The UK is an active member of the Commission on the Conservation of Antarctic Marine Living Resources (the Commission) established under the Convention for the Conservation of Antarctic Marine Living Resources. The Commission is an integral part of the Antarctic Treaty System. The Commission has established robust monitoring and enforcement both at sea and through port state controls to eliminate illegal, unreported and unregulated activities within the Convention Area.
HMS Protector patrols waters within the Convention Area and during 2015 undertook a circumnavigation of Antarctic waters, undertaking the Commission inspections in collaboration with Australian and New Zealand colleagues.
The UK undertook unprecedented action against illegal, unreported and unregulated practises during 2015 by tackling individuals and companies who derive economic benefit from illegal, unreported and unregulated fishing, going beyond those who are directly engaged in such activities. British insurance companies now undertake checks against regional fisheries bodies’ illegal, unreported and unregulated lists and Interpol databases, before any vessel insurance is agreed.

To ask the Secretary of State for Education, how much her Department plans to invest in early intervention services for young people with mental health conditions in each of the next five years.

Children and young people’s mental health is a priority for this Government, supported by an additional £1.4 billion over the lifetime of this Parliament. Each clinical commissioning group has worked with partners, including schools and colleges, to develop a Local Transformation Plan setting out how they will provide support for the full spectrum of mental health conditions, including early intervention measures.
Schools and colleges have an important role to play in supporting the mental health of children and young people, and we will continue to invest in this. We have provided them with a range of information, support, advice and guidance to help them develop ‘whole-school’ approaches to best suit the needs of their pupils. This includes guidance on: teaching about such issues as depression and anxiety within their personal, social, health and economic education curriculum, and providing effective school-based counselling. Teachers can also access free online support for pupils with a range of mental health issues, including depression and anxiety, through the MindEd website.
We want to support schools and colleges further, and to help us to know where to best direct this support we are currently conducting a large-scale survey asking them what approaches they use, as well as what they find to be the most effective. The results should be available next spring.
The Department of Health has also commissioned a new prevalence survey that should provide updated information on a range of specific mental health conditions such as anxiety and depression. This is due to report in 2018.

To ask Her Majesty’s Government what progress they have made in reducing the levels of youth unemployment in Northern Ireland over the last three years.

The Government is reducing the largest structural deficit in UK peacetime history and this more than anything will help deliver a sustainable economic recovery and so directly assist young people get into employment.
The Government has also abolished employer National Insurance Contributions for under-21 year olds from April 2015 making it cheaper for businesses in Northern Ireland to employ young people.
According to data from the Office for National Statistics, the number of unemployed 16-24 year olds in Northern Ireland has fallen by 5 per cent in the last three years.

Boko Haram usually do not claim responsibility for individual attacks, which often take place in remote areas with no international presence. However, they are the only terrorist organisation conducting this type and scale of attack in North East Nigeria and the wider Lake Chad Basin region, including in Chad and Cameroon. This assessment is shared by Nigerian National and State-level authorities as well as civil society across the region.
