, New Mills, Buxton and Whaley Bridge, where we are seeing significant reductions in timetables that Northern has said are still due to covid staff shortages. The latest timetable reduction it has announced will continue all the way until at least December, which is very disappointing. The situation is especially difficult in the Glossop, Hadfield and Dinting area, where there are also major roadworks going on for 20 weeks on the main road out of town. The fact that those things are both happening at once is causing a lot of problems locally. There is a real need to get the full timetable back. Over 2,000 local commuters have so far signed my petition calling for Northern to restore it, so I hope we can get it back as soon as possible.

    The second issue is the transport Bill that is coming forward and the Great British Railways reforms to try to sort out the fragmented franchising problems and get a better passenger experience across the country. I whole- heartedly welcome that.

    In a similar vein, I also welcome the fact that Andy Burnham, the Mayor of Greater Manchester, is finally starting to pursue bus franchising, five years after being given the powers by the Government. That is a very positive move and I support him in that. Given that Derbyshire County Council has just been given a significant sum of money by the Government to do bus improvement on our side of the border, it is important for those cross bus routes between Greater Manchester and Derbyshire that we get that right and work together properly so that we can see improvements, in particular restoring the 236 bus and the X57 buses, which have been lost, and trying to get a much-needed direct bus service through to Tameside Hospital from Glossop.

    Next, I will talk about what is at the heart of transport, which is the desperate need to get transport right to fix the productivity gap in our economy. The Government rightly spend an awful lot of money and have put a lot of time, focus and effort into skills, and that is spot on, but in much the same way that record sums of funding into the NHS will never be enough until we fix the social care system, huge sums of money into skills will never be enough until we get connectivity and transport right. Much of the work I have been trying to do is about trying to bring employers together, whether that is the High Peak jobs and apprenticeships fair or the High Peak apprenticeship exchange, which I have been setting up. A huge issue that comes back from so many employers is that they cannot recruit, simply because people cannot get to those locations—they cannot get to college or where they want to work on time for 9 am.

    All the money and effort going into apprenticeships and skills will not be enough unless we make the connectivity work, too. That is particularly important for addressing regional inequalities. Quite a few Members have mentioned Crossrail and the Elizabeth line opening, which is fantastic—it is a brilliant scheme—but we really need to see that in other parts of the country. The shadow Minister, the hon. Member for Ilford South (Sam Tarry), who represents a London-based constituency and is not in his place, referred with slight distaste on his lips to having once ridden a bus in Manchester. For those Members who do not have the pleasure of representing somewhere in the north and midlands, the disparity between transport is absolutely enormous, and that is key to fixing the productivity gap. So many people are arriving late to work, or stressed and exhausted or are having to leave early as getting to work is so difficult, because the transport links are so poor. Fixing that is essential. How do we do that? It is about that focus on infrastructure and improving our transport.

    The Government have done a lot of good things. Our bit of the Northern Powerhouse Rail project—the upgrade of the Manchester to Sheffield route with the Hope Valley line, where construction is already under way—will make a huge difference to passengers in such places as New Mills, Chinley, Edale, Hope and Bamford, but we also need to connect that up with bus services and active travel, which is why I am so pleased that just this month we have approved £120,000 of funding for the “Travelling Light” project for Hope Valley Climate Action, which I have been supporting. That will really help join things up, too.

    At the same time, we need to get it right when it comes to road. Buses go on the road network, and if we are moving towards electric vehicles and low-emission vehicles, we have to get our road network right. We have the money committed and the contract signed for the Mottram bypass, which has been promised for more than 50 years. We need to get on and build it, and then build the second phase of that bypass around Tintwistle, too. Hopefully we can get that; I am very optimistic.

