    It is intended that the Boeing P-8 Poseidon aircraft will be purchased through a Foreign Military Sales (FMS) agreement with the US Government, which allows us to get the capability we need within the required timeline. No assessment has yet been undertaken as to which parts of the aircraft or the associated support solution are covered by the US International Traffic in Arms Regulations, although all such considerations will form part of the terms of the FMS case.

    During 2015 and 2016 one Sandown Class Mine Counter Measures Vessel, with a ship’s company of 43 and 40 personnel respectively, was sent on Exercise Northern Coasts in the Baltic Sea. No assets or personnel were involved in the previous three years.

    To ask the Secretary of State for Work and Pensions, how much his Department spent on tackling benefit fraud and error in each of the last five financial years.

    Fraud and error is tackled within a number of areas across the Department. Specifically, the Fraud, Error and Debt Programme which commenced in June 2013 and delivers major change projects.

    Spending on the Fraud, Error and Debt Programme for the 5 years between 2010/11 and 2014/15 was £300m, delivering savings of circa £2bn. Further savings in the region of £2.9bn are expected by the end of 2021- 2022.

    In addition the Fraud and Error Service is a specialist organisation focused on identifying and correcting benefit fraud and the many Operational teams across the Department also play a critical role in preventing fraud and error occurring. The Department also provides financial incentives to Local Authorities with regard to identifying fresh initiatives to support the reduction of fraud and error in housing benefit.

    To provide a breakdown of how much the Department spent in aggregate on tackling benefit fraud and error in the last five years would incur disproportionate costs and we have therefore not provided a breakdown.

    The Secretary of State for Justice, appointed Dr Tony Sewell to the Youth Justice Board with the agreement of the Commissioner for Public Appointments. The process followed was that recommended by the Office of the Commissioner for Public Appointments. Details of the appointment were published on the Government website on 29 October.

    The Department is currently consulting on proposals to amend the scheme’s investment regulations to allow the Secretary of State to make a proportionate intervention in the investment function of an administering authority if it has not had regard to best practice, guidance or regulations. The consultation was published on the basis that the scheme is consistent with the way in which Directive 41/2003 on the Institutions for Occupational Retirement Provision Directive was transposed into national law, including the Occupational Pension Scheme (Investment) Regulations 2005. The consultation closes on 19 February.

    To ask the Secretary of State for Justice, how many full-time equivalent staff from (a) police, (b) probation and (c) prison services employed in multi-agency public protection arrangements work in each responsible authority (a) on the last date for which figures are available and (b) in each year since 2009-10.

    The Multi-Agency Public Protection Arrangements (MAPPA) provide a statutory framework within which criminal justice and social care agencies are required to assess and manage the risk presented by sexual and violent offenders, with a view to reducing re-offending and protecting the public. MAPPA is not a statutory body in itself but is a mechanism through which agencies can better discharge their statutory responsibilities and protect the public in a co-ordinated manner.

    The Responsible Authorities – the Probation, Police and Prison Services acting jointly – have a duty to ensure that the risks posed by specified sexual and violent offenders are assessed and managed property. The work undertaken by the Responsible Authorities to manage these offenders can therefore not be disaggregated from the core business of agency management.

    Officials in the Department for Business, Innovation and Skills met the Adjudicator after his appointment to provide him with a high level briefing on Part 4 of the Small Business, Enterprise and Employment Act and some areas of the draft Pubs Code in order to familiarise him with key aspects ahead of him taking up this important role. During the course of this briefing there was a discussion of some technical aspects of the Market Rent Only arbitration process – for example, the length of time it takes to appoint an independent expert – where the Adjudicator shared his professional insights.
