    To ask Mr Chancellor of the Exchequer, what the reason is for the additional charge for payment of vehicle tax by direct debit over 12 or six monthly instalments; and for what purposes the funds from that additional charge are used.

    Motorists who buy a six month vehicle excise duty (VED) licence have historically paid a ten per cent surcharge.

    The Government has introduced a direct debit scheme for the payment of VED, to allow families and businesses to spread their tax payments. Under the scheme, the surcharge has been halved to five per cent when the tax is paid by six monthly and monthly instalments. The retention of a surcharge prevents a loss in VED revenue which would otherwise need to be made up elsewhere, by either increasing other taxes or reducing the Government’s investment in public services.

    All VED revenues are paid into the Consolidated Fund to support general expenditure on public services.

    The Chancellor of the Exchequer keeps all taxes under review as part of the annual Budget process.

    This is the first debate for a long time in which I have agreed with every single word of the motion, so I congratulate my hon. Friend the Member for Waveney (Peter Aldous) and the hon. Member for Bradford South (Judith Cummins). Frankly, we and all our constituents are concerned about the growing crisis in NHS dentistry. We are worried that nine out of 10 practices are not accepting new NHS patients, including large numbers of children. We also regret the number of dentists who are moving away from NHS practice. Those are all issues to which all hon. Members could strongly relate, if they were here.

    I have been asking myself how the problem came to be and what can be done. First, it strikes me that there is a wider issue with the delivery of public services. Governments will always be judged on the same things: whether they can achieve economic growth to provide jobs and fund public services; whether they can manage those public services competently; and whether they can do so with compassion so that our most vulnerable constituents are looked after. In the health and care sector as a whole, there is no doubt that there are significant challenges in all three aspects. Dentistry is just one aspect of the effective delivery of public services, an issue that we all recognise from emails and telephone calls with often very frustrated constituents.

    However, there is a particular aspect of dentistry that is unique. With acute hospitals, mental health services, ambulance trusts and so on, MPs have some agency: we can organise regular meetings with NHS trusts, hold them to account, ask difficult questions, discuss problems and find out what they need from the Government. With dentistry we have no agency, because the local NHS organisations—they are currently known as integrated care systems, but frankly in most of our constituencies it is easier to refer to them as the local NHS—have no agency. They have no say in the contracts between NHS England and the dentists.

    As my hon. Friend the Member for Mole Valley (Sir Paul Beresford) helpfully pointed out, the contracts go back to 2006. Most of us have no idea what is in them. I have never seen them; I was not aware of them. No dental association, nationally or locally, has ever contacted me—or, I suspect, many of us—to say that there is a problem that needs to be resolved or to ask for help. The first we hear of it is when constituents contact us to say, “I cannot get an NHS dental appointment for myself, my children or my family.” At that stage, we go back to the local dentists and ask what the problem is.

    This is what a local dentist in Gloucester has come back with:

    “The majority of dentists move away from the NHS because of the continual pressures that the NHS contract places upon them in terms of requirements, payments, audits…and many other factors”.

    She writes that an NHS dentist in her surgery, who has ceased to be an NHS dentist,

    “was under a prototype contract that was patient-centric and when this was discontinued and changed to align with the usual NHS contract, the dentist did not feel this gave the best type of care for patients”.

    She goes on to say:

    “I’ve continually battled”—

    she has been doing this for 25 years, by the way—

    “to ensure that any patients who want NHS dental services should be able to access them, but there needs to be correct remuneration for the time and quality of services, removing a treadmill of patient care.”

    That suggests that there is a problem with the contract, as my hon. Friend the Member for Waveney rightly says, as well as the problem of there being no local NHS involvement.

    I welcome the Minister to his role. I know that he will bring to it the same quality of analysis and compassion that he brought to his role in the Department for Work and Pensions. I hope that he will look closely at how the contracts can and should be changed—I believe that there is a window of opportunity in April—to allow all local NHS organisations to play a key role in the distribution of resources, emphasis, recruitment and so on. We will then finally have some agency, so we can do better than replying to our constituents with “I am very sorry to hear this, but there is absolutely nothing I can do,” which frankly is more or less the situation at the moment.

