    This work includes assessment of how different fuel sources can deliver this ‘Black Start’ capability.

    To ask the Secretary of State for Transport, what estimate his Department has made of the potential cost to UK ports of the UK leaving the EU.

    At the February European Council, the Government negotiated a new settlement, giving the United Kingdom a special status in a reformed European Union. The Government’s position is that the UK will be stronger, safer and better off remaining in a reformed EU.

    The outcome of the EU Referendum for particular sectors, including UK ports, would depend on the relationship agreed between the EU and the UK if there is a vote to leave. This would have to be negotiated using the detailed processes set out in the EU Treaty.

    The Government has published several information documents, setting out the Government’s views on UK membership of the EU; the process for withdrawing from the EU; and alternatives to EU membership. The documents can be viewed at www.eureferendum.gov.uk.

    To ask the Secretary of State for the Home Department, how many refugee family reunion applications to bring children of 18 years or older into the UK were submitted in the last three years; and how many of those applications were successful.

    The family reunion policy allows those granted refugee status or humanitarian protection in the UK to sponsor their pre-flight family members, i.e. spouse or partner and children under the age of 18, who formed part of the family unit before the sponsor fled their country, to reunite with them in the UK.

    Information on the applicant’s relationship with their sponsor is not collated centrally. As such it is not possible to identify how many applicants have applied for family reunion as adult children aged 18 or over or what the outcome was.

    Health functions have been devolved to Wales, Scotland and Northern Ireland. This means responsibility for the infected blood payment schemes is a matter for those devolved administrations. The proposals for reform, set out in the government’s consultation response document published July 13, are for England only.

    To ask the Secretary of State for Work and Pensions, what assessment his Department has made of the Multiple Sclerosis Society’s recent findings that almost half of the people with multiple sclerosis surveyed who had had a work capability assessment declared that it had caused their condition to deteriorate or relapse.

    We are always striving to improve the Work Capability Assessment and especially the claimant experience. To this end we have implemented, or are implementing, over 100 recommendations identified following five independent reviews. All assessments are carried out by health professionals trained in Disability Assessment Medicine and receive guidance for medical conditions which include fluctuating conditions such as Multiple Sclerosis.

    To ask Her Majesty’s Government what assessment they have made of evidence that Ugandan police, in the run-up to the election in February 2016, have used live ammunition to disperse opposition gatherings, and have committed other serious human rights violations.

    In our regular dialogue with the Ugandan government we stress the importance of protecting public order in a way that also protects the rights to freedom of expression and assembly. We are reinforcing that point with the Government of Uganda, bilaterally and with EU partners, in the run up to the February 2016 elections. The use of live ammunition by the Ugandan police to disperse crowds raises serious concerns about public safety.

    Peaceful exercise of freedoms of speech and assembly is fundamental to any democratic society and is provided for and protected under Uganda’s constitution. During his visit to Uganda on 15 December, the Parliamentary Under-Secretary of State for Foreign and Commonwealth Affairs, my hon. Friend the Member for Rochford and Southend East (James Duddridge), underlined that it is vital for Uganda’s future that the elections in 2016 are credible, inclusive and transparent, and that they are underpinned by a respect for human rights. An EU election observation mission will be deployed to Uganda later this month.

The new Estate Regeneration Advisory Panel, Chaired by , my Noble Friend, the rt. hon. Lord Heseltine, comprises a range of experts and will provide advice on how the £140 million loan fund can best be utilised, in addition to other private and public funding sources. The fund was allocated in the Spending Review assessment.
