    To ask the Secretary of State for the Home Department, what progress her Department has made on the evaluation of the Child Trafficking Advocates Trial.

    Section 48(7) of the Modern Slavery Act requires the Government to lay before Parliament a report setting out the steps it proposes to take in relation to independent child trafficking advocates within nine months of Royal Assent of the Modern Slavery Act. The Government will publish this report and the independent evaluation, by the final day that Parliament sits this year.

    The UK is providing a wide-range of humanitarian support to civilians inside Syria including food, clean water, medical support and relief packages. In Iraq, the UK is working with other Coalition members to help meet the needs of the Iraqi (including Kurdish) security forces. There are no plans to provide cold weather clothing and equipment to armed forces fighting Daesh in Syria or Iraq.

    To ask Her Majesty’s Government what steps they are taking to develop prison health workers’ understanding of the prevention, diagnosis and treatment of hepatitis C.

    NHS England, Public Heath England, the National Offender Management Service and other organisations including the Royal College of General Practitioners have developed resources to support prison healthcare teams in delivering a blood-borne virus (BBV) opt-out testing programme. This covers all aspects of prevention, diagnosis and treatment of hepatitis C (HCV) and other BBVs including testing, managing positive and negative test results, providing advice on harm minimisation and supporting prisoners into treatment.

    Specialised HCV Operational Delivery Networks (ODNs) ensure specialist oversight of HCV services in order maximise uptake and completion of HCV treatment. NHS England has linked every prison to the relevant ODN and a service specification for ODNs directs specialist service providers to accept patients from prisons.

    To ask the Secretary of State for Health, what estimate his Department has made of the number of people who have stopped smoking cigarettes because they have switched to e-cigarettes in each of the last three years.

    Prescriptions for e-cigarettes will be charged like any other medication and normal exemption arrangements will apply including for those on low incomes.

    In August 2015 Public Health England published a report that outlined evidence that e-cigarettes can help people quit smoking. Data from local stop smoking services shows that 2/3 of smokers are successful in their quit attempts when combining e-cigarettes with behavioural support. Data from Action on Smoking and Health (ASH) suggests in 2015 there were 2.6 million e-cigarette users of which nearly 2 out of 5 no longer smoked tobacco products. This data is available at ASH ‘Use of electronic cigarettes (vapourisers) among adults in Great Britain’, 2015.

    To ask the Secretary of State for Transport, who is responsible for litter clearance on the A1.

    Under the Environmental Protection Act 1990, Highways England is responsible for litter clearance on all England’s motorways and a few selected A roads or trunk roads for specific operational reasons. Local authorities are responsible for litter on all local roads, including the vast majority A roads on the strategic road network.

    Highways England is responsible for litter clearance on all sections of the A1(M). All sections of the A1 in England are cleared by the relevant local authorities, with the exception being of a short section of the A1 from the A1(M) junction 1 to the boundary between the Borough of Hertsmere and the London Borough of Barnet.

    Litter clearance of the A1 within the Greater London Authority boundary is the responsibility of Transport for London or the relevant London Boroughs. Litter clearance of the A1 in Scotland is a matter for the devolved administration.

    To ask Mr Chancellor of the Exchequer, what the total outstanding debt liabilities held with the Public Works Loans Board (PWLB) are for each local authority in England, Wales and Scotland; how much of the total of PWLB debt still requires servicing on the terms on which it was taken out between 1988 and 1998; how much was taken out between 1999 and 2003; how many separate liabilities from 1988 to 1998, inclusive, each local authority holds; how many separate liabilities from 1999 to 2003 each local authority holds; and what the average rate of interest paid on these liabilities is for each period.

    Information in relation to total outstanding PWLB debt owed is available from the Debt Management Office (DMO). The DMO website publishes details of loans advanced from 2010 onwards. The other information requested in respect of outstanding PWLB loans for each local authority from 1988 to 1998 and from 1999 and 2003 and average rates of interest are available on request from the DMO.

    On 21 July, The Foreign Secretary, my Rt Hon. Friend the Member for Uxbridge and South Ruislip (Boris Johnson), announced that the UK will work with international partners to drive a global campaign to hold Daesh to account for its crimes. Over the summer, Ministers and officials have been working with international partners in the Middle East, Europe, on the UN Security Council and more widely, to establish the character and scope of this campaign. We will take forward action on it in New York later this month.

Over the next few months the department will continue to engage with key stakeholders in business and civil society, including universities, through a series of roundtables, bi-laterals and visits across the UK.

    We have been clear that we want to create an environment in which the UK as a whole can continue to be a world leader in research, science and the tertiary education sector more broadly.
