    The Parliamentary Under-Secretary of State, Fleur Anderson, has visited Cookstown to meet with local organisations Northern Ireland Rural Women’s Network (NIRWN) and Super Stars Café.

    NIRWN is a membership based organisation with a mission to amplify and articulate the voice of rural women at local, regional and strategic level. The Minister took the opportunity to hear directly from service users and members of NIRWN, discussing the most pressing priorities of rural women in Northern Ireland.

    Founded in 2005, Super Stars Café is a unique and dynamic charity whose purpose is to provide learning opportunities and new skills for people with learning disabilities which are not available elsewhere.

    Speaking following her visit to Co Tyrone, Minister Anderson said:

    “Northern Ireland’s community sector is united on many issues and I’ve been privileged to meet many groups across Northern Ireland already.

    “I wanted to take today as an opportunity to focus on the fantastic work of NIRWN and hear about the issues most pressing to women in rural communities.

    “It was also great to hear about the work of the Super Stars Café and how they enable young people in the local community to reach their full potential.”

    Hundreds of thousands of rural homes and businesses will receive major internet speed upgrades, as the UK Government fixes the digital divide and powers up all regions of Britain.

    • Up to £800 million in UK Government funding to end the plight of poor broadband for around 300,000 across Great Britain

    Hundreds of thousands of rural homes and businesses struggling to fulfil basic online tasks due to outdated broadband infrastructure will receive major internet speed upgrades, as the UK Government fixes the digital divide and powers up all regions of Britain.

    Up to £800 million in government investment will be made available to modernise broadband infrastructure in rural areas of England, Scotland and Wales, ending the plight of buffering so people can fulfil everyday online tasks, such as streaming films, video calling, or downloading large files, which is currently particularly challenging in some areas of Wales and Scotland.

    The deal will provide access to lightning-fast gigabit-capable broadband to around 312,000 homes and businesses across Great Britain. It is the first time Wales, the region with the lowest percentage of gigabit coverage, will benefit from this programme.

    It will mean residents and businesses in remote areas of Britain, such as the South Wales Valleys, Exmoor National Park and the Forest of Bowland will finally gain access to the fastest connection on the market. This will help deliver improved productivity, as part of the government’s mission to kickstart economic growth.

    The landmark deal with telecoms provider Openreach represents one of the biggest milestones in the rollout of Project Gigabit, which targets places too expensive for providers to reach in their commercial build and which would otherwise be left behind with poor digital infrastructure. It will help meet the growing demand for reliable connectivity, stimulating local rural economies and reducing regional disparities, by enabling remote working and attracting new businesses.

    The announcement follows this Government’s vow to redouble its efforts to achieve full gigabit coverage by 2030 and harness the enormous potential of technology to grow the economy, accelerate innovation and improve people’s lives.

    Secretary of State for Science, Innovation and Technology Peter Kyle said: 

    Over the past decade, the UK’s broadband rollout has clearly not happened fast enough and has overlooked too many areas, especially in Scotland and Wales. Robust digital infrastructure is essential for growth, productivity and competitiveness and this shortfall not only poses risks to our economic stability, but also entrenches existing inequalities across the country.

    We are fixing this by delivering for hundreds of thousands of homes and businesses up and down the country, focusing on the areas that were not prioritised by the previous government, such as Wales.

    Today marks a significant milestone in delivering on our promise to redouble our efforts to achieve full gigabit coverage by 2030 and lay the foundations for a more inclusive, dynamic and prosperous future for all citizens.

    Today’s announcement will also improve learning opportunities for students, who will be able to gain better access to online resources and remote learning platforms, as well as healthcare patients, who will be able to further rely on remote consultations – as the UK Government continues its mission to improve public services and grow the economy.

    Contracts worth £288 million have already been signed with Openreach under the agreement to connect approximately 96,600 homes and businesses in England and, for the first time, Wales. Areas to benefit include Lancashire, North Wiltshire, South Gloucestershire, West and Mid-Surrey, Staffordshire, West Berkshire and Hertfordshire, West and North Devon, and North West, Mid and South East Wales.