    It is all well and good talking about improving rail, but whole swathes of rural areas have no access to rail. I have two examples I want to flag quickly. One is Chinley, where there is no step-free access. We have an “Access for All” bid that has just gone in, and I would love to see Transport Ministers come to the village and see just how important that is, because there is currently no step-free access in either direction. The second—I regularly get accused of being like Cato the Elder for mentioning this in almost every speech I make—is the desperate need to build Gamesley station. It is one of the most deprived areas anywhere in the country. It has very low car ownership. It was promised a station back in 1968 when it was built, and it was never put in. That station is badly needed to regenerate one of the most deprived areas. It would completely transform life chances for the residents there.

    There are lots of positive things that the Government are doing, but there needs to be a much greater focus on delivering transport infrastructure, improving rail services and integrating it all together so that the smaller villages and areas that do not have their own stations can also access it.

    The speech made by Robert Largan, the Conservative MP for High Peak, in the House of Commons on 8 December 2021.

    First, I associate myself with the excellent speeches of my hon. Friends the Members for Harrogate and Knaresborough (Andrew Jones) and for Blackpool North and Cleveleys (Paul Maynard), two experienced former rail Ministers who set out why they welcome the integrated rail plan while perhaps hoping that it had gone further in some areas. I completely agree with every word of both of their speeches.

    One area of the IRP that I really welcome is the continued commitment to the £137 million upgrade to the Hope Valley line running between Manchester and Sheffield. That is important for several reasons. First, the line is one of the worst performing in the country in terms of reliability and punctuality, so this extra capacity to improve reliability and frequency and help freight get out of the quarries and into market is a really positive step, along with, finally, the retirement of the Pacers and their replacement by the new class 195 trains, and the much-needed reforms to rail franchising. That £137 million investment in our railways, combined with the £228 million new Mottram bypass and Glossop spur road, which is due to start construction in 2023, represents the biggest investment in transport infrastructure in the High Peak in my lifetime at least.

    On top of that, it is important to ensure that local passengers on the stopping stations on the Hope Valley line, such as Hope, Edale, Bamford, New Mills and Chinley, also benefit from this, and that we link up the bus services from those stations to destinations. That is why the Hope Valley explorer bus pilot is such a positive step forward. I also welcome the commitment to look at electrification of the line.

    I also want to talk about HS2, which benefits the High Peak directly. I am very pleased that the western leg and extension is going ahead. That will free up capacity on the Stockport corridor of the west coast main line through to Manchester Piccadilly, a big bonus for those travelling there from places including Buxton, Whaley Bridge, Chapel-en-le-Frith and New Mills.

    However, we do need to go further. That is why I continue to campaign for a railway station for Gamesley, one of the most deprived places in the country. It has one of the lowest car ownership rates but atrocious transport links, including a bus service that ends at 5 o’clock in the evening. That desperately needs sorting out. We also need to replace the loss of the 236 bus, which means that at the moment people in Glossop have no connection and no direct bus route through to Tameside Hospital and Ashton College. I really hope that gets fixed too.

    Overall, there are lots of really positive things in the integrated rail plan for us to welcome. I would like to see it go further in other places, but the key now is that we get on and deliver it, and that we get spades in the ground as soon as possible. I look forward to the start of the construction of the upgrade to the Hope Valley line within the next few months.

    I beg to move,

    That leave be given to bring in a Bill to prohibit the use of disposable barbecues on open moorland; to give local authorities the power to prohibit the sale of disposable barbecues in their area; and for connected purposes.

    This year alone, at least two wildfires have been caused by disposable barbecues in High Peak, destroying hectares of farmland and environmentally significant peatland. In 2019, a fire in Marsden Moor near Huddersfield raged for four days and damaged more than 700 hectares of moorland. A similar fire in April 2021 caused an estimated £200,000 worth of damage. Alongside that crude financial cost lies an environmental one. This is damage that will take hundreds if not thousands of years to repair, with peat accumulating at a rate of only about 1 mm per year. Distressed sheep farmers have conveyed to me the pain that they have experienced in being forced to clear up the charred remains of their own livestock.

