    To ask the Secretary of State for Justice, how many vulnerable prisoners are currently held in prisons in England and Wales.

    The term "vulnerable prisoner" covers a wide range of prisoner types/characteristics but broadly these are those who need protection from themselves and other prisoners for a variety of reasons, including the nature of their offence, debt or conflicts outside or within the prison.

    Our approach to managing these prisoners varies according to the nature of why they are deemed as vulnerable and is dependent on specific offending needs.

    The number of prisoners in England and Wales who are identified as vulnerable is not held centrally and could only be obtained at disproportionate cost as it would involve contacting every prison directly in order to request how many prisoners each prison has identified, or is managing, as a vulnerable prisoner.

    All closed prisons in England and Wales have the facility to accommodate vulnerable prisoners in designated accommodation.

    Last year’s Spending Review determined budgets for 2015/16 only. This applies to all aspects of government expenditure not just ex-ILF funding. Budgets for later years will be determined in a later Spending Review; the timing of this is not known but it is likely to be after the next general election.

    Following the closure of the ILF it will be the responsibility of the Department of Health and the devolved administrations to ensure that they reflect the needs of ILF users in future funding bids.

    The Ministry of Defence (MOD) published the Dalgety Bay Management Strategy report on 10 July 2014. The MOD has agreed in principle to implement the measures recommended in the report, though the arrangements are subject to discussion with other parties.

    Consultation on implementing the strategy will now be led by the Scottish Environment Protection Agency, which will set out its timetable.

    The Government is aware of the impact that costs can have on investment returns. While there are currently no plans for HM Treasury to undertake a review the Government is working with the Financial Conduct Authority (FCA), which regulates the disclosure of fees and expenses in accordance with existing regulation.

    The FCA has conducted a review on the clarity of fund charges within the current regulatory framework to ensure costs are clearly set out to consumers. It will publish its findings in quarter 2 2014. The FCA has also worked closely with the Treasury to shape future European legislation which will improve the disclosure of fund charges across Europe.

    The UK Guarantees scheme did not exist in 2010-11. Following its introduction in 2012, Drax Power, the Northern Line Extension and Mersey Gateway Bridge are the projects in the National Infrastructure Plan that have benefited from the scheme. The total value of those three guarantees is £1,082,000,000

    The infrastructure pipeline published alongside the National Infrastructure Plan 2013 provides a forward looking, bottom-up assessment of overall planned and potential infrastructure investment in the UK to 2020 and beyond, and includes details of the projected value of individual investments. It includes large public and private infrastructure projects and capital programmes (generally worth £50 million or over) and can be found here:
