    To ask the Secretary of State for Communities and Local Government, what measures are in place to provide housing support to care leavers; and what additional support his Department plans to provide after April 2017.

    Ensuring that young people leaving care have accommodation and support that is suitable for their needs is a priority for this Government. The homelessness legislation provides a strong safety net for vulnerable people. Care leavers aged 18-21 facing homelessness have a priority need for accommodation, as do vulnerable care leavers who are older than 21.

    We have funded youth homelessness agency St Basils to develop and support the roll-out of the Positive Pathway Framework. This supports local authority children’s services and housing teams and other local partners to work together to prevent homelessness and meet the housing and support needs of vulnerable young people, including care leavers. To build on this, we supported St Basils to develop a specific Care Leavers Accommodation and Support Framework, in partnership with Barnardo’s, in 2015.

    We have also invested £15 million in the Fair Chance Fund, a payment by results programme which aims to test new approaches to improving accommodation, employment and training outcomes for vulnerable homeless 18-25 year olds. Over 200 of the young people on the programme have previously been looked after.

    We will ensure that vulnerable young people who are in need of support for their housing needs continue to receive it.

    To ask the Secretary of State for Foreign and Commonwealth Affairs, what support the Government has given to the Lebanese government to assist with the refugee situation in that country.

    The UK has contributed over £330 million to support Lebanon since the start of the Syria crisis. Our priorities have been to support refugees and host communities, and strengthen the ability of the Lebanese Armed Forces and security forces to protect against armed groups at the border at terrorism.

    On 4 February the UK co-hosted the ‘Supporting Syria and the Region 2016’ conference which secured over $11 billion in pledges from the international community for Syria’s neighbours, including Lebanon. This was the largest sum raised for a cause in a single day.

    To ask the Secretary of State for Defence, what mechanisms his Department uses to communicate its decisions to air cadet units.

    The Ministry of Defence, through the Air Cadet Organisation (ACO), has a variety of mechanisms to communicate its decisions and policy changes to air cadet units.

    Routine issues without any sensitive aspects are publicised on the ACO IT system, BADER, which all air cadet units have access to. These can be placed on BADER’s home page on the scrolling news announcements.

    Departmental decisions that may have some sensitive aspects are normally communicated down through the chain-of-command by either e-mail or letter. Highly sensitive issues may be briefed by senior commanders in face-to-face meetings.

    To ask the hon. Member for South West Devon, representing the Speaker’s Committee on the Electoral Commission, what steps the Commission is taking to ensure that any non-UK EU nationals who were issued polling cards in error for the EU referendum will not be able to vote in that referendum.

    The Electoral Commission became aware of an issue with elections software used by a number of local authorities in England and Wales on 1 June that meant some non-eligible EU citizens had mistakenly received poll cards for the EU Referendum.

    The software provider has resolved the issue which means that none of these electors will be shown as eligible on the electoral registers to be used at polling stations on 23 June so will not be able to vote in the EU Referendum.

    All of the affected electors have also been written to by their local Electoral Registration Officer with an explanation of what happened and have been told that they will not be able to vote at the referendum.

    To ask the Secretary of State for Environment, Food and Rural Affairs, what assessment her Department has made of its ability to (a) forecast and (b) mitigate the impact of extreme weather events on the UK; and if she will make a statement.

    The Flood Forecasting Centre – jointly operated by the Environment Agency and Met Office – combines world class science, knowledge and experience on meteorology and hydrology to forecast flood risk. The daily assessment of risk enables extra time for emergency responders to prepare.

    The Government has recently announced funding for a £97m supercomputer that will cement the UK’s position as a world leader in weather and climate prediction. In addition to this, the Environment Agency operates a flood forecasting and warning service for over 3000 local communities at risk from both rivers and the sea. Advice is provided by phone and text to over 1.1m home and business owners when their property is at risk.

    Further investment to improve timely and accurate information to the public is underway. A £6m programme of improvements to weather radar will be completed this year and live data on river levels from across England was made available on the Government’s website earlier this year.

    Climate change is factored into all the modelling work that the Environment Agency does, but in light of this extreme weather we must look at that modelling and ensure it is fit for purpose for future decisions.