    Every year, from spring to summer, communities across the country live in fear of wildfires that are entirely avoidable. A local gamekeeper once told me that there were three main causes of wildfires—men, women and children—but more specifically, a large number of fires are caused simply by people not disposing of their barbecue properly, leaving it unattended on the ground where its residual heat or a stray spark is enough to start a fire.

    The aims of this Bill are simple. They are to reduce the risk of wildfires and protect our beautiful countryside, to protect local communities faced with the threat of wildfires, to protect hard-pressed farmers’ livelihoods, and to protect carbon-capturing peatland, which is so vital in our fight back against climate change. That last point is particularly important, especially given the recent climate change agreement in Glasgow. The Glasgow agreement is an important step forward: 65 countries have committed themselves to phasing out the use of coal power, some of the world’s largest car manufacturers have agreed to make all new car sales zero-emission by 2040, and the leaders responsible for 90% of the world’s forests have pledged to end deforestation by 2030.

    However, when we speak of international co-operation, we should not forget the importance of nature-based solutions to climate change. Peatland restoration is an essential part of that. Wet, healthy peat soils absorb and trap carbon dioxide. It is estimated that, worldwide, peatland contains more than 550 gigatonnes of carbon—more than is stored in all the world’s forests put together. Since it regulates the flow of groundwater, restoring peatland also reduces the risk of flooding, improves water quality and enhances biodiversity.

    Since being elected, I have actively campaigned for the restoration of our local peat moors. I asked my very first question in this House on this subject and I am proud to have secured a significant increase in funding for this vital work. I wholeheartedly welcome the Government’s England peat action plan to restore, sustainably manage and protect peatland, as well as the increase in the nature for climate fund to £750 million by 2024-25, with the aim of restoring 35,000 hectares of peatland across England.

    I have seen first-hand the fantastic work that funding makes possible. On Rushup Edge and Brown Knoll, one of the highest hills in the Peak District, the Moors for the Future Partnership has been hard at work restoring peatland. Recently, I took the farming Minister, my hon. Friend the Member for Banbury (Victoria Prentis), to meet Hope Valley Farmers and to see the work on Brown Knoll. I am encouraged by the leadership that the Government have shown in this issue.

    That work is meaningless, however, if we are to continue to allow a reckless few to destroy this precious resource by wildfire. I did not come into politics to tell people how to live their lives, and this Bill certainly does not set out to do that, but, as a conservative, I firmly believe that we hold a duty to future generations not only to conserve what we have today, but to provide them with an inheritance greater than our own.

    While this Bill represents only a modest change to the law, it would be a mistake to overlook its significance. The aims of the Bill are not new, but build on work that a range of organisations have already undertaken. The New Forest and Peak District National Park Authorities, for example, have already banned the use of disposable barbecues within their boundaries and called for local retailers to stop their sale. I have had considerable success in convincing retailers to remove them from sale within High Peak; I pay tribute to responsible businesses such as Morrisons, which has removed them from sale in its Buxton store, while the Co-operative Group has also removed displays of disposable barbecues in 130 of its stores that border national parks.

    The National Fire Chiefs Council, Greater Manchester Fire and Rescue Service, the Moorland Association, the Moors for the Future Partnership and the National Trust, among others, have all warned of the danger that disposable barbecues present and have called for tougher regulations on their use. This Bill provides just that.

    While the countryside code already sets out an expectation that visitors should only barbecue where it has been deemed safe to do so, there is no law to enforce that guidance. Without one, there is widespread confusion and ignorance, sowing the seeds for future wildfires. The Bill seeks to clarify the law, banning the use of disposable barbecues on open moorland.

    I am incredibly grateful to colleagues on both sides of this House for the positive, cross-party support that the Bill has received. I have worked hard with a range of partners to ensure that it is fit for purpose, and I will keep working in a bipartisan spirit to do so. I am aware that, as a ten-minute rule Bill, there is little chance of this Bill progressing into law at this stage. None the less, I seriously urge the Government to listen to the concerns raised in the Bill, to act on disposable barbecues and to redouble their efforts to promote, and to educate people on, the countryside code. To prevent wildfires, to protect farmers’ livelihoods and to build up our existing defences against climate change, this Bill offers a small but significant way forward. With that in mind, I humbly request that the Bill be given due consideration and be passed into law.

