    The Ministerial Code is normally updated and reissued after a General Election. The updated Code makes clear that Ministers must abide by the law. The obligations of Ministers under the law including international law remain unchanged.

    The Department has provided £2.8m funding to Somerset Council to upgrade transport links before construction begins. It will help guide the Council on the development of business cases for road, rail and public transport changes and on bidding for funding to support this, including seeking an appropriate contribution from third parties.

    To ask the Secretary of State for Health, if he will discuss with the Secretary of State for Communities and Local Government steps to encourage local authorities (a) to use their powers under section 106 of the Town and Country Planning Act 1990 and (b) in other ways to allocate space for surgeries in new developments.

    Departmental officials have regular contact with those at the Department for Communities and Local Government (DCLG). Discussions have included the funding of local infrastructure through the community infrastructure levy and section 106 agreements. We consider that national planning guidance published by DCLG provides local planning authorities with the required information to enable them to assess the future provision of local infrastructure which will include health and social care facilities.

    The provision of national health services in England is managed by clinical commissioning groups and NHS England. In order to assess whether new surgeries or other healthcare facilities will be required as a result of new development, local planning authorities should engage with these commissioners.

    They should be able to assess whether existing health services will be adversely affected by a new residential scheme and if so, what additional healthcare facilities would be required. This could include the enlargement of existing premises or lead to a requirement for new accommodation. Based on this information, the local planning authority has to make a decision on the appropriate funding arrangements for the required infrastructure resulting from a new development.

    We consider the best solution in this matter is for local planning authorities to use their existing powers to consult with the commissioners rather than any intervention by the Department.

    To ask the Secretary of State for Health, how many and what proportion of Personal Medical Services contracts by general practices in (a) Hampstead and Kilburn, (b) London and (c) England have been reviewed by NHS England; and in how many such cases have the surgeries been advised of the future funding arrangements to financial year 2021-22.

    NHS England carried out a stocktake of progress in completing Personal Medical Services (PMS) reviews in December 2015. This found:

    a) There are 10 PMS practices in Hampstead and Kilburn; none of these have had a PMS contract review as yet;

    b) 620 (100%) PMS contract reviews are still to be completed in London; and

    c) 1,847 (61%) PMS contract reviews have been completed in England.

    The proposed London-wide contract and funding has been communicated to practices. Camden Clinical Commissioning Group (CCG) and Brent CCG commissioning intentions are currently being agreed and will be communicated to practices in line with the timetable.

    Heathrow Airport Ltd (HAL) has monitored air quality since 1993 at its site located near the northern runway (LHR2), however this does not provide official data for Defra’s national air quality monitoring network – The Automatic Urban and Rural Network (AURN).

    Heathrow also now monitors air quality at three other sites around the airport — Harlington, Longford (Green Gates) and Stanwell (Oaks Road). The Harlington site is included within AURN.
