    To ask the Secretary of State for the Home Department, what guidance her Department has issued to local authorities on the Psychoactive Substances Act 2016.

    The Local Government Association (LGA) has worked in consultation with the Government to develop bespoke guidance for local authorities on the enforcement of the Psychoactive Substances Act 2016 and their new powers. This has been disseminated to local authorities across the country and is available at: http://www.local.gov.uk/web/guest/publications/-/journal_content/56/10180/7838372/PUBLICATION

    In February, we held joint operational workshops with the National Police Chief’s Council for enforcement partners across the UK, including trading standards officers, to raise operational awareness of the Act.

    We have also produced a forensic strategy for all enforcement partners on the new forensic requirements to support prosecutions under the Act.

    The Department always considers a range of evidence from a variety of sources when making a decision on an individual’s PIP claim and is robust in asking for further information if it feels this will be beneficial for the claimant. In addition, the department will always consider any additional evidence provided at the Mandatory Reconsideration or appeal stage.

    Information relating to the proceedings of recent Cabinet Committee meetings is not disclosed as to do so could harm the frankness and candour of internal discussion. Cabinet Committee minutes and other papers, which are not subject to national security or other restrictions, will be released to The National Archives after 20 years once the transition from the 30 to the 20-year rule has been complete.     To ask the Secretary of State for the Home Department, what estimate she has made of the number of disability hate crime offences committed in each of the last five years.

    The Home Office has collected disability hate crime data from the police since 2011/12.

    In 2011/12, the police recorded 1,748 disability hate crime offences, 1,911 in 2012/13, 2,006 in 2013/14, and 2,508 in 2014/15.

    As stated by the Office for National Statistics, action taken by police forces to improve their compliance with the National Crime Recording Standard has led to improved recording of crime over the last year, especially for violence against the person offences. Together with a greater awareness of disability hate crime, and improved willingness of victims to come forward, this is likely to be a factor in the increase in disability hate crimes recorded by the police.

    The Crown Prosecution Service (CPS) has issued guidance to strengthen prosecutions in support of the introduction of the Modern Slavery Act 2015. The CPS continues to deliver joint training with the police. The increased awareness and emphasis on working with the police to build stronger cases should lead to an improvement in the number of successful prosecutions.

    The Director of Public Prosecutionsis hosting a summit with the Heads of the Prosecution Services in the UK and the Lord Advocate for Scotland in February 2016 to launch joint commitments to provide a more robust UK response to human trafficking and slavery.

    The Home Office does not hold data centrally on the number of crimes related to or caused by mental health issues. The Home Office receives data from police forces in England and Wales which show the number of offences recorded. It is not possible to determine which of these were related to or caused by any type of mental health issue.

    The number of first time buyers has increased by 59% since the low of 2009, and home ownership has risen for the first time since 2003.

    In the last year alone there has been a 25 per cent increase in the number of new homes, with government schemes helping over 290,000 people own a home of their own since 2010.