    The text of the speech made by Robert Largan, the Conservative MP for High Peak, in the House of Commons on 15 July 2020.

    About 2,000 years ago, the Romans built a fort near Gamesley in my constituency; some say that that was the last time central Government put major investment into the area. When residents first moved into their homes on the newly built housing estate at Gamesley, they were told, “Yes, the transport links are poor, but don’t worry: a new railway station will be built shortly so that you can easily get to Manchester or Glossop town centre.” That was in 1968. The world has changed in many ways over the past 50 years, but Gamesley still does not have a station.

    Before I was elected, the last time that an MP had even mentioned Gamesley station in Parliament was in 1968. Since December, I have been working hard to get Gamesley back on the agenda. I am grateful to the rail Minister for meeting me several times already to discuss the proposals and for the way the Government have been prepared to listen. The fact that we are having this debate shows how far we have come. The truth is that over the past 50 years, Governments of all parties have failed properly to invest in transport infrastructure outside London and the south-east, and especially in places such as Gamesley.

    Gamesley is a great place to live and people are rightly proud to live there. It is a tight-knit community where people really look out for each other. That has never been more clear than during the lockdown, when organisations such as G52 have done amazing work supporting the most vulnerable. But Gamesley is also one of the most deprived communities in the whole country —on some measures, it is in the top 1% most deprived. A huge part of the reason for that is that local transport links are simply not good enough.

    The Local Trust has carried out really important research into what it calls “left behind” communities and has identified Gamesley as one of the areas most in need of support. According to the Local Trust, 46% of households in Gamesley do not have a car, compared with the national average of 26%. It takes an estimated 53 minutes for people in Gamesley to travel to the nearest hospital by public transport—that is 36% longer than the national average.

    Local bus services are also in a poor state: the 341 bus from Glossop to Gamesley stops running at five o’clock, which is not much help for anyone who finishes work later than that. Many of my constituents end up having to pay for a taxi to get back home to Gamesley after their shift ends. Local bus services are now set to get even worse: Stagecoach has just announced its intention to scrap the 236 bus between Glossop and Ashton, which will leave people in nearby Brookfield and Woolley Bridge without any direct service.

    Travel is not the only barrier facing people in Gamesley. The national average broadband speed is 45.1 megabits per second; Gamesley’s is just 28 megabits per second. Low digital connectivity is just another reminder of how places such as Gamesley have been left behind, denied the essential infrastructure that they need to unleash their full potential. The lack of infrastructure ​and public transport connections to places such as Glossop and Manchester has had a significant and negative impact on the lives of local people. It has led to fewer job opportunities and a real impact on people’s quality of life.

    Building Gamesley station will help to transform the life chances of local people. The case for a station is very strong. Transport for Greater Manchester and Derbyshire County Council are currently working jointly on a strategic outline business case, and they have already said: “Gamesley station has a good strategic case and excellent local support.” I can certainly attest to the strong local support. A huge number of local people have signed my long-standing petition in support of the station. As it stands today, more than 30% of the entire population of Gamesley have now signed my petition; by any yardstick that shows pretty strong support.

    The strategic case is clear: the cost is relatively low, sidings already exist and trains already pause before going over Dinting viaduct, so a new station would have only a minimal impact on the current timetable of around one or two extra minutes’ journey time. That would be a small price to pay for the huge benefits that the station would bring to the people of Gamesley.

    I pay tribute to my hon. Friend, who is making an exceptional argument for the need for a railway station at Gamesley in his constituency. Pinxton in the Bolsover constituency is in a similar situation: a train track runs through it but it does not currently have a station. Passenger services to Pinxton could have a transformative effect; does my hon. Friend support such a proposal?

    My hon. Friend and county neighbour is an excellent champion for the people of Bolsover and I absolutely agree with him.