    Several colleagues have helpfully indicated solutions beyond the contract. I agree with the point about making it far easier for dentists, whether they come from the nations of the Commonwealth, such as New Zealand and Australia—mentioned by my hon. Friend the Member for Mole Valley—or from India or Hong Kong, which is another example that was given earlier. The Government clearly have an opportunity to do something about this if they wish, not just in the short term but in the longer term, and I hope the Minister will give us some good news in that regard.

    There is also the issue of skills and training. Setting up a new dental school, first, takes time; secondly, is expensive; and thirdly, will not solve short-term problems, although we do need to look at capacity for the longer term. There is a continuing problem with longer-term thinking—in the context of public services, and indeed in other contexts—to which all Governments have been susceptible for too long.

    The private sector certainly has a role to play. At the risk of plugging a particular organisation, I will mention an organisation of which I think the Minister will be aware: Genix, which has a training facility in Leeds. Its founder and CEO, Mustafa Mohammed, has a strong track record of supporting the whole business of upskilling and training dentists and providing NHS dentistry services around the country. Let me reassure my constituents and others who feel that dentistry is an entirely public-sector activity by saying that just as the private sector, through GP surgeries, plays such an important part in, for example, the delivery of covid vaccinations, it can play an important part in dentistry as well.

    There is, in fact, a role for a mixed economy, and, as was pointed out earlier, there is an opportunity for some short-term contracts. Perhaps the Department could step in directly, with NHS England, to provide relief for those in pain and for those with children who may never have seen a dentist in their short lives. I am sure we would all welcome that.

    That leads me to the question of what some term the nanny state—the role of education and proselytising about the value, particularly for young families, of getting stuck in with toothpaste and toothbrushes, and, perhaps, the opportunity to relieve them of VAT. We know that, just as with education, if things start well there is a strong likelihood that they will continue well, whereas if they start badly and people’s teeth do not get the treatment they need at an early stage, there will be problems later. I believe that the Government have an opportunity to play a part in this, although not uniquely, for everyone can play a part; and I hope the Minister will allude to that as well when he winds up the debate.

    Let me finally say that dentistry clearly needs to be represented in local NHS bodies—especially if they are actually going to play a role in it, which I very much hope they will—and that cash will be crucial. Nothing comes cheaply, but I think we can all agree that sorting out dentistry and making sure everyone has access to NHS dentists is a very precious cause, and we all hope we will find solutions fast.

    Some wonderful tributes have been given from across the House to a simply amazing woman, our nation’s unshakeable rock in storms, our favourite granny and, above all, our Queen —much loved, and now deeply mourned in Gloucester, across the United Kingdom and abroad. Her late Majesty touched lives not just in the 14 countries for which she was Head of State, or even the 54 countries that make up the Commonwealth family, but across the world.

    On 1 July, I represented Her Majesty’s Government at the inauguration of President Marcos of the Philippines, and passed on congratulations from the world’s longest-serving Head of State to its most recently elected. The President’s face lit up. He said, “The Queen is amazing. We all watched the platinum jubilee celebrations, and she has set the platinum standard for Heads of State.” Whatever our individual memories of Her late Majesty—whether of individual meetings, seeing her at visits such as those to Gloucester in 2003 and 2009, or simply watching her smash hits on TV with James Bond and Paddington Bear—he was right: the Queen is the platinum standard; the extraordinary example of leadership through service to which we all aspire.

    I offer the royal family my sympathy and that of Gloucester residents. We are all grateful for that extraordinary legacy. None of us will ever forget our world’s Queen or her second great Elizabethan age. I believe that King Charles’s own long record of service, and his moving speech this evening, should give us all great confidence for the future. Thank you, Ma’am. God save the King.

    I join all colleagues, here and not here, and everyone in Gloucester in sending the warmest wishes of support to Her Majesty the Queen and to members of the royal family.

