    To ask the Secretary of State for the Home Department, what statistics her Department holds on (a) convictions and (b) fines for mobile phone use while driving in each police force area.

    There has been no assessment made of the enforcement by the police of the offence of driving whilst using a mobile phone. The enforcement of this offence is an operational matter for individual Chief Officers of police.

    The attached table, “Fixed Penalty Notices” includes figures for Fixed Penalty Notices for use of mobile phones whilst driving, broken down by Police Force Area and by Year.

    To ask Her Majesty’s Government what consideration they are giving to the six steps towards peace in Syria proposed by Lord Williams of Baglan in the October and November edition of the Chatham House publication The World Today.

    The issues suggested by the noble Lord Williams of Baglan are being addressed through the UK’s work to tackle the Syria crisis. The International Syria Support Group meets weekly at official level and is supported by the team of the UN Special Envoy for Syria. At UK urging, the UN has established a Working Group with a small secretariat to lead on stabilisation planning for when a political settlement is reached, which the UK is helping fund. Clearly, Russia must be a part of any solution and we support engagement but Russia must stop bombing civilian areas and encourage the regime to do the same if it is genuinely interested in finding a political solution to the conflict.

    To ask the Secretary of State for Communities and Local Government, how much his Department provided to Croydon Council in Homeless Prevention Grant in (a) 2012-13, (b) 2013-14, (c) 2014-15 and (d) 2015-16.

    We have made available over £500 million to local authorities and the voluntary sector to tackle homelessness. Since 2010, this has helped local authorities to prevent 935,800 households from becoming homeless.

    Croydon Council received Homelessness Prevention Grant of £1,125,000 in 2012-13. From 2013-14 support for preventing homelessness has been included in the annual Local Government Finance Settlement, split between Revenue Support Grant and estimated retained business rates.

    In the following years Croydon Council’s level of notional grant was as follows: £945,000 in 2013-14, £931,000 in 2014-15 and £930,000 in 2015-16.

    Revenue Support Grant and retained business rates are not ring-fenced it is up to individual authorities to decide how grant funding should be spent in order to deliver local services.

    From 2017 we are removing the limit on the number of students that can study nursing. This reform is expected to enable universities to provide up to 10,000 additional nursing and other health professional training places over this Parliament. This will open up opportunities for applicants which universities have previously been forced to turn down.

    For details of the Foreign and Commonwealth Office’s communications work on travel insurance in general I refer the Honourable Member to the answer I gave on 12 January 2016 to Parliamentary Question 21029.

    An important part of this work is underlining to British nationals intending to travel overseas the need to take out insurance that is right for their trip, including for any winter or extreme sports activities. We produce specific guidance for travellers on winter sports holidays and we are currently running a ‘Know Before You Go’ campaign focusing on this issue, working in partnership with the Association of British Travel Agents and British four-time Winter Olympic skier Chemmy Alcott. The headline message of the campaign is for those taking a winter sports holiday to take out appropriate travel insurance.
