    To ask the Secretary of State for the Home Department, pursuant to the Answer of 2 February 2016 to Questions 24490 and 24491, on right of abode, what the process is for her Department’s assessment on granting the right of abode to former British-Hong Kong servicemen.

    The assessment of the request by former members of the Hong Kong Military Service Corps that they be granted right of abode in the UK is on-going, including discussions at official level with other government departments and a review of archived material on the schemes established between 1990 and 1997. A decision will be made as soon as practicable

    To ask the Secretary of State for Foreign and Commonwealth Affairs, pursuant to the Answer of 17 March 2016 to Question 30739, what information he holds on (a) the legal status of Telahoon Rata and Rev. Hassan Taour and (b) whether their legal team has been granted access to them.

    Telahoon Rata and Rev Hassan Taour are being held in detention by the National Intelligence and Security Services under powers granted to them by the National Security Act 2010. They have not been granted access to their lawyers.

    Our Ambassador in Khartoum met the Minister of Guidance and Religious Endowments and the Sudanese Director of Church Affairs in February and raised the cases of Mr Talahon and Rev. Hassan.

    To ask the Secretary of State for Environment, Food and Rural Affairs, what resources her Department allocated to local authorities and the emergency services in Northamptonshire to develop their capacity to deal with flash floods in each of the last three years.

    The Government provides funding to Lead Local Flood Authorities to carry out their duties in relation to managing and co-ordinating local flood risk under the Flood and Water Management Act. Local flood risk includes surface water run off. However, local authorities decide what to spend according to local priorities.

    For the past three years this funding has been provided through two mechanisms i.e. direct grant from Defra via the Local Services Support Grant and from the Department for Communities and Local Government through the Local Government Finance Settlement. The total funding provided to Northamptonshire County Council in the last three years for their role as a Lead Local Flood Authority was:

    • 2013/14 £290,000
    • 2014/15 £288,000
    • 2015/16 £241,000

    Of this, the funding provided directly by Defra was:

    • 2013/14 £140,000
    • 2014/15 £140,000
    • 2015/16 £93,000

    This Department does not fund the work of the emergency services.

    To ask the Secretary of State for International Development, whether other government departments are required to provide evidence to her Department that official development assistance disbursed by that department tackling global challenges is in the national interest.

    The UK Aid Strategy set out how the government’s aid budget will be restructured to ensure that it is spent on tackling the great global challenges from the root cause of migration and disease to the threat of terrorism and climate change, all of which impact the world’s poor and directly threaten Britain’s interests. The UK Aid Strategy sets out spending and reporting requirements.

    All departments spending ODA will be required to put in place a clear plan to ensure that their programme design, quality assurance, approval, contracting and procurement, monitoring, reporting and evaluation processes represent international best practice. All UK ODA is administered with the promotion of the economic development and welfare of developing countries as its main objective, in line with the internationally agreed rules on ODA.

    ODA-spending departments and funds must provide accurate and timely information on their ODA spending to DFID to meet OECD reporting requirements.

    The Family Test has been integrated into the Department’s impact assessment process. Workshops are being scheduled to further assist staff in understanding how to apply the guidance introduced for the Family Test issued by the Department for Work and Pensions.

    To ask the Secretary of State for the Home Department, what further steps she is taking to ensure that unaccompanied asylum-seeking children in Syria can be resettled in the UK through (a) the Gateway Protection Programme, (b) the Vulnerable Persons Relocation Scheme, (c) the Mandate Refugee Scheme and (d) other schemes or programmes.

    Since the launch of the expanded Syrian Resettlement Scheme last September, we have resettled more than 1000 vulnerable Syrians, around half of whom are children.

    On 28th January the Government announced further initiatives to assist unaccompanied children in the region. The initiatives will complement the very significant existing aid and assistance the UK has given in response to the Syrian conflict and migration crisis; including our existing resettlement programmes.

    As announced last week, the Government will work with the Office of the United Nations High Commissioner for Refugees (UNHCR) to lead a new initiative to identify and resettle unaccompanied children in the exceptional cases where it is in the child’s best interests to do so. The UK Government is working with UNHCR to establish the numbers and specific needs of these unaccompanied children in order to establish a resettlement process which best addresses the requirements of these vulnerable children.
