To ask the Secretary of State for Health, what steps are being taken to improve staff morale at the East Midlands Ambulance Service.

The Department commissions NHS Employers to support trusts in improving staff engagement through a wide range of advice, guidance and good practice.

The score for East Midlands Ambulance Service for 2015 has increased to 3.39 from the previous year’s score of 3.27. Possible scores range from 1 to 5, with 1 indicating that staff are poorly engaged with their work, their team, and their trusts; and 5 indicating that staff are highly engaged.

To ask the Secretary of State for Health, what steps the Government takes to establish whether a woman is pregnant while in detention at an immigration removal centre.

    Nicola Blackwood

NHS England advise that disclosure of pregnancy of women in held in immigration removal centres (IRCs) in England is at the behest of the individual concerned. The health assessment carried out at reception screening would ask if pregnancy was a possibility and a subsequent pregnancy test would confirm this, provided that consent was given.

The Home Office is currently consulting on mandatory new guidelines for its operational staff, “Care and Management of Pregnant women in Detention”. This will apply to staff operating in IRCs and other parts of the detention estate in England and is expected to be published this year.

    David Mowat

Specialised services are the responsibility of NHS England.

The ‘Manual for Prescribed Specialised Services 2016/17’ outlines which prescribed specialised services commissioned by NHS England are related to which services commissioned by clinical commissioning groups (CCGs). It is one of a suite of products that NHS England has developed to facilitate the effective commissioning of specialised services.

However, it does not attempt to provide a comprehensive overview of CCG commissioning responsibilities.

The manual is available from NHS England’s website at:

To ask the Secretary of State for Business, Innovation and Skills, what steps diplomatic staff based at the British Embassy in Tehran are taking to increase trade between Iran and the UK.

    Mr Tobias Ellwood

I have been asked to reply on behalf of the Department for Business, Innovation and Skills.

We want to help British businesses take advantage of the opportunities that economic re-engagement with Iran will bring. UK Trade and Investment (UKTI) are engaging with UK businesses to provide support and assistance to help ensure they benefit from opportunities as they arise. UKTI now have a presence in the British Embassy in Tehran.

During his visit to Tehran in October, my noble Friend the Minister for Trade and Investment, Lord Maude, signed a Memorandum of Understanding with his Iranian counterpart that sets the direction for our future economic and business relationship.

There is a desire on both sides to build a long-term bilateral relationship based on partnership, where trade and investment is a key pillar.
