    As set out in legislation, each candidate at an ordinary Police and Crime Commissioner election is entitled to have an election address published on a website dedicated to promoting the candidates for these polls, and an elector can request a printed version of the election addresses for the police area where they are entitled to vote to be sent to them.

    Section 39 of the Transparency of Lobbying, Non-Party Campaigning and Trade Union Administration Act 2014 provides for a post-election review of the operation of the regulatory regime governing third parties at the 2015 General Election.

    Lord Hodgson of Astley Abbotts CBE is currently conducting this independent review.

    Ministers must lay a copy of his report before Parliament and publish it by November 2016.

    To ask the Secretary of State for Communities and Local Government, which local authorities he estimates will have a net financial (a) gain and (b) loss in revenue from the proposed changes to business rate revenue allocation.

    The Government intends to move to 100% business rates retention in England by the end of this Parliament. We have confirmed that as part of the new system there will continue to be redistribution of local tax revenue between authorities and protections in place for authorities that see their business rates income fall significantly. Over the coming months we will be working with local government on the details of the scheme.

    Ahead of final decisions, it is too early to assess what the impact will be on individual areas or authorities, but before the start of the financial year, local authorities in the North-East estimated that the total business rates income for 2015-16 would be £854.58 million.

    Government is committed to the protection of Cultural Heritage abroad.A £3m Iraqi Emergency Heritage Management Project – run by the British Museum over five years – will create a team of local experts to assess, document and stabilise afflicted sites in Iraq, and help begin the process of reconstruction and preservation of some of the world’s most precious culturalheritage. The Culture Secretary has also reaffirmed the Government’s commitment to ratifying the Hague Convention on the Protection of Cultural Property in the Event of Armed Conflict – with a plan to get it onto the statute books at the first opportunity. This isthe firstpart of a comprehensive Government plan to rescue ancient sites and objects from destruction by terrorists, wars or natural disasters across the world.

    We regularly discuss the situation in Syria and Iraq with the Turkish Government. I last met with my Turkish counterpart in August where we discussed the need to support a political solution in Syria and the Iraqi government’s efforts to combat ISIL. The Secretary of State for Foreign and Commonwealth Affairs, my right hon. Friend the Member for Runnymede and Weybridge has spoken with the Turkish Foreign Minister a number of times in the last month, where both Ministers made clear that the UK and Turkey would continue to cooperate closely on the situation in Syria and Iraq.

    To ask the Secretary of State for Health, what recent discussions he has had with the Royal Colleges on measures to reduce the prevalence of trans fats in food.

    There have been no discussions with the royal colleges on measures to reduce the prevalence of trans fats in food.

    Population average trans fats intakes account for 0.6-0.7% of food energy, which is well within the public health recommendation of 2% of food energy, and within the World Health Organisation’s recommendation of 1%.

    Voluntary action by industry has been successful in removing artificial trans fats from a range of processed products. Over 70% of the retail and manufacturing market has committed to remove or not use artificial trans fats.

    The European Commission’s report on trans fats intakes across the European Union, which is due to be published in December 2015, will inform our future thinking on trans fats.

    To ask the Secretary of State for International Development, what assistance and support her Department is providing to refugees based in Turkey; and if she will make a statement.

    Turkey hosts almost 2.1 million refugees from Syria, the highest number of refugees of any country in the region surrounding Syria. We commend the generosity that Turkey has shown towards those fleeing the conflict in Syria. The UK has allocated £34 million to support Syrian refugees in Turkey, including food, shelter and primary healthcare. The UK is also working in partnership with Turkish institutions on targeted projects to build their capacity to tackle irregular migration. The EU is currently working in partnership with the Turkish government to explore options for increased support to Turkey. The UK is engaged in this process.

    The full cost of inward State Visits is borne by a number of different Government Departments.

    The cost borne by the Foreign and Commonwealth Office for the 2011 State Visit by the President of the US was £395,095.

    We do not yet have the costs for the 2015 State Visit by the President of China. These will be published on the gov.uk website once available.
