    To ask the Secretary of State for Business, Energy and Industrial Strategy, if he will make it his policy that consumers who wish to switch energy providers only have to make contact with the new provider.

    The process for switching supplier is set out in industry codes, in the formulation of which the Government has no role. The Energy Switching Guarantee was launched in June this year and can be reached via https://www.energyswitchguarantee.com/. This makes switching energy supplier easier for consumers and guarantees that it will be done within 21 days. The guarantee also ensures that the new supplier will handle the whole transfer process for the consumer.

    To ask the Secretary of State for the Home Department, pursuant to the Answer of 9 November 2015 to Question 14380, what (a) number or (b) proportion of referrals under the UNHCR VPR scheme translate into arrivals.

    We do not have reliable statistics on this at this stage. We are quickly working our way through the referrals received from UNHCR. It is too early to say how many will become arrivals into the UK. However, we have collaborated closely with UNHCR to ensure that those referrals made in the early months of the expanded scheme are likely to be people that can be matched quickly with Local Authority places. More difficult cases might take longer to place.

    In some instances, refugees choose to withdraw from the scheme, for example, following the death of a family member, marriage or childbirth. Furthermore the Home Office also retains the right to reject individuals on security, war crimes or other grounds.

    The effectiveness of small arms is regularly reviewed, with current performance routinely compared to other equipment used by military peers and developed by industry. The requirement for small arms to achieve defined levels of reliability is set prior to procurement and tested prior to purchase. Equipment already in service is continually reviewed, with any emerging issues investigated to resolution.

    To ask the Secretary of State for Foreign and Commonwealth Affairs, what assessment he has made of whether Daesh are committing genocide in Syria.

    The situation is desperate for many communities within Syria and Iraq. We condemn in the strongest terms the atrocities committed by Daesh against Christians, Mandeans, Yezidis, and other minorities, as well as the majority Muslim population in Syria and Iraq who continue to bear the brunt of Daesh’s brutality.

    It is a long-standing Government policy that any judgements on whether genocide has occurred are a matter for the international judicial system rather than governments or other non-judicial bodies. Our approach is to seek an end to all violations of International Humanitarian Law and to prevent their further escalation, irrespective of whether these violations fit the definition of specific international crimes.

    Ultimately, the best way of preventing future atrocities is to defeat Daesh and its violent ideology. That’s why the UK is playing a leading role in a Global Coalition of more than 65 countries and international organisations to respond to Daesh’s inhumanity.

    To ask the Secretary of State for Environment, Food and Rural Affairs, what steps the Government is taking to ensure (a) people who have not received payments from the Basic Payment Scheme for 2015 will receive those payments by the end of March 2016 and (b) all claimants of that scheme will receive information on how payments have been calculated.

    The Rural Payments Agency is working to pay the remainder of farmers their Basic Payment Scheme claims as promptly as possible and is aiming to make almost all payments by the end of March. The Secretary of State and I have regular conversations with the CEO of the agency about progress. The agency has been communicating with farmers who have not yet received their payments. Going forward the agency will keep them updated about the likely timing of their payment until they are paid.

    The Rural Payments Agency will support every payment with a paper explanatory claim statement and guidance on how payments have been calculated. These statements started to be issued in February and will continue to go out throughout March.

    The UK Government raises its opposition to Japan’s continued whaling at every appropriate opportunity, including at meetings of the International Whaling Commission (IWC). Most recently, I raised the issue with the Japanese Fisheries Minister during an official visit to Japan.

    We will continue to work closely with countries opposing Japan’s programme of whaling in the build-up to the next IWC meeting in October this year, and will ensure that the UK’s strong opposition is reiterated. Parliamentary business permitting, the UK will again be represented at the Ministerial level, as has been the case at previous IWC meetings.
