    To ask the Secretary of State for Foreign and Commonwealth Affairs, what discussions he has had with (a) the Russian business community and (b) other Russian citizens living in the UK on Russian attitudes towards the West.

    During my visit to Moscow in December 2015, I discussed Russian attitudes towards the West with a group of Russian political commentators. I also meet periodically with the Russian Ambassador to the UK to seek the views of the Russian Government.

    Officials at the Foreign and Commonwealth Office and UK Trade and Investment meet Russian individuals and businesses on a regular basis, principally through the Russo-British Chamber of Commerce (RBCC) which celebrates its centenary year in 2016. The UK Government also continues to support the development of cultural and people-to-people links which can help build trust between our two countries, such as through the 2016 UK-Russia Year of Language and Literature.

    Copies of the Government’s published documents on the Referendum are available in the Libraries of both Houses. It is not normal practice to publish letters to members of the public and stakeholders. Costs relating to the Referendum will be accounted for in the usual way in Annual Report and Accounts.

    The Financial Services Act 2012 states that the appointment to Governor of the Bank of England is for a period of eight years and that a Governor may not be appointed more than once. The current Governor of the Bank of England was appointed on 1 July 2013 for a term of eight years, but indicated at the time that he would serve until 30 June 2018.

    To ask the Secretary of State for Energy and Climate Change, how many of her Department’s policies have been assessed against the family test; what steps she has taken to publish the outcome of such assessments that have been carried out; and if she will make a statement.

    The Family Test was announced by my rt. hon. Friend the Prime Minister in August 2014, and introduced in October 2014. DWP published guidance for Departments and officials on how the test should be applied when formulating policy and the Department follows that guidance:

    The Family Test is an integral part of the policy making process and is applied in a proportionate way in the development of all new policy in line with the Family Test guidance.

    The objective of the Test is to introduce a family perspective to the policy making process, specifically to make the potential impacts on family functioning and relationships explicit.

    DECC has not applied the Test to date but is considering where it is appropriate to do so. In addition where relevant, DECC already publishes in Impact Assessments analysis of the impact of policies on energy bills across different types of households.

That is why we have invested £5 million in character and resilience and made it very clear that schools should teach personal, social, health and economic education (PSHE).

    To ask the Secretary of State for the Home Department, what recent discussions she has had on increasing the number of armed response (a) officers and (b) vehicles in the West Mercia police force area.

    It is for Chief Officers in conjunction with Police and Crime Commissioners to determine the number of armed response officers and vehicles in their areas based on a thorough assessment of threat and risk. As announced in the Police Grant Report for England and Wales Written Ministerial Statement on 17 December 2015, this Government will provide £34 million in 2016-17 to enable a national uplift in armed policing capability and capacity to respond more quickly and effectively to a firearms attack. Decisions over where this money will be distributed are yet to be made, however for reasons of national security we do not publically disclose the detailed allocation of funding for counter terrorism by force area or by capability.

    To ask Mr Chancellor of the Exchequer, what discussions he has had with the Department for Business, Innovation and Skills and the Department for Work and Pensions on ensuring equitable tax arrangements for flexible and contract workers.

    The taxation of temporary and contract workers’ income will depend on their employment status for tax, as is the case for direct employees and the self-employed.

    Decisions about tax policy are made by Treasury ministers. However, as recommended by the Office of Tax Simplification, officials from HM Treasury, HM Revenue and Customs, the Department for Work and Pensions, and the Department for Business, Innovation and Skills will form a Cross Government Working Group for Employment Status early this year.

    The UK Five Year Antimicrobial Resistance (AMR) Strategy (2013-2018) annual progress report, 2015, was delayed to give the Report a stronger ‘one health’ perspective and to better reflect progress across the four nations, which required additional analytical work. We hope to publish the report shortly.

    The Department has just commissioned an independent scoping study to inform the evaluation of the current strategy which will inform any future strategy document.