    Gamesley station will not just benefit the people of Gamesley. The nearest station to Gamesley is Dinting. Demand at Dinting has grown significantly in recent years as more and more houses are built in the Glossop area, which has led to growing parking pressures at Dinting. Building the new station will help reduce those pressures, shorten commuting times for many people who drive to Dinting and, crucially, get more cars off the road. That would help address the notoriously bad traffic problems in the Glossop area.

    Traffic is not a new problem. The need for the Mottram bypass has been talked about for over half a century, and traffic is now worse than ever. For many in the region, Glossop has become synonymous with traffic jams, so I am pleased the Government recognise that and that the Prime Minister recently backed building the bypass. It would not just be a gamechanger for people in places such as Glossop, Hadfield and Charlesworth, but would help address a major bottleneck in the national strategic road network between Manchester and Sheffield. We also need to address the traffic problems at Tintwistle, and I am pleased that the Government continue to study proposals for the trans-Pennine tunnel, which would reduce journey times in the region by around 30 minutes.

    To solve the problem in the long term, however, we need not just to build the Mottram bypass, but to get more cars off the road, and Gamesley station would be a key part of that. People in High Peak are serious ​about tackling climate change, and Gamesley station would play a part in reducing carbon emissions and getting the local economy to net zero carbon. An awful lot of rat running goes through Gamesley and Charlesworth to Broadbottom station, and Gamesley station would remove the need for that. If done right, there is also an opportunity to link the new station to the Trans Pennine Trail, and the station can be linked by footpath to Simmondley.

    I said at the start of my speech that Governments of all parties have failed to invest in our transport infrastructure for decades, but we now have a Government who have promised to build, build, build. The political will is clearly there, but we need more than just political will. We need to change our whole approach for infrastructure, and that means sorting out the Treasury Green Book rules and traditional WebTAG approach.

    I congratulate my hon. Friend on securing this Adjournment debate. I agree with what he says about the Green Book, which the Government and the Treasury use in determining the economic value of infrastructure enhancements, particularly for rail. While the coronavirus has been devastating across the country, does he agree that there are many opportunities in terms of infrastructure, levelling up and ensuring that the models to which he refers can be recalibrated to help station projects such as Gamesley?

    My hon. Friend is an expert in rail matters and infrastructure projects and a real asset to this House. He is absolutely right that the current approaches just do not properly assess the true value of infrastructure projects. They fail to take fully into account the wider economic and social benefits of levelling up, and that has helped contribute towards the bias in spending on infrastructure projects towards London and the south-east.

    When Transport for Greater Manchester and Derbyshire County Council complete the business case later this month, I hope the Government assess the proposals based on the wider benefits, rather than just narrowly focusing on outdated Treasury cost-benefit ratios. The cost of Gamesley station is modest—perhaps we could call it a rounding error in the Crossrail budget. We can also help to reduce the cost of infrastructure projects by getting the nuts and bolts of delivery right, focusing on things such as our infrastructure industries. The Chancellor’s great announcement about training schemes was welcome, and we should be thinking about focusing that on to the industries we need to deliver infrastructure investments.

    Does my hon. Friend also agree that leaving the European Union gives us an enormous opportunity to shed some of the shackles, rules and regulations that we have had to contend with for decades and that have massively increased the costs of building train stations such as Gamesley?

    By building Gamesley station, the Government can offer a helping hand and send a clear message to the people of Gamesley that they are not forgotten. It is time to deliver on the promise made 52 years ago and build Gamesley station.

    I rise as one the last new Members to give their maiden speech. I had planned to speak on the Budget last week, but I did not feel that a traditional maiden speech full of local anecdotes and questionable jokes was suitable in the current circumstances. Needless to say, the speech that I am giving now is very different from the one I had originally written.

