    To ask Her Majesty’s Government what arrangements will be made for those with relevant knowledge or experience to be able to contact those carrying out the investigation commissioned by NHS England into the circumstances leading up to the termination of the contract between Cambridgeshire and Peterborough Clinical Commissioning Group and UnitingCare Partnership to deliver urgent care for the over-65s and adult community services.

    NHS England advises that it has commissioned David Stout OBE to carry out an independent review of the contract between Cambridgeshire and Peterborough Clinical Commissioning Group and UnitingCare Partnership. The terms of reference are to establish, from a commissioner perspective, the key facts and root causes behind the termination of the contract in December 2015 and to draw out recommendations and lessons to be learned. This will include a review of documentation and discussion with staff members.

    Relevant individuals will be contacted during the course of the review to inform the findings. NHS England is also setting up a web page which will include an email address where comments and responses can be submitted. This will enable the public to contribute.

    The review is expected to start in January and to be completed in February 2016. NHS England plans to publish the review when complete.

    To ask the Secretary of State for Business, Innovation and Skills, what discussions he has had with the heads of further education colleges about the implications for recruitment and retention of college staff of the Government’s restrictions on public sector pay increases.

    Further Education (FE) colleges are independent organisations. Each college determines the terms and conditions of its employees, in accordance with their own circumstances. FE Colleges are therefore not affected by the Government’s restrictions on public sector pay increases.

    In accordance with the Fresh Start Agreement, in December I attended a trilateral cross-border ministerial meeting with the Northern Ireland Executive and the Irish Government.

    We agreed new measures to enhance law enforcement cooperation on organised crime and a Joint Agency Taskforce has been established.

    To ask the Secretary of State for Health, what assessment he has made of the cumulative effect of tobacco control measures on small retailers over the last 10 years.

    The Department assesses the impact of all proposed measures before laying legislation using standard government methodology. These assessments are set out in Impact Assessments which are scrutinised by the Regulatory Policy Committee before publication alongside the Statutory Instrument. Impact Assessments specifically look at the impacts on small and micro businesses.

    The Department assesses the impact of tobacco control measures on an ongoing basis as it develops policy and considers new measures. In September 2013, the Department published An Audit of the impact of the Department of Health’s Regulations upon business. A copy of the report is attached. The Audit report covered all regulations for which the Department has responsibility believed to have a potential cost to business, including those relating to tobacco control. As advised in the report, there is a robust cost-benefit case for the tobacco control regulations considered and experience shows that initiatives to reduce smoking prevalence work best in combination, with cumulative effects over time.

    Depending on the reality of the employment relationship an intern could be classed as a worker, an employee or a volunteer.

    To ask the Secretary of State for Transport, what steps his Department is taking to address non-payment of tolls, charges, penalties and fees by non-UK drivers.

    The Government takes the recovery of non-payment of tolls, charges, penalties and fees very seriously by UK and non UK drivers. The following sets out the steps used by the different organisations responsible in addressing the non-payment of UK charges and penalties.

    When a non-UK vehicle uses the Dartford Crossing without paying the Dart Charge, Highways England uses a European debt recovery agency to issue a Penalty Charge Notice. Highways England also runs seasonal compliance campaigns, providing translated material at ports, airports and poster sites in the Calais area to build broader awareness for foreign drivers heading to the UK.

    For the HGV levy, the Government has effective enforcement procedures that are delivering 95% compliance rates in Great Britain. The Driver and Vehicle and Licencing Agency (DVLA) has the powers to target non-compliant vehicles, and hold them until a penalty is paid.

    Enforcement of road traffic legislation is an operational matter for the police. They are able to issue penalties for speeding, and those who cannot provide a verified UK address can be required to make an on-the-spot roadside payment, known as a fixed penalty deposit.

    Local authorities have powers to clamp or remove foreign vehicles to ensure drivers comply with parking restrictions and pay any penalties.

    The Government will continue to look at the ways we collect tolls, charges, penalties and fees by non-UK drivers and ensure improvements are made where necessary.

    The Electoral Commission is expected to publish their assessment of the completeness and accuracy of the first full electoral registers under IER this summer. This will provide a breakdown at a country level but not by local authority or constituency. The previous study of this nature was based on the last registers prior to the introduction IER, published in February/March 2014.
