    To ask the Secretary of State for Health, what assessment the Government has made of the extent of variation between local authorities in their (a) per capita spending on physical activity services and (b) facilities for children and young people.

    Information on local authorities’ total spending on physical activity services and facilities for children and young people is not collected centrally.

    The decision on how much is spent on specific local public health services rests with individual authorities who are best placed to assess local population needs and priorities.

    Local authorities are required to undertake Joint Strategic Needs Assessments and to develop Joint Health and Wellbeing Strategies which must inform local authority commissioning plans.

    As part of NHS England’s review of urgent and emergency care, the intention is to develop a clinical decision support system to enable patients to be directed to or connected with the right service to meet their needs, rather than being sent or taken to accident and emergency unless absolutely necessary.

    Commissioners, clinicians and the wider governance of urgent and emergency care have requested a next generation system that builds on the success of NHS Pathways but recognises the needs of individuals on the basis of the language they use, links to patient records and crisis plans and has the potential to factor in phenotypic data from wearables and remote monitoring devices.

    To ask Her Majesty’s Government how many applications for planning consent for national infrastructure projects have been made since responsibility for determining them passed to the Secretary of State; and whether they will list them by date, decision and the time each one took between the application being made and the decision issued.

    70 applications for development consent for nationally significant infrastructure projects have been made since responsibility for determining them passed from the Infrastructure Planning Commission to the Secretary of State in 2012. Of these, there have been 46 decisions in total. 45 were taken by the Secretary of State and 1 by the Infrastructure Planning Commission.

    Of these decisions, the Secretary of State granted development consent for 43 projects and declined 2 applications. The Infrastructure Planning Commission granted development consent for 1.

    Of the 70 applications, 4 were withdrawn before they reached the decision stage. 20 applications are currently going through the Nationally Significant Infrastructure Planning process. Details of all the applications including the time each one took between application and decision are set out in the attached table.

    To ask the Secretary of State for Energy and Climate Change, what steps she is taking to ensure that Carbon Capture and Storage is rolled out in the UK energy generation market.

    The Government continues to view Carbon Capture and Storage as having a potential role in the long-term decarbonisation of the UK’s power and industrial sectors.

    The Government has invested over £130 million in CCS Research & Development between 2011 and 2016. We announced in October 2015 £1.7 million support for three innovative CCS technologies through our Energy Entrepreneurs Fund, and our £2.5 million project through the Energy Technologies Institute to begin appraisal of five potential CO2 stores which is due to conclude by March 2016. We are also supporting, jointly with the Scottish Government, the CCS developer Summit Power with £4.2 million funding to undertake industrial research and development at their proposed CCS Caledonia Clean Energy Project in Grangemouth.

    The Government continues to engage closely with the CCS industry on the future of Carbon Capture and Storage in the UK. I co-chaired a special session of the joint Government-industry CCS Development Forum in December 2015.

    Being a Sustainability and Transformation Plan (STP) leader is a voluntary, non-statutory role. As far as NHS England is aware, in the overwhelming majority of cases, leaders are not being paid over and above the remuneration they receive for their existing roles.

    The role of the STP leaders is to support the development of STPs which are expected to be submitted in July 2016.

    The rate payable by gambling operators will be informed by this independent economic analysis of the funding of horseracing and further discussion with the betting and racing industries. We will be consulting on the findings of the report with both industries within the next few weeks and intend to publish the report in due course.
