    To ask Her Majesty’s Government, further to the Written Answer by Baroness Verma on 26 April (HL7737), what representations they have made to the government of Israel about why it rejected Turkey’s proposal of a floating power-generating ship to help solve the electricity crisis in Gaza.

    The UK has not made representations to Israel about this specific issue. We are in regular discussion with Israel, the Palestinian Authority and other development actors, specifically the UN and EU, about Gaza’s energy crisis. Improving Gaza’s provision of electricity will in turn improve Gaza’s water supply and wastewater treatment. We regularly call on both parties to work on solutions to increase the electricity supply, including press for the extension of the 161 power line and progress towards the conversion of the Gazan power station to gas.

    The Explanatory Memorandum to the regulations amending the Local Authorities (Recovery of Costs for Public Path Orders) Regulations 1993 will record the outcome of both the public consultation in 2012 and the Government’s further discussions with the Stakeholder Working Group and local authorities.

    Extracts of the minutes from the relevant meetings of the Stakeholder Working Group will be placed in the Library of the House when the amendments to the Local Authorities (Recovery of Costs for Public Path Orders) Regulations 1993 are laid before the House for approval.

    Government remains committed to a Code that is fit for a digital economy, delivers improved coverage and connectivity for the UK, and greater investment in UK infrastructure . The revised Electronic Communications Code has been developed in discussion with colleagues across Government including the Department of Communities and Local Government.

    The Home Office does not systemically record whether asylum seekers who are also victims of trafficking have involvement in criminal proceedings. Data on involvement of witnesses, defendants and offenders in criminal proceedings is a matter for the Ministry of Justice.

    Neither the Department nor NHS England has made any such assessment. NHS England has advised that, although it is not considering new applications to the national Cancer Drugs Fund list at this time, there have been no new drugs launched for chronic myeloid leukaemia in the past 12 months.

    Members invited to join the Apprenticeship Delivery Board will be high profile representatives of business sectors with a high potential for growth and representatives of organisations with a key role to play in supporting an expansion in apprenticeship starts.

    The membership will rotate with members being asked to join the Board for time limited period, before relinquishing their seat to a new member.

    To ask the Secretary of State for Business, Innovation and Skills, what steps he is taking to support small and medium-sized businesses in areas that have recently been affected by flooding.

    Following this winter’s severe flooding across northern England, including Calderdale, this Government put in place a comprehensive response and Calderdale has already received over £9.8 million in funding for business and community support.

    Specifically for small and medium sized businesses there are three ways we are helping:

    – giving flooded businesses business rates relief (£1.6 million for Calderdale)

    – providing business recovery grants to help deal with exceptional costs borne by flooded businesses (£1.55 million paid out to businesses to date); and

    – grants to incorporate greater flood resilience into any repairs undertaken by flooded businesses, helping to reduce the future impacts of flooding (£52,000 paid out to date to homes and businesses in Calderdale).

    Other measures such as getting roads, bridges and rail services back working again and repairing and improving flood defences are also clearly a significant help. This includes the £5.5 m to repair Elland Bridge and to provide a temporary footbridge in the interim.

    To ask the Secretary of State for Defence, what representations he has received on British service personnel being served food which contains mould and maggots; and what monitoring his Department undertakes to ensure that all food served to such service personnel is of a satisfactory standard.

    The Department is aware of concerns that have been expressed in the media about the standard of food.

    The Department has in place a number of safeguards to ensure a good quality of food. These include; contract monitoring, site visits, reviews, customer engagement and assurance by Single Service catering subject matter experts to improve on the service provided.

    Any complaint over food can be raised through the chain of command or directly with the contractor by way of a complaints book.