    Talks are now underway with Openreach to agree further contracts to benefit around 215,800 more premises across England, Scotland and Wales, with more announcements expected in the coming months. Areas expected to benefit from these future contracts include Central and North Scotland, North and South West Wales, Mid and South Devon, East and South Shropshire, North Herefordshire, North Somerset, Essex, North East England and Worcestershire.

    Minister for Digital Infrastructure Chris Bryant said:

    Far too many rural citizens and businesses are still stuck with outdated internet infrastructure, not being able to fulfil day-to-day tasks as easily as people living in our towns and cities.

    We have been clear we want to achieve sustained economic growth in every corner of Britain, and this starts by ensuring our communities have the infrastructure they need to thrive.

    This monumental deal with Openreach will make a real difference to communities – such as staying in touch with loved ones or being able to do business no matter where you are.

    Project Gigabit will support the government’s plans to kickstart economic growth, creating and supporting thousands of high-paid, high-skilled jobs, empowering industries of all kinds to innovate and increasing productivity by taking up digital technology. It will also ensure people can access vital services they need now and, in the future, from giving patients improved access to healthcare through virtual appointments and remote health monitoring to helping pensioners combat loneliness by catching up with loved ones over higher quality video calls.

    For households, gigabit-capable broadband delivers faster speeds and fewer dropouts. Unlike traditional copper-based networks, gigabit connections won’t slow down at peak times, meaning no more battling for bandwidth with the neighbours. Gigabit networks can easily handle over a hundred devices all at once with no buffering, meaning the whole family can seamlessly surf, stream and download at the same time.

    Trinity House, a charity dedicated to safeguarding lighthouses and maritime navigation aids in England and Wales is set to benefit from this investment. Chief Executive Rear Admiral Iain Lower welcomed the rollout:

This rollout will, among other things, help our operational teams work, connect and live better at our remote lighthouses, an invaluable improvement for when they are away from their homes and families.

    Tens of thousands of Welsh homes and businesses struggling to fulfil basic online tasks due to outdated broadband infrastructure will receive major internet speed upgrades, as the UK Government fixes the digital divide in Wales.

    Around £170 million in UK Government investment will be made available to deliver top-of-the-range ‘gigabit-capable’ broadband for around 70,000 hard-to-reach premises in Wales, as figures show the nation records the lowest levels of gigabit connectivity in Great Britain.

    It will apply to some of the most remote parts of the country from the South Wales Valleys to the Llyn Peninsula – so residents and businesses have access to the fastest connection on the market.  This will help deliver improved productivity, as part of the government’s mission to kickstart economic growth.

    It is the first UK Government contract under Project Gigabit to boost connection in Wales which had until now not benefitted from the support.

    The deal, which is part of a wider UK Government plan which will make up to £800 million available to deliver gigabit connection across Great Britain, is set to provide lightning-fast gigabit-capable broadband to Welsh communities that would otherwise be left behind with poor digital infrastructure. It will help meet the growing demand for reliable connectivity, stimulating local rural economies and reducing regional disparities, by enabling remote working and attract new businesses.

    The announcement follows this Government’s vow to redouble its efforts to achieve full gigabit coverage by 2030 and harness the enormous potential of technology to accelerate innovation and improve people’s lives.

    This announcement builds on work already underway through other Project Gigabit contracts to build faster networks for up to 910,000 hard-to-reach premises across England. Dozens of contracts representing more than £1.9 billion investment have now been signed with 11 suppliers to deliver the upgrades, including many smaller, independent broadband providers.

    Notes to editors

    Data provided by Think Broadband shows Wales lags behind all other nations in Great Britain, with only 74% of its landmass covered by gigabit-capable connection. This is compares with 84% in England, 78% in Scotland and 95% in Northern Ireland.

    All figures are based on the latest available data provided by Ofcom and broadband suppliers, which the government’s broadband delivery agency Building Digital UK uses to calculate which premises will not be connected through commercial rollout and will therefore require subsidy. All figures are subject to change as existing rollout plans develop and discussions on the scope of future contracts continue.

    Welsh constituencies in line to benefit from the contract (call off 2) announced today include: Arfon, Clwyd South, Dwyfor Meirionnydd, Ceredigion, Montgomeryshire, Brecon and Radnorshire, Monmouth, Torfaen, Newport West, Caerphilly, Blaenau Gwent, Cardiff North, Cardiff Central, Cardiff West, Cardiff South and Penarth, Merthyr Tydfil and Rhymney, Ogmore, Islwyn, Pontypridd, Cynon Valley, Rhondda, Vale of Glamorgan, Bridgend, Neath, Aberavon, Swansea East, Swansea West, Gower.

