    To ask the Secretary of State for Business, Innovation and Skills, what steps he is taking to ensure effective enforcement of the National Minimum Wage in the maritime sector.

    My Department has worked with Maritime bodies to increase awareness of the National Minimum Wage (NMW) enforcement options available, including the ACAS helpline and HMRC enforcement operations. The Department for Business, Innovation and Skills is working with the sector to agree specific NMW guidance for seafarers. This guide will provide more information on the UK and International maritime law and raise awareness of enforcement measures in place to help anyone who needs them. The guide will advertise the ACAS helpline. I have also met with the hon Member for Gateshead (Ian Mearnes), Convenor of the RMT, to discuss the enforcement of the NMW and how we can raise awareness of enforcement action further.

    To ask Her Majesty’s Government whether, under the provisions of the Welfare Reform and Work Bill, a claimant receiving Employment and Support Allowance work-related activity component prior to April 2017 who is reassessed after April 2017 but still found to be entitled to the work-related activity component would have their benefit reduced to the level of Jobseeker’s Allowance.

    The changes as introduced to the House of Commons on 9th July 2015 would mean that existing claimants, whether in the work-related activity group or the support group, who undergo a work capability assessment after April 2017 and are placed in, or remain in, the work-related activity group, will continue to receive the work-related activity component.

    To ask the Secretary of State for Foreign and Commonwealth Affairs, if he will place in the Library a list of EU draft legislation that has been forwarded to the European Parliament but which has currently been frozen by European Commissioner Timmermans through the application of Better Regulation principles.

    The European Commission has committed itself to withdraw, modify or repeal legislative proposals through a number of processes. In the 2015 Commission Work Programme, there were 80 proposed withdrawals. Of these, 73 have now been delivered. The remaining seven have been modified by the Commission, or were proposals where the Council and the European Parliament had not been able to come to an agreement, but have since made progress. In the 2016 Commission Work Programme, the Commission is working on the withdrawal or modification of a further 20 proposals. The Commission has also reduced the number of new initiatives proposed in its annual work programmes by over 80 per cent compared to 2014.

    Under the UK’s new settlement with the EU, the European Commission has agreed for the first time to set specific targets to reduce the overall burden on business in key sectors. The Commission has also committed to ‘establish a mechanism to review the body of existing EU legislation for its compliance with the principle of subsidiarity and proportionality’; in setting priorities for this review, the Commission will be duty-bound to consult the Council and national parliaments.     Our rich cultural heritage makes the UK a great place to live and attracts millions of visitors each year. In the White Paper we committed to ensuring we continue to celebrate our heritage and make sure we can pass on something even more inspirational to future generations.

    Until exit negotiations are concluded, the UK remains a full member of the European Union and all the rights and obligations of EU membership remain in force. During this period, we will continue to participate in EU initiatives, and the European Year of Cultural Heritage is a potential opportunity to showcase UK heritage. We will continue to work with the heritage sector to determine the nature of our involvement.

    To ask Mr Chancellor of the Exchequer, with reference to the document, Fixing the Foundations: Creating a more prosperous nation, Cm 9098, published in July 2015, if he will publish his Department’s analysis linking the introduction of a Youth Obligation for 18 to 25 year olds on universal credit with increased productivity.

    The Government is introducing a Youth Obligation for 18-21s on Universal Credit, to help them into sustainable employment.

    From day 1 of their claim, young people will participate in an intensive support regime in return for their benefit. After 6 months, we will expect them to apply for an apprenticeship, traineeship, gain work-based skills, or go on a work placement.

    As set out in “Fixing the Foundations: Creating a more prosperous nation”, this is part of the Government’s plan for achieving full employment. The Government wants to ensure that young people are given the support, skills and experience to move into work, fulfil their potential and make a contribution to a productive economy.
