    To ask the Secretary of State for Foreign and Commonwealth Affairs, what recent assessment he has made of the influence of ISIS in Yemen; and what steps his Department is taking with regional allies to curb that influence.

    We remain concerned by the terrorist threat in Yemen, including the presence of Al-Qaeda in the Arabian Peninsula and Daesh-Yemen. Long term instability increases the risk that terrorist groups continue to exploit the deteriorating situation to consolidate their support base and capabilities.

    Throughout 2015, we saw an expansion of Daesh-Yemen, albeit starting from a small base. We judge that they remain a threat to UK strategic interests in the region, rather than a direct threat to the UK. We continue to work with regional partners to tackle the terrorist threat from Yemen. For operational reasons we cannot comment in detail on this activity.

    Information on the number of secondary breast cancer nurses in England is not collected by the Department.

    It is for local National Health Service organisations with their knowledge of the healthcare needs of their local population to invest in training for specialist skills and to deploy specialist nurses.

    Business rates are based on valuations from the Valuation Office Agency and we do not intervene in their independent assessments. We will look closely at the impacts of the forthcoming revaluation and consult on how to make sure the right support is in place for ratepayers to adjust to any changes.

    To ask Her Majesty’s Government  how many police Counter Terrorism Security Advisers were employed in England and Wales in (1) April 2010, and (2) April 2015.

    Advice and guidance on protective security and preparedness to terrorist threats is provided by specialist Counter-Terrorism Security Advisors (CTSAs) who operate in every police region.

    The number of CTSAs in post in England and Wales in April 2010 was 191. The number in post in England and Wales in April 2015 was 146 (this figure includes 4 Counter Terrorism Awareness Advisers dedicated towards the provision of CT awareness advice).

    Government aims to have 171 staff in post by the end of 2016/17 (145 CTSAs and 26 CTAAs). These planned changes to resource are for the effective and efficient delivery of future advice and guidance, whilst ensuring they maintain their fundamental role as part of wider police capabilities to safeguard the security of the public.

    The Spending Review 2015 set out settlements for departments and showed how the government will deliver on its priorities, eliminate the deficit, and deliver security and opportunity for working people.

    For the Department of Energy and Climate Change this means doubling DECC’s innovation programme to £505 million over 5 years, which will strengthen the future security of supply, reduce the costs of decarbonisation and boost industrial and research capabilities.

    Final decisions on internal departmental funding allocations for future years, including for other research and development, have not yet been made.

    To ask the Secretary of State for Foreign and Commonwealth Affairs, what steps his Department is taking to ensure that the 5,000 peacekeepers proposed by the African Union to protect civilians within Burundi will be safely accepted by the Burundian government.

    The UK supports the African Union’s efforts to address the current security situation in Burundi, including the proposed peacekeeping mission. We are working with African and other international partners to encourage Burundi to accept the mission and to cooperate fully with the peacekeepers. I have regularly engaged the Burundian Government and key bilateral and multilateral partners on the deteriorating situation in Burundi, including a visit to Uganda, Rwanda and Burundi on 15-17 December 2015. I intend to raise these issues with the Burundian Foreign Minister at the African Union Summit at the end of this month.

    To ask the Secretary of State for International Development, if she will make an assessment of the effect on Nepal’s recovery from the 2015 earthquake of India closing border crossings into Nepal.

    We are deeply concerned about the impact of the blockages at the India-Nepal border on the supply and distribution of humanitarian goods. DFID is working on the ground to make sure that vital supplies reach those affected by the earthquake of early 2015. Through its partners, DFID is providing winter support to approximately 42,000 families (over 200,000 people). We welcome the adoption of the National Reconstruction Authority Bill and formation of the National Reconstruction Authority.

    DFID and FCO Ministers have discussed their concerns with Ministers from the Governments of Nepal and India. The British Ambassador in Kathmandu is also working closely with others in the international community and is in close contact with Prime Minister Oli and his cabinet.

    There has been an increase in the level of goods, including fuel, entering Nepal via India. Despite the main border crossing between the two countries remaining closed, between 60-70% of the usual amount of goods are entering Nepal through alternative border crossings.