    The new agreement will make up to £800 million government investment available from funding which was already committed to Project Gigabit.

    Under the agreement, Openreach has now signed contracts valued at around £280 million to connect around 96,000 homes and businesses.

    Talks are happening now with Openreach to agree further contracts to connect more remote areas across Britain, and we’ll have more to say on these in the coming months.

    Health and Social Care Secretary Wes Streeting responds to the Care Quality Commission’s (CQC) report outlining failings in Valdo Calocane’s care.

    • NHS England has already started actioning CQC recommendations, with every provider of mental health services reviewing serious mental health care
    • Valdo Calocane killed 3 people and injured 3 others in Nottingham in June 2023

    Health and Social Care Secretary Wes Streeting has today (13 August 2024) called for the recommendations made by an independent review to improve mental health services to be implemented across the country following the tragic death of 3 people in Nottingham.

    Valdo Calocane was known to police and mental health services prior to the attack in June 2023 where he killed Ian Coates, Barnaby Webber and Grace O’Malley-Kumar and seriously injured 3 others with a van. He had previously been treated by Nottinghamshire Healthcare NHS Foundation Trust for mental health issues.

    Earlier this year, the government commissioned CQC to carry out a rapid review into the local NHS trust and mental health services provided, in order to get answers for the victims’ families and ensure any failings are urgently addressed. The report published today is the final strand of that review, which has found that failings in Calocane’s care may have contributed to the tragic events after he was discharged from the trust’s mental health services.

    The NHS has already accepted all of CQC’s recommendations from strands 2 and 3 of CQC’s review and initiated a series of measures, including ensuring every provider of mental health services across the country reviews the care that people with serious mental illness receive.

    Health and Social Care Secretary Wes Streeting said:

    My thoughts are with the families and friends of Barnaby, Grace and Ian. This report makes for distressing reading, especially for those living with the consequences of their loss in the knowledge that their untimely deaths were avoidable.

    Action is already underway to address the serious failures identified by CQC and I expect regular progress reports from the Nottinghamshire Healthcare NHS Foundation Trust.

    I want to assure myself and the country that the failures identified in Nottinghamshire are not being repeated elsewhere. I expect the findings and recommendations in this report to be considered and applied throughout the country so that other families do not experience the unimaginable pain that Barnaby, Grace and Ian’s family are living with.

    Other measures the NHS has already undertaken include:

    • ensuring every provider of mental health services has clear policies and practice in place to treat patients with serious mental illness
    • issuing guidance to trusts reiterating instructions not to discharge patients with serious mental health issues if they do not attend appointments
    • commissioning an independent investigation into the incident, which will be published by the end of 2024
    • increasing funding to community mental health services by £2.3 billion per year to transform services
    • continuing to improve data on community mental health services including developing metrics around access to psychological therapies for severe mental health problems and outcomes for people accessing community mental health services
    • establishing an expert advisory group to oversee the development of core standards for safe care in community mental health services

    While there is no single point of failure identified in the report, part 2 of CQC’s review, published today, identified serious shortcomings in Valdo Calocane’s care including being discharged too early and failings in follow ups when he evaded contact with the community mental health team.

    The findings of the first part of the section 48 review, which were published in March 2024, assessed the progress made at Rampton Hospital as well as patient safety and the quality of care provided by Nottinghamshire Healthcare NHS Foundation Trust.

    The Health and Social Care Secretary recently met with NHS England to discuss how they and the Nottinghamshire Healthcare NHS Foundation Trust are taking all the recommendations from all 3 strands of the CQC review forward and how they will work together to make swift, sustained improvements to mental health services.

    Specific actions the local trust has taken include:

    • putting a new crisis telephone system in place, attending to the issues with responsiveness
    • reviewing the approach to managing beds – there are early positive signs of a reduction in patients being placed in incorrect care settings as a result
    • the patients waiting to access community support have been reviewed and the waiting list has reduced from 1,500 to 1,092

    Joint Statement from the United States, United Kingdom, France, Germany, and Italy on the Middle East.