    I had desperately wanted my parents to be able to sit in the Gallery to watch me give this speech today, but my parents are both in their 70s, in high-risk groups, and, frankly, I dare not wait any longer. My dad was ​one of eight children from an Irish Catholic family in Salford. He was the only one to pass the 11-plus and went on to do a wide range of jobs, from being a Shabbos goy to a postman to a trade union shop steward. My mum left school with no qualifications, after having to take care of her younger sisters following the death of her father on her 11th birthday. Despite that, she had a groundbreaking career at the Department of Social Security, helping unemployed people back into work. My parents taught me the importance of public service and doing the right thing. They are the reason I am standing here today. It fills me with more pride than I can ever fully explain that they are able to watch me give this speech, even if it has to be on television.

    I am also very grateful to see the shadow Health Secretary in his place. Like me, he went to Philips High School. For a comprehensive in north Manchester to have produced two Members of Parliament is a very rare achievement indeed.

    When I put myself forward for election, campaigning for improved transport in the north, I could not possibly have imagined making my first speech in a debate such as this. As it turns out, being in this place makes me incredibly fortunate. I stand here with a secure job—for the next four years at least—and a guaranteed salary. That many of my constituents do not have the same security plays heavily on my mind. I am particularly concerned about the self-employed. They do not benefit from the job retention scheme, and many are seeing a big drop in their income. The Government have sensibly brought in protections such as the mortgage holiday and suspension of evictions, but many self- employed people, often with families to support, are understandably worried about the future, so I call on the Government to look urgently at more ways to support them. I realise that that is a simple thing to say and a difficult thing to do. Anybody can be a critic. I know a huge number of people are working day and night, many not seeing their own families, to tackle this pandemic head on. I am sure I speak for the whole House when I say to those people, thank you.

    This crisis is without precedent and we are all navigating without a map. Events are moving in minutes and hours, not days and weeks. That is why this emergency legislation is necessary. We have to give the Government the tools they need to respond quickly to events. But it is also essential that we keep Parliament functioning as best we can, so that we can continue to challenge those decisions and hold Ministers to account.

    The crisis is undoubtedly bringing out the best in the people of High Peak. It is a staggeringly beautiful place, and we are very lucky to live there, but as beautiful as the High Peak is, it is the people who make it so special, and in this crisis they are pulling together, just like they did during the evacuation of Whaley Bridge last year, when the dam at Toddbrook reservoir partially collapsed.

    This time, volunteer groups have sprung up in almost every town and village. Teachers are delivering packed lunches to the homes of children on free school meals. Food banks are working day and night to support the most vulnerable. In many ways, that is what makes the situation so hard. People want to come together and look after each other. Social distancing is counter to our natural instincts, and I do worry about the toll that this isolation is going to take on the nation’s mental health.​

    I come to this place intending to take an independent-minded approach and prepared to criticise my party and the Government when they get things wrong—and they will, as I have no doubt I will too. I am keenly aware that I was elected by the smallest of margins, just 590 votes. People did not vote for me because they agreed with every single line of the Conservative manifesto. Many lent me their vote, often reluctantly, after their pencil hovered over the ballot paper for a long time. So I want to make it clear to the people of High Peak that I am working round the clock, trying my best to represent everyone, no matter who they voted for. I will not get everything right, and I will make mistakes, but I promise that I will always put the High Peak ahead of party politics.

    I want to quickly finish with a note of caution on the limits of power and our ability to achieve the things we hope for. The best intentions can easily get blown off course by events. Far too often, politics is boiled down to a contest between a simple, easy-to-sell magic solution and a nuanced, hard-to-explain truth. The truth is that governing is hard. It involves taking almost impossible decisions between competing lesser evils. There are rarely, in reality, obvious right and wrong choices, so we should be wary of those who are always certain or never change their minds. Ideological purity is a moral maze that many get lost in. For the modern puritan, it is no longer enough to accept that someone disagrees with them. They think that others can disagree with them only because their motives are malign. If our history has taught us anything, it is that we must reject that puritanism. Our greatest reforms—universal suffrage, civil liberties, the NHS—were secured not through ideological purity or confrontation, but by collaboration and taking the view that compromise is not betrayal but a kind of victory.
