All magistrates are selected against published criteria and take an oath to “do right to all manner of people after the laws and usages of this realm, without fear or favour, affection or ill will.” Under the Magistrates’ National Training Initiative, magistrates’ appraisals are conducted on a triennial basis. Youth Magistrates are appraised against a specific competence framework which includes for example, a requirement to demonstrate knowledge of diversity and fair treatment issues.

To ask the Secretary of State for Transport, what assessment his Department has made of the rates of climb of aircraft taking off from Heathrow Airport compared to other (a) UK and (b) European airports.

The Department for Transport (DfT) has not made any assessment of rates of climb from Heathrow airport compared to any other airports. The Government is aware of an independent report published last year on climb rates at Heathrow airport.
The airport is working with the industry and the CAA to understand the issues and what this means from a noise perspective. DfT sits on the Heathrow Noise Community Forum where this work programme is being taken forward.

To ask Her Majesty’s Government what response they have made to recent UN figures that, between 1 January and 2 March, Israel has demolished 121 structures in the occupied West Bank funded partly or fully by international donors compared to 108 such demolitions during 2015; and whether they have raised that issue with the government of Israel.

The Government is extremely concerned by reports that there has been a large increase in demolitions since the start of 2016, compared to the monthly average in 2015. We are also concerned at the increase in the demolition of structures funded partly or fully by international donors. Our Embassy in Tel Aviv has raised our concerns on demolitions with the Israeli authorities.

Twenty seven of forty current police and crime commissioners (PCCs) for police force areas where ordinary PCC elections are taking place this May are standing for re-election.
This excludes Greater London, where the elected mayor exercises PCC functions in respect of the Metropolitan Police, and Greater Manchester, where the ordinary PCC election has been cancelled to pave the way for the transfer of PCC functions to an elected mayor in May 2017, with the term of the current PCC extended to that point.

To ask the Secretary of State for Health, what the maximum distance recommended by NHS England is for people with severe asthma to travel to receive day-case treatment.

NHS England commissions severe asthma services in line with national specifications to ensure that patient numbers are sufficient to support safe, quality service provision. It is revising the severe asthma service specification which is expected to be published later in 2016.
Nationally there are 27 trusts that have identified themselves as providing severe asthma services.
NHS England does not specify travel distances for patients attending treatment for severe asthma.

The US decision to designate senior members of the Democratic People’s Republic of Korea (DPRK) regime follows its decision to introduce the US North Korea Sanctions Policy Enhancement Act in February 2016. The British Government shares the objective of maintaining pressure on the DPRK to fulfil its international human rights obligations and is deeply concerned by the human rights situation in the DPRK. It regularly consults with partners such as the US, the EU and regional partners on the best way to achieve this.

DECC Officials work closely with National Grid counterparts on the analysis in the winter outlook and maintain a constant dialogue as it is developed.
The Winter Outlook Report presents a snapshot view of the forecast security of supply situation which is constantly being analysed by National Grid in cooperation with DECC and Ofgem. The Winter Outlook is part of a wider programme of analysis including National Grid’s Summer Outlook, Winter Outlook Consultation and Ofgem’s capacity assessment.

To ask the Secretary of State for Foreign and Commonwealth Affairs, what recent representations his Department has made to the Israeli government on the risk of demolition to recognised and unrecognised Bedouin villages in Israel.

Officials at our Embassy in Tel Aviv are monitoring the situation closely and will continue to demonstrate our concern by regularly visiting the Bedouin communities. Officials have raised the issue of risk of demolition of unrecognised villages of Um-il-Hiran and Ateer with the Ministry of Justice and the Arab Affairs Officer at the Prime Minister’s Office.
