    To ask Mr Chancellor of the Exchequer, what representations he has received from the Road Haulage Association on lorry drivers setting up personal service companies for tax purposes; and what steps his Department is taking to promote tax compliance among road hauliers.

    The Road Haulage Association wrote to the Government on the 18th March 2016 to raise their concerns about this issue. HM Revenue and Customs (HMRC) has worked with the Road Haulage Association and others to highlight the managed service company and employment intermediaries rules which are designed to ensure that people who provide their services through their own limited companies pay the appropriate employment taxes. HMRC robustly enforces compliance with these rules, including in the road haulage sector.

    To ask the Secretary of State for the Home Department, pursuant to the Answer of 17 September 2015 to Question 10048, if she will take steps to ensure that the Criminal Injuries Compensation Authority collects data in a way that would allow information about compensation awarded to victims of modern slavery to be identified.

    There are currently no plans to change the way data is collected that would allow information about compensation awarded to victims of modern slavery to be identified. As explained in my earlier response of 17 September the Criminal Injuries Compensation Authority (CICA) cannot provide data on the compensation it has awarded to victims of a particular crime type. This is because it awards compensation in line with the Criminal Injuries Compensation Scheme tariff of injuries rather than the type of incident that led to those injuries. The Modern Slavery Act 2015 makes both modern slavery offences – slavery, servitude and forced labour and human trafficking – “criminal lifestyle” offences, making perpetrators subject to the most robust confiscation regime available under the Proceeds of Crime Act 2002 (POCA).

    To ask Her Majesty’s Government whether the Natural England Stakeholder Working Group on Unrecorded Public Rights of Way, when considering the diversion or extinguishment of paths that pass through gardens, farmyards or businesses, have agreed to the use of the term presumption” in either the heading or the introduction to the guidance.”

    The Stakeholder Working Group is currently working on a final version of the guidance on making it easier to divert and extinguish public rights of way that pass through gardens, farmyards or commercial businesses. Once there is an agreed version we will also carry out further consultation with other interested parties on the wording to ensure we produce both clear and effective guidance.

    To ask the Secretary of State for Foreign and Commonwealth Affairs, what recent developments there have been in the detention and potential deportation of Paramjeet Singh to India; and if he will make a statement.

    Mr Paramjeet Singh, an Indian national with refugee status resident in the UK, was arrested in Portugal on 18 December 2015 under an International Arrest Warrant issued by India on charges of Murder and Terrorism. India has until 26 January to present Portugal with a formal extradition request. The Portuguese authorities have jurisdiction and will decide whether to extradite.

    To ensure that the perimeter of the consumer credit market is adequately policed, the Government will be introducing an amendment to the Bank of England and Financial Services Bill to provide for illegal money lending teams throughout the UK to in future be funded by a levy on the consumer credit industry, collected by the FCA.

    The Government’s new settlement means that EU nationals whose children live abroad will ultimately receive Child Benefit at a rate that reflects the conditions – including the standard of living and child benefit paid – of the country where their child lives. This will restore fairness to the system.

    Savings relating to the indexation of Child Benefit will be confirmed once the rates have been finalised.

    To ask the Secretary of State for Environment, Food and Rural Affairs, what assessment she has made of the potential merits of banning micro beads.

    Microbeads from personal care products are believed to make up a very small percentage of the total amount of microplastics entering the marine environment, with estimates ranging from 0.01% to 4.1%. A ban in the UK would therefore be expected to have only a small impact on the effects on the environment attributed to microplastics. However, microbeads, like other microplastics, do not biodegrade and so accumulate in the marine environment. There are also less harmful alternatives that are suitable to use.

    Defra supports voluntary action by industry to phase out microbeads from personal care products, and is supporting other EU Member States in calling for the European Commission to come up with proposals to ban their use in cosmetics and detergents.

    The United Nations’ 2016 Yemen Humanitarian Response Plan (YHRP), published in January 2016, reports that 21.2 million people in Yemen require some kind of humanitarian assistance to meet their basic needs or protect their fundamental rights, particularly for food, water and sanitation, healthcare, and support to internally displaced people. The YHRP is currently 26% funded with donations of £351 million. The UK has so far committed to spending £72 million in Yemen over 2016-17. We continue to call on other donors to provide funding for the crisis.
