    To ask the Secretary of State for Communities and Local Government, what consultation he plans to undertake on changes to the planning process for applications for fracking.

    The Government has in place a local government led process for the consideration of planning applications for shale gas exploration. As part of this, mineral planning authorities have a responsibility to consider such applicationsunder the Town and Country Planning regime. The Government has taken steps to ensure this locally led regime is effective, as set out in Written Ministerial Statements made on 16 September, HCWS201 and HCWS202. This includes making available £1.2 million to ensure mineral planning authorities have adequate resource to reach timely decisions.

    Community involvement in planning applications and people’s safety and the environment will remain paramount. No decision has been made to take shale gas exploration out of this local government led process and there are no plans currently to consult on such a change.

    Funding for the Future Teaching Scholars programme is allocated by financial year rather than by cohort. £1.3m has been allocated for financial year 2016-17. This covers the £15,000 financial incentive to Scholars, continued marketing expenditure, and all programme delivery costs.

    Income from sales by catering services for the financial year 2014/15 was £9.4 million against costs of £11.8 million, which represents a net total cost for the annual catering bill for the House of Commons of £2.4 million. Figures for 2015/16 will be published in July 2016.

    To ask the Secretary of State for the Home Department, how many murders have been committed by people in receipt of psychiatric treatment or deemed by a court at the time of trial to require psychiatric treatment for a clinical illness in England and Wales in each of the last five years.

    The available information for England and Wales from the Home Office Homicide Index is shown in the attached table and shows the numbers of homicide offences where the court decides that, acting on medical evidence, the suspect should be the subject of a hospital order.

    The data does not specifically identify those suspects requiring psychiatric treatment for a clinical illness.

    Data is based on the number of offenders whose court proceedings have been completed. Due to the time it can take for cases to pass through the criminal justice system, there is likely to be an increase in the number of people convicted of homicide and given a hospital order for recent years when updated figures are published in 2017.

    In addition, the National Confidential Inquiry, based at Manchester University, publishes an annual report on suicide and homicide of people with mental illness, using information from the Homicide Index and Hospital Trust records. The most recent report is available at:

    The implications of the Repeal Bill for devolved statute will require consultation and discussion with all the Devolved Administrations. The Prime Minister made the the offer today of a new official forum, to be chaired by Secretary of State for Exiting the European Union, to the leaders of Scottish, Welsh and Northern Irish governments to allow them to help shape the UK’s EU exit strategy.

    NHS England continues to support implementation of the Cardiovascular Disease (CVD) Outcomes Strategy. It is working closely with Public Health England (PHE) on a range of preventative issues which support implementation of the strategy and promote wider improvement in outcomes. These include addressing areas such as diabetes, high blood pressure and cholesterol together with the further development of NHS Health Checks. NHS England is also working with partners to support actions that promoteearlier diagnosis of conditions such as atrial fibrillation, heart failure and valve disease and improved survival from out of hospital cardiac arrest.

    NHS England also hosts an expert forum which brings together the relevant National Clinical Directors, the main relevant national charities, the National CVD Intelligence Network, PHE and the Department. This collaborative continues to coordinate delivery of the work which was initiated in the CVD Outcomes Strategy.

    As part of its work on the seven days services programme, NHS Improving Quality has surveyed 24/7 diagnostic service provision (including cardiac physiology) and has announced early adopter seven day sites. One of these adopter sites focuses on provision of seven day services to support cardiac interventions and improved bed usage. More details can be found at:

    Information concerning the number of people diagnosed with osteoarthritis on an annual basis is not collected and the Department has made no specific estimate of the cost of osteoarthritis to the NHS. Although some relevant costing data are captured, such as those relating to hip fracture, total costs are not available, as additional costs are incurred out of hospital and in other services where data are not available.