    We, the leaders of the United States, the United Kingdom, France, Germany, and Italy discussed the situation in the Middle East. We expressed our full support for ongoing efforts to de-escalate tensions and reach a ceasefire and hostage release deal in Gaza. We endorsed the joint call from President Biden, President Sisi of Egypt, and Amir Tamim of Qatar to renew talks later this week with an aim to concluding the deal as soon as possible, and stressed there is no further time to lose. All parties must live up to their responsibilities.

    In addition, unfettered delivery and distribution of aid is needed. We expressed our support for the defense of Israel against Iranian aggression and against attacks by Iran-backed terrorist groups. We called on Iran to stand down its ongoing threats of a military attack against Israel and discussed the serious consequences for regional security should such an attack take place.

    The Government has today (Monday 12 August) set out tough new measures to crack down on water companies failing their customers. Under new plans, households and businesses will be entitled to higher compensation rates from water companies, and in a wider range of circumstances when basic water services are hit.

    The new proposals set out by Secretary of State for Environment, Food and Rural Affairs, Steve Reed, will double the amount of reimbursement that customers are legally entitled to when key standards are not met by water companies.

    Subject to an eight-week consultation, government proposals will double payments for all existing standards and will more than double the payments for certain highly disruptive incidents, such as failing to provide notice of supply interruptions and missing arranged appointments with customers.

    The government will also expand the list of circumstances that can trigger compensation, including automatic payments for boil notices when drinking water standards drop, or when water companies fail to conduct meter readings or installations as promised.

    A boil notice means you must boil your water before you drink it, cook with it, or brush your teeth. The changes would mean that recent outages in Brixham and Bramley earlier this year would have automatically led to compensation for all customers, where there was no entitlement before.

    Secretary of State for Environment, Food and Rural Affairs, Steve Reed said:

    Our water industry is broken.

    After years of failure, households and businesses have been let down by water companies time and time again.

    The new Government will clean up the water industry and turn the tide on the destruction of our waterways ensuring water companies protect the interests of their customers and the environment.”

    Welcoming the launch of the consultation, Jenny Suggate, Director of Policy, Research and Campaigns at CCW, said:

    We’re delighted the government is fast-tracking efforts to improve the Guaranteed Standards Scheme, with the potential to boost compensation and support for hundreds of thousands of people each year when they are let down by their water company.

    Given that there has been little change to the standards since they were first introduced, an overhaul is long overdue, and we know it is a pressing priority for household and business customers.

    Demanding higher standards of service and improving levels of compensation when things go wrong will incentivise water companies to get things right the first time for all customers.”

    Based on an average annual water and sewerage bill of £440, this would mean the minimum payment of at least £40 under all proposals would now represent around 10% of the average annual customer bill, with several higher payments worth at least a quarter. An issue like low pressure could see payments of up to £250 and payments for internal flooding from sewers of up to £2000.

    The standards, outlined in the Guaranteed Standards Scheme, set out a baseline for customer service in the water sector. They include providing timely restoration of water supply following an interruption, responding to written complaints and managing the risk of sewer flooding. Levels of reimbursement for when these standards aren’t met have remained the same since 2000.

    Today’s proposals to significantly increase reimbursement reflect the need to uprate payments in line with inflation and recognise the significant impacts of recent water supply disruptions on communities like those seen recently in Hastings, Brixham and Bramley. This will put fair and transparent customer service at the heart of water company dealings when basic services are compromised.

    This consultation follows the Government announcing its Water (Special Measures) Bill to cut sewage spills and attract investment to upgrade infrastructure. This includes:

    • Strengthening regulation to ensure water bosses face personal criminal liability for lawbreaking;
    • Giving the water regulator new powers to ban the payment of bonuses if environmental standards are not met;
    • Boosting accountability for water executives through a new ‘code of conduct’ for water companies, so customers can summon board members and hold executives to account;
    • Introducing new powers to bring automatic and severe fines;
    • And requiring water companies to install real-time monitors at every sewage outlet with data independently scrutinised by the water regulators.