    Today’s announcement, which was made within 48 hours of the new Government being formed—no small achievement—will bring huge certainty and reassurance to residents in my constituency and elsewhere, to those living in park homes, to charities and to those across the public sector, as well as to the small businesses in particular that are already suffering. It is critical, because it puts a cap on the maximum average energy bill. The crucial word is “maximum” because, as my right hon. Friend the Member for South Northamptonshire (Dame Andrea Leadsom) said, there are huge advantages in a programme of advice and best practice being led by the Government and helping us all to reduce our energy consumption. Schools, for example, could hugely benefit from solar panels that could sell all the energy generated during the long summer holidays into the grid, thereby bringing their annual bills down considerably.

    There are lots of good things to welcome in today’s announcement, but there are a few things in particular that I would like to raise with Ministers. First, the green levies that will now be temporarily suspended have already been committed elsewhere. Who is going to pay for them now? Presumably it is the taxpayer in general.

    Secondly, the national insurance contribution increase was predicted to raise £36 billion over three years for health and care budgets. How will that be delivered now? The task before our new Secretary of State for Health and Social Care is big on generating better outcomes, but reducing the inputs will surely make that harder.

    Thirdly, there is the contribution of energy companies. We have heard a lot today, quite rightly, about how they are already paying some 66% tax in real terms. None the less, there is a huge difference between profits, which are good, and war profiteering, which is bad. The new Secretary of State for Business, Energy and Industrial Strategy could shed light on how the energy companies are to contribute to this national challenge.

    The hon. Member for Vauxhall (Florence Eshalomi) said that the rules on fracking would be completely ripped up. I do not think that that is the case, because the crucial barrier is local support, which has been conspicuously absent so far. I doubt that we will see any real change in practice.

    There is one last thing to add. A lot has been said about the welcome commitment from this Government to nuclear and renewables,

    “to embrace diverse sources of energy.”

    May I encourage the new Secretary of State to follow the great example of his predecessor in supporting marine energy?

    I would have preferred, as I think my constituents would, these many long hours of debate on confidence in the Government to have been spent discussing the safety of our children and the Online Safety Bill. This is a difficult moment for Labour Members, as they all stood to make the right hon. Member for Islington North (Jeremy Corbyn), who is aware of roughly what I will say, the Prime Minister of our nation. How would he have fared with his plan for a second referendum on the EU, which he did not even personally believe in? Would he have created the private sector-led vaccine taskforce? When Dame Kate Bingham was first appointed to it, there was no shortage of Opposition Members saying that it was a crony appointment. It was, in fact, a brilliant move, and she worked closely with our multinational pharmaceutical companies, which the right hon. Member for Islington North would happily have abolished, along with our intelligence agencies.

    There is no time, alas.

    Would the hon. Member for Rhondda (Chris Bryant) today be defending his Prime Minister’s record on standing up to Putin? We are talking about the man who gave Putin the benefit of the doubt when it came to the murder of a British citizen in Salisbury and the handling of Novichok, which could have killed hundreds, if not thousands. As I say, I understand that this is a difficult debate for Labour.

    Nor did we hear any mention from the Scottish National party of the first ever dedicated, ringfenced funding pot for marine energy in the recent renewables auction, which provides £20 million a year for investment in Scottish companies such as Orbital Marine Power, MeyGen Ltd, and Nova Innovation. There was nothing from the SNP about the value of the Prime Minister’s 33 trade envoys, who tirelessly promote Scottish products abroad. None of us has ever lost confidence in Scotland, or in the quality of Scottish products, but we think it is sad that the SNP does not see the value of the United Kingdom promoting Scottish exports all over the world.

    On what this Government have achieved, let me highlight first their strong record on the Indo-Pacific pivot, which has led to better relationships across south-east Asia, to the great benefit of those nations and our own; and, secondly, what has been done with levelling up, pride and regeneration in small cities such as my own of Gloucester. There, the levelling-up fund, the station improvement fund and a whole number of improvements have done things that under Labour’s tenure were never even dreamed of.

    Let us be in no doubt. There are always things that a Government can do better. For example, I wish this Government were thinking closely and hard about insulation for some of our poorer families to help them through this winter’s energy increase, and maybe that will come. However, I am in no doubt that this is a Government who are delivering, and I have full confidence in them.

