    To ask the Secretary of State for the Home Department, whether her Department has taken steps to liaise with police and crime commissioners and local authorities on the proposed ban on novel psychoactive substances.

    On 17 September 2015, the Minister for Policing, Crime, Criminal Justice and Victims wrote to all chief constables, copied to police and crime commissioners, to inform them of the Psychoactive Substances Bill and to invite them to operational workshops for enforcement partners taking place in February. The Local Government Association, Trading Standards and other law enforcement partners have been engaged through the cross government implementation working group as well as the police psychoactive substances enforcement working group over the last few months in preparation for the commencement of the Bill.

    To ask the Secretary of State for Foreign and Commonwealth Affairs, what steps his Department is taking with troika partners Norway and the US to try to bring an end to atrocities against civilians in the Darfur region of Sudan.

    The UK is deeply concerned about the impact of the conflict in Darfur on the civilian population and the recent escalation of violence in Jebel Mara. With our Troika partners, the US and Norway, we are continuing to support the African Union High-Level Implementation Panel’s efforts to bring an end to the violence in Darfur and secure a political settlement.

    The UK also actively supports the United Nations/African Union Peacekeeping Mission in Darfur (UNAMID). During the last mandate renewal we led efforts to ensure UNAMID remained in all five states of Darfur and also strengthened its mandate to better protect civilians.

    To ask the Secretary of State for Health, what the timescale is for the UK National Screening Committee Group B Streptococcus review; when the public consultation on that review will open and close; and when he expects the committee to make a decision on the outcomes of that review.

    In December 2015 the UK National Screening Committee (UK NSC) commissioned an update review into antenatal screening for Group B Streptococcus (GBS) as per its published process. A public consultation is expected to be held in late 2016 for a three-month period; the UK NSC will then review the recommendation for GBS at the successive meeting.

    To ask the Secretary of State for Business, Innovation and Skills, what equality assessment the Government has made of its policy to provide the national living wage only for people aged 25 and over.

    The Government published its Impact Assessment of the National Living Wage (NLW) on 7 December 2015 which included equality analysis of the policy.

    The NLW has provided a higher wage floor for those aged 25 and over because of the need to protect the employment prospects of younger workers. The priority for younger workers is to secure work and gain experience so they can compete in the labour market. Additionally, those aged 21 to 24 have a marked difference in labour market dynamics when compared to older workers, evident through their median earnings, employment rates and unemployment rates.

    The design of the NLW reflects provisions in the National Minimum Wage Act allowing rates to vary up to the age of 25, under clause 3.

    The Government regularly reviews its quota allocation policy. In recent years, it has permanently realigned unused quota from Producer Organisations to the small-scale fleet and allocated the first 100 tonnes, plus 10% of any remaining uplift in quota resulting from the introduction of the Landing Obligation, to the small-scale fleet.

    These changes equate to over 1500 tonnes, or an additional £3 million worth of fish, for the small-scale fleet in 2016.

    The Government has made changes to the Renewable Heat Incentive (RHI) Scheme Regulations 2011. These amendments came into force on 1 August 2016. The regulations require Ofgem to apply the new rules to all new biomass-Combined Heat and Power plant with an accreditation date on or after 1 August 2016.

    To ask Mr Chancellor of the Exchequer, what assessment his Department has made of the availability of bank accounts for (a) crowd funding and (b) digital currency businesses.

    As the Chancellor announced at the Budget in March, the Government intends to bring digital currency exchanges into the scope of anti-money laundering regulation. The digital currency industry has highlighted the current lack of regulation as one of the obstacles firms face when trying to get bank accounts in the UK. The new regulatory regime will be designed to support firms’ access to these vital banking services, and to foster an environment in which legitimate digital currency businesses can flourish in the UK. The Treasury will consult on the detail of regulation shortly.

    The Government has supported the crowdfunding industry by consulting on whether to extend ISA eligibility to debt and equity crowdfunding and helping equity crowdfunding through the tax efficient Enterprise Investment Scheme (EIS) – without which 24% of investors say they would not have invested.

    The Ministry of Defence is as flexible as possible in allowing the maximum time to secure alternative accommodation.

    However, only serving personnel are eligible to be housed. In the event of a marriage breakdown, entitlement for a non-serving partner to stay in the property is lost and it may become necessary to free up housing for entitled Service families.
