To ask the Secretary of State for Transport, what progress is being made on designing and planning the new junction 10A on the A14 near Kettering; and when that junction is expected to be built.

The scheme is currently in the options stage and the next stage is to hold a public consultation on those options. Any developments of local roads would be the responsibility of either the local authority or any developer that is involved in the development of the area.
The current timescales for construction of the scheme are in line with the Governments Roads Investment Strategy 2015 -2020 statement with start of works proposed by March 2020.

To ask the Secretary of State for Health, if he will take steps to improve cancer outcomes for men.

The Government’s Mandate to NHS England sets out an ambition to make England one of the most successful countries in Europe at preventing premature deaths from all cancers, including prostate cancer and other cancers which affect men. Cancer indicators in the NHS Outcomes Framework and the Public Health Outcomes Framework will help NHS England to assess progress in improving cancer survival and mortality rates.
The Independent Cancer Taskforce published its report, Achieving World-Class Cancer Outcomes: A Strategy for England 2015-2020, in July this year. NHS England is currently working with partners across the health system to determine how best to take forward the recommendations contained in the strategy.
As part of putting in place a governance structure for delivery of the strategy, NHS England has appointed Cally Palmer as NHS National Cancer Director. She will lead the implementation of the strategy, as well as new cancer vanguards using outcomes-based commissioning to redesign care and patient experience.

Energy companies are required under their licence conditions to ensure all information that they or their representatives provide to domestic customers during a marketing activity is complete, accurate and easily understood.
Ofgem has powers to investigate and impose sanctions, such as financial penalties, on energy companies when they are found to have breached their licence conditions, including mis-selling.

To ask the Secretary of State for Health, how many patient episodes there were within the Kettering General Hospital NHS Trust in (a) 2005, (b) 2010 and (c) 2015.

In 2004-05, there were 71,300 admitted patient finished consultant episodes at Kettering General Hospital NHS Foundation Trust, compared to 82,267 in 2009-10 and 90,659 in 2014-15.
The number of outpatient attendances has also risen, with 168,412 in 2004-05; 217,735 in 2009-10; and 274,614 in 2014-15.
In 2004-05, there were 68,650 Accident & Emergency attendances, compared to 85,971 in 2009-10. This number fell in 2014-15 to 76,452 attendances.

To ask the Secretary of State for the Home Department, how many people attempting to enter the UK without valid papers were detained at UK border controls at Calais and returned to the French authorities in the last 12-month period for which figures are available.

Border Force operates UK immigration controls at the juxtaposed ports in northern France and also operates a multi-layered freight search regime to detect clandestine illegal entry attempts.
The figures for passenger refusals at the juxtaposed controls in northern France are 3,695 in FY 2014/15.
Additionally 39,545 attempts at clandestine illegal entry were successfully intercepted by the UK and French authorities at the juxtaposed controls in northern France in FY 2014/15.

We know that the majority of forces in England and Wales use Body Worn Video (BWV) to some extent.
However the deployment of BWV is an operational decision for chief officers and the Home Office does not hold information on how many officers are equipped with BWV

To ask the Secretary of State for Communities and Local Government, if he will encourage the use of the customer services centre at Kettering Borough Council as an example of good practice for other local authorities to follow.

The Government is keen to encourage all local authorities to look at how they work more effectively and efficiently with services providers and partner organisations in their area to ensure that their residents receive high quality and cost effective services.
I am aware of the progress made by Kettering Borough Council in this area including the significant savings made and increased customer satisfaction and I am happy to encourage other authorities to look at its customer service centre as an example of good practice.

To ask the Secretary of State for Foreign and Commonwealth Affairs, what steps have been taken during the Government’s negotiations on the UK’s membership of the EU to restore the UK’s rebate to its full previous value.

The Prime Minister, my right hon. Friend the Member for Witney (Mr Cameron), has been clear that the four priorities of our renegotiations are: economic governance; competitiveness; sovereignty; and benefits to EU migrants.
The EU budget financing system was agreed in 2013, when we secured an historic real-terms cut and protected the rebate. Parliament ratified that deal last year.
