    To ask the Secretary of State for Foreign and Commonwealth Affairs, if he will make it his policy to support action at the International Criminal Court in respect of UK nationals suspected of having committed war crimes, crimes against humanity or genocide against members of the Yazidi community in Iraq.

    We support the International Criminal Court (ICC) in its efforts to end impunity for the most serious crimes of international concern by holding perpetrators to account. As Iraq is not a Party to the Rome Statute, the Court has no territorial jurisdiction over crimes committed on Iraqi soil.

    Foreign fighters who are nationals of ICC States could potentially be held accountable by the ICC. In April 2015 the ICC Prosecutor did however, decide that as Daesh was led primarily by nationals of Iraq and Syria, and the ICC’s mandate was to investigate those most responsible, the jurisdictional basis to open a preliminary examination was too narrow.

    As part of our strategy to defeat Daesh we are working to counter the flow of foreign fighters. It is now a criminal offence to be a member of Daesh in the UK. We are also working to combat radicalisation and are monitoring those who pose a significant security risk. We have introduced powers to seize passports to stop them travelling, to remove British nationality from dual nationals of concern, and to prevent temporarily some British nationals from re-entering the UK

    We are also working to support the victims of Daesh’s brutality in Iraq. This includes funding projects to document crimes and support the victims of sexual violence.

    The table provides figures on a United Kingdom basis for the number of trainees entering further training at Foundation Year 1 (F1) for the last 5 years. However, it should be noted that not all doctors commence their training in the UK at F1, and an accurate figure for these is not available.

    To ask the Secretary of State for Education, how many applicants there were for the Northern fund for academy sponsors by the deadline of 22 February 2016; and if she will list the trusts which were approved for funding.

    In 2015-2016, the Department ran three competitions for academy sponsors to apply for the Northern Fund. The Northern Fund is designed to support the expansion of sponsors in some of the most challenging regions of the country in terms of school performance and rural and urban deprivation. The funding enables sponsors to increase their capacity to take on and improve underperforming schools.

    A total of 85 applications were received by the third and final competition deadline of 22 February 2016. A total of 65 trusts were approved for funding and the names of these trusts are listed in the table below:

    To ask the Secretary of State for Environment, Food and Rural Affairs, what assessment she has made of the effect of the closure of the SSI site in Redcar on (a) the natural environment and (b) Teesmouth national nature reserve.

    Currently, the SSI site is being maintained in a ‘steady state’ which prevents any potential contaminants from entering the natural environment as well as keeping the public safe and the site secure. Teesmouth National Nature Reserve is not directly affected by the closure of the SSI site.

    Natural England and the Environment Agency are working together with local business leaders, the Tees Valley Combined Authority and a range of non-government organisations, to explore and identify how existing operations, new economic developments and a series of ambitious environmental enhancements can be taken forward in combination with each other on the estuary. Any future uses of the site would readily be included in this approach.

    In March the Department for Energy and Climate Change published a consultation “The Renewable Heat Incentive: A reformed and refocused scheme”, including proposals relating to solar thermal.

    The Government is currently considering responses to the consultation and will announce its final proposals in due course.

    The UK’s military mission in Afghanistan, as part of NATO’s Resolute Support Mission, is helping train and advise the Afghan National Defence and Security Forces, who are responsible for providing security for the entire population of Afghanistan including civilian Hazaras. In particular UK Armed Forces are playing a vital role in mentoring instructors at the Afghan National Army Officer Academy, where the next generation of Afghan military leaders are being taught.

    To ask the Secretary of State for Health, with reference to his speech to the Local Government Association annual conference in July 2015, what progress has been made on the development and publication of unified health and social care metrics.

    Officials at the Department of Health have been working with the Department for Communities and Local Government, NHS England, the Local Government Association and the Association of Directors of Adult Social Service to develop a set of metrics that can be used to monitor local progress towards the integration of health and social care. A draft set of metrics will be trialled during 2016/17, so that central government, national bodies and local system-level partners can together review and refine them before agreeing a final set of integration metrics at the end of the trial year.