    I beg to move,

    That leave be given to bring in a Bill to create an offence of administering or attempting to administer drugs or alcohol to a person without their consent; and for connected purposes.

    The subject of my Bill today, spiking, is both an old and a new issue, and one that causes considerable anxiety among the young, particularly teenagers, and their parents. Although drinks have been spiked for a long time, and chemicals were first used to poison and kill a soviet dissident in this country almost 50 years ago, the term “spiking” is relatively new, and spiking drinks happens much more frequently than it did. The phenomenon of spiking by injection at social events is both new and still mysterious.

    Let me start with the context, go on to what is known, highlight what is less well known, and then lay out what the Government, Parliament, local police forces and local authorities are already doing and might do. Lastly, I will suggest what more could be done by Government. Our aim in this House is, as always, to protect our young and reassure the public. We can also send a clear message to those who think that spiking is fun. It is not. Spiking has a deeply unpleasant impact on many lives, and it is a crime that should be punishable in its own right.

    For the context, I am grateful to many people: my constituent Rosie Farmer and her daughter Maisy; my own young office; colleagues, especially the former Lord Chancellor, my right hon. and learned Friend the Member for South Swindon (Sir Robert Buckland), and others here today with their own experiences and constituent cases; organisations in Gloucestershire; the Chair of the Home Affairs Committee, the right hon. Member for Kingston upon Hull North (Dame Diana Johnson), who is in her place, and her Committee and team; and Dawn Dines of “Stamp Out Spiking”, who has been on this case for a decade.

    Spiking is not a far-away country of which we know little. It is happening all around us, and even to us. My hon. Friend the Member for Mid Sussex (Mims Davies) was spiked not long ago, as have been several other Members over time. Of course, many of us have children who have also been spiked. One colleague’s daughter was spiked twice in a nightclub. On both occasions, she collapsed and was carried outside by a bouncer and dumped unceremoniously on the pavement. We can all agree that that is not good enough, as would licensed victuallers associations around the country. There is much good practice to recommend, as I will go on to mention, but such incidents highlight both the grisly experience for a young woman and the frustrated feelings of her mother.

    We can all relate to that, too, because where neither colleagues nor anyone in our or their immediate families have been spiked, our mailboxes tell us that our constituents have been. One colleague said:

    “I know from my inbox that people of all ages and areas will be very pleased that this is being highlighted as it’s awful, can be embarrassing and is often very grim”.

    She speaks for us all, as does another colleague, who wrote that

    “speaking to police they find that most cases are young women with an unexpected response to drinks…I really worry about the fear that our young live under, and wonder whether this is another type of control of women.”

    This not just about young women, although what data we have does suggest that in the vast majority of cases those affected are females. The worst spiking offender of all so far is Reynhard Sinaga—I am sorry to say, an Indonesian national—who was sentenced to a minimum of 30 years for using spiked drinks to sexually assault at least 48 males, many of whom did not know they had been assaulted until Mr Sinaga’s videos were discovered by the police. That confirms that there are male victims, and that there may be many more serious incidents, both on men and women, that we do not know about.

    Colleagues from five parties are supporting my Bill today, and I hope the whole House will share my view that this is not a party political but an all-party and all-country issue on which reaching broad consensus inside and outside Parliament is the key to future success. We know already that there have been about 2,600 reported cases over the last five years and we suspect that that is the visible part of the iceberg, which means there is work to be done.

    The last case in Manchester shows that there are laws that can be used to prosecute, and they have been used successfully in some cases. The two most relevant laws are the Offences against the Person Act 1861, which covers the use of noxious substances, and the Sexual Offences Act 2003, which covers spiking for sexual gratification. They are, as it were, the two bookends of the issue, but much in between is not covered, especially where it is not clear or cannot be proved what the purpose of spiking was or where the drug used cannot be identified, including because its effects have already worn off.

    Most importantly, because spiking itself is not a specific crime, no one can be arrested simply for the act of spiking itself, nor is there enough data on spiking for adequate analysis and response, and at the moment it is not mandatory for hospitals automatically to report suspected spiking incidents to the police, as the National Police Chiefs’ Council lead on drugs confirmed to the Home Affairs Committee this morning. He and I, and I suspect all of us, would like that to change.

