At the February European Council the Government negotiated a new settlement, giving the United Kingdom a special status in a reformed European Union. The Government’s view is that the UK will be stronger, safer and better off remaining in a reformed EU. The Prime Minister, my right hon. Friend the Member for Witney (Mr Cameron) has been clear that in remaining in a reformed EU the UK can play a leading role in one of the world’s largest organisations from within, helping to make the big decisions on trade and security that determine our future. Working together with EU partners, for example on sanctions against Russia, or on the Iran nuclear dossier, has given the UK’s foreign policy an important additional dimension.

To ask the Secretary of State for Environment, Food and Rural Affairs, what assessment she has made of the effect on animal welfare of the use of glue traps.

The Animal Welfare Act 2006 provides protection for animals caught in traps. All traps, including glue traps, must be inspected at regular intervals and trapped animals dealt with appropriately to ensure they do not suffer unnecessarily.

This Government has invested over £700m in social worker training and improvement since 2010. Programmes like Step Up to Social Work, Frontline and the Assessed and Supported Year in Employment are all focussed on bringing high quality people into social work and supporting them in their first year. Early evidence suggest that this investment is paying off: the first findings from a three-year longitudinal evaluation of Step Up cohorts 1 and 2 indicate that 84% cohort 1 Step Up graduates identified in the study were still practising in child and family social work after three years (compared to 65% of all social work education graduates in 2013-14 who were employed as social workers six months after leaving their course).
As well as supporting high quality training and development of social workers, we are developing a national, practice-focused, career pathway based on the skills and knowledge that social workers should display at all levels in their career and incentivising new teaching partnership arrangements between employers and higher education institutions to improve recruitment, retention and development of social workers.

Key indicators include the percentage of patients on the National Haemoglobinopathy Register, those offered an annual review and the proportion of eligible patients offered and receiving neurological screening.

To ask Her Majesty’s Government, further to the answer by Baroness Anelay of St Johns on 22 October (HL Deb, GC53–4), what response they have received from the government of Bangladesh following the representations they have made about the murder of secularists and upholding rights of freedom of belief set out in Article 18 of the Universal Declaration of Human Rights.

The Government has been unequivocal in its condemnation of the murder of four secular bloggers in Bangladesh this year, and in calling for the Government of Bangladesh to protect those who face threats to their lives because of the views they have expressed. The Bangladesh authorities continue their investigations to find the perpetrators and a number of arrests have been made. The UN Special Rapporteur on Freedom of Religion or Belief, Heiner Bielefeldt, visited Bangladesh from 31 August to 9 September. We look forward to his report at the UN Human Rights Council in March 2016 and we will encourage the government to consider all its recommendations carefully.

To ask the Secretary of State for Transport, what contribution the Road Investment Strategy has made to increasing the housing supply.

The Road Investment Strategy (RIS), announced in December 2014, is the biggest upgrade to England’s motorways and major ‘A’ roads in a generation. As part of the RIS, a new £100 million fund dedicated to Growth and Housing was announced. This allows Highways England to help accelerate the progress of key housing and mixed-use sites that have secured planning consent but are not progressing due to the strategic road infrastructure improvements they require.
In addition, many of the major schemes announced in the RIS support economic and housing growth. These include the A5-M1 Link Road, a new Junction 10a on the A14 at Kettering and the A14 Cambridge to Huntingdon scheme. Together, these two A14 schemes support delivery of over 20,000 homes.