    The Consumer Council for Water (CCW) have fed into today’s consultation, following their own review of the standards. The consultation will run from Monday 12 August until Monday 7 October. A government response will follow in due course once the consultation has closed.

    Further legislation will be outlined in due course to fundamentally transform and reset the water sector and restore our rivers, lakes, and seas to good health.

    We, the leaders of France, Germany and the United Kingdom, welcome the tireless work of our partners in Qatar, Egypt and the United States towards an agreement on a ceasefire and the release of hostages. We endorse the joint statement of HH Sheikh Tamim bin Hamad al Thani, President Sisi and President Biden calling for the immediate resumption of negotiations. We agree that there can be no further delay. We have been working with all parties to prevent escalation and will spare no effort to reduce tensions and find a path to stability. The fighting must end now, and all hostages still detained by Hamas must be released. The people of Gaza need urgent and unfettered delivery and distribution of aid.

    We are deeply concerned by the heightened tensions in the region, and united in our commitment to de-escalation and regional stability. In this context, and in particular, we call on Iran and its allies to refrain from attacks that would further escalate regional tensions and jeopardise the opportunity to agree a ceasefire and the release of hostages. They will bear responsibility for actions that jeopardise this opportunity for peace and stability. No country or nation stands to gain from a further escalation in the Middle East.

    Statement by Lord Collins of Highbury, Minister for Africa and the UN, at the UN Security Council meeting on enhancing Africa’s effective representation in the UN Security Council.

    It is a privilege to join you today as the United Kingdom’s new Minister for Africa and the United Nations.

    I am grateful to President Bio for putting this vital issue on the agenda. It is important that we have this discussion today – we are running out of time.

    The challenges we face today do not respect borders and they are sorely testing the international order the United Nations has championed.

    The highest number of conflicts since the Second World War, a worsening climate crisis, widespread economic hardship and desperate humanitarian need. This is all fuelling a pervasive sense of insecurity and we must find truly global solutions to these problems.

    Let me take this opportunity to underscore the United Kingdom’s belief that multilateral institutions remain indispensable here. But they are struggling under the strain of new global challenges.

    For these institutions to represent the world of today, they must be as effective as they can be. So, we will work tirelessly with our allies and partners to strengthen them.
    For this Council, that means expanding our membership in both categories, to include permanent African representation as a matter of urgency.

    We have seen how much African members bring to this chamber through their experience and expertise, particularly as we’ve heard, in terms of responding to conflicts and promoting peace and security. As Ms Mbete said, they are vital agents for change and progress and they must be heard. The UK is proud to be working alongside our African partners on issues that are at the forefront of the Council’s agenda.

    This includes on Sudan, where we seek a political solution to end the devastating manmade crisis which has now resulted in famine in the country. Or Somalia, where the Council is working closely with the African Union and Somali authorities to support security transition and counter Al Shabaab.

    President, Your Excellency, your own country’s experience of transitioning from war to peace, in partnership with the UN, provides us with valuable lessons.
    Of course, I recognise that the obstacles to reform are significant, but the United Kingdom is determined, absolutely determined, to overcome them.

    The Prime Minister spoke to the President of Iran Masoud Pezeshkian this evening.

    The Prime Minister said that he was deeply concerned by the situation in the region and called on all parties to de-escalate and avoid further regional confrontation.

    There was a serious risk of miscalculation and now was the time for calm and careful consideration, the Prime Minister said.

    He called on Iran to refrain from attacking Israel, adding that war was not in anyone’s interests.

    The Prime Minister underlined his commitment to an immediate ceasefire, the release of all hostages and increasing humanitarian aid to Gaza. He added the focus should be on diplomatic negotiations, to achieve those outcomes.

    The Prime Minister also raised the cases of foreign detainees in Iran, adding that it was vital that they received the necessary medical care.

    The leaders agreed that a constructive dialogue between the UK and Iran was in both countries’ interests. The Prime Minister added that could only be furthered if Iran ceased its destabilising actions including threats against individuals in the UK and did not further aid Russia’s invasion of Ukraine.

    We are deeply concerned by Israel’s decision to revoke the diplomatic status of 8 Norwegian diplomats dealing with the Palestinian Authority. Norway has long played a unique and valued role in supporting peace for Israelis and Palestinians. We urge Israel to reconsider.