    That is the context, those are the experiences and that is the gap in the law, which I think will surprise many of our constituents, and that is the main reason for making spiking a crime and therefore for proposing the Bill. As the Chair of the Home Affairs Committee recently said:

    “There is not a specific criminal offence. If a drink is spiked or if an injection takes place, it is rolled into a different criminal offence.”

    We need something more.

    There is a conundrum about spiking to highlight. Spiking by injection is a relatively new phenomenon, but anecdotally, it is growing. Gloucestershire constabulary estimates that its usual historical number of reported spiking incidents of 10 to 12 cases a month rose to 48 in October, of which 10 were spiking by injection. That month coincided with the full reopening of universities, and I believe that is not a coincidence.

    My constituent Maisy Farmer—I hope I will not do long-term damage to her reputation by describing her as a very sensible university student of criminology and policing—was behaving manically and completely out of character when recently returning home with friends from a nightclub in Worcester, and the next morning she found a needle mark on her arm that she suspected was evidence of having been spiked. Her mother, Rosie, contacted both her surgery and the Gloucester Royal Hospital A&E, but was told it was too late for tests. Maisy was signposted to sexual health services, which took some tests, and she received preventive inoculation against hepatitis B and HIV. The police, in turn, were very supportive, but without evidence of any substance in Maisy’s body or any known secondary offence, they could not do more. The point is that all these services reacted as they could and should, but if, as seems likely, spiking by needle had taken place, that is wrong and something must be done. The emotional stress alone is considerable. The question is what should be done.

    If there is no evidence of a needle or substance and nothing on CCTV to follow up, it is difficult to know exactly what is happening. I understand why my hon. Friend the Member for East Worthing and Shoreham (Tim Loughton) said this morning that he is still confused by the prevalence of needle spiking without evidence; so, I believe, is the Policing Minister, who is in his place. However, that does not mean that nothing can be done—in fact, the opposite. Some of this is best done at a local level. The Gloucestershire police and crime commissioner’s recent successful safer streets fund award has partly been used to provide testing kits in nightclubs, which can be used by victims and others.

    Then there is the question of immediate medical help. Gloucester City Council’s innovation of funding street medics means that immediate paramedic help is available. The local police’s Operation Nightingale, including an increased police presence, may be responsible for a sharp drop in incidents in December. Pooling the best local practice of such examples will be part of what the new national gold command incorporates in its recommendations to Ministers. I should mention that a drug often used in drink spiking, GHB, has been reclassified by the Government as a class B drug, meaning possession can result in a maximum five-year sentence. Last, but by no means least, is the work I referred to from the Home Affairs Committee. I hope that, should our constituents have more evidence to share, the Committee will welcome it, because we need all the possible light that we can shine, especially on spiking by needles.

    Spiking is already a considerable issue and is getting worse. Spiking by injection needs more research and investigation. We could send a clear message today in support of the work of all local authorities and answer student groups from St Andrews to Truro, MPs from across the country, “Love Island” contestants and parents everywhere that we want to enlist in a more open partnership with communities by saying that we care and that we will do more. I hope the Bill will have the support of the nation.

    Richard Graham – 2021 Speech on the UK Space Industry

    The speech made by Richard Graham, the Conservative MP for Gloucester, in the House of Commons on 4 February 2021.

    Today’s debate is a decade on from the space innovation and growth strategy of 2010, in which we aspired to a 10% share of a growing global sector. Today, a lot has happened, and the market has hugely grown. The Government are right, therefore, to focus on the increased market opportunities ahead.

    To celebrate what has been achieved, our small satellites, led by Surrey Satellite Technology and AAC Clyde Space, have done good work around the world. For example, they have partnered with the Government of the Philippines to help their efforts at greater information for agriculture and, indeed, natural disaster awareness. Such opportunities, both environmental and security, echo across all the world’s regions, with chances to boost crop production and the livelihoods associated with it, reduce deforestation and increase carbon reduction. All of that comes in the lead up to COP26, so this is an appropriate moment to discuss our role in space. Such activity could be boosted by launches in Cornwall and the Shetlands, putting us at the front of European efforts, alongside Sweden, to have launches from the continent.

    Our wider role in global navigation systems, now that we have left the European Galileo project, needs to be clarified, along with the future of the UK-based European Space Agency, as the EU creates its own entity. Although we currently stand second only to the US when it comes to providing finance for space, our Government spending on R and D, as my right hon. Friend the Member for Kingswood (Chris Skidmore) referred to, hardly places us in tier 2 and some way behind France and Germany.

    Does this matter? My instinct is that for the UK to continue to be at the leading edge of space technology, with skills, jobs and growth benefits, we need the National Space Council to work closely with the Department for Business, Energy and Industrial Strategy on the strategy promised but not yet seen. I hope that will include opportunities for greater UK supply chains, as well as for how we take forward the role of OneWeb, particularly in our aims for autonomous vehicles.

    We should, as a result of all these things, be looking at a future where robotics and advanced manufacturing play a key role, with finance raised from our capital markets, venture capital and other institutional funds. This will be helped by the partnership between scientists, technology, business, markets, the regulator and Government —exactly what has been delivered on vaccination. It is an initially surprising similarity, but, as other countries and unions have found, it is a difficult one. If the Minister and BEIS can together harness the good work of the decade-old Satellite Applications Catapult—shall we just call it the space catapult?—and the new Space Growth Partnership, we may have the vehicle to do it. With a really good regulatory policy alongside this and the best framework in the world, we will attract investment and a rocket-fuelled role for our economic recovery.

    I hope you can hear me better this time, Madam Deputy Speaker. I am grateful for the opportunity to join this debate.

    As our debate across the country widens gradually from how to protect our citizens’ health to how to protect their jobs, this Trade Bill is important. Some 30% of our GDP comes directly from our exports, and they in turn generate many of the jobs of all of our constituents. This is especially true in high-value manufacturing and engineering, cyber and services, in all of which there are some great examples clustered around my constituency of Gloucester.

    This Bill, which provides the infrastructure for our own trading agreements with the Government procurement and the Trade Remedies Agency, is part of our plan to put our exporters in a position not just to recover but to grow again. Alongside the talks with the EU being handled through the Cabinet Office, and those by the Department of International Trade with the US, Australasia and the Trans-Pacific Partnership, this Bill highlights some of the Government’s strategy to take this forward.

    I support all the goals mentioned in the Bill, but at the same time we should be honest about the risks. Global trade is currently in decline. Nationalism and protectionism are on the rise. The backdrop is not as benign as it was for an overall expansion of our trade, growth of exports and expansion of jobs in exporting businesses. We clearly do need to finish the agreements with our allies, such as Singapore, Canada and Japan, with which agreements did already exist. Trying to negotiate separate agreements with separate teams simultaneously with both the US and the EU is high-wire trade diplomacy. I wish our ministerial teams and all the negotiators all good fortune in taking these forward successfully. I believe that many of these things will go down to the wire, and our teams should play tough. They should stick with the game, and we need their success.

    It is also worth highlighting the opportunities from the Comprehensive and Progressive Agreement for Trans-Pacific Partnership, which is an important accession opportunity rather than an FTA. Even though there is some overlap, we should not forget the importance of the 10 members of the Association of Southeast Asian Nations. TPP is not a complete substitute for continuing ​to grow our business with ASEAN in terms both of exports and bilateral investment. The way in which investment from the Philippines, to pick one small example, has turned around the fortunes of the Glaswegian Scottish whisky blender Whyte and Mackay is a strong case in point when it comes to the advantages of inward investment.

    May I encourage the Secretary of State, the Minister who in his place and their teams to focus strongly, as we go forward, on the Continent of Asia both for greater market access through economic dialogues, as well as on FTAs and the TPP, recognising that most of its agricultural commodities and handicrafts are completely complementary to rather than competitive with our own output. Our services, for example those providing health insurance for millions across south-east Asia, are hugely beneficial for those countries as well as for our businesses. Ultimately, that is why this Bill is so important: it is an opportunity not only for us but for our trading partners, and we are right to strongly make the case as to why free trade does matter across the world.
