    To ask the Secretary of State for Health, how many people were enrolled on the PROUD trial.

    The PROUD trial was launched in 2012, coordinated by the Medical Research Council Clinical Trials Unit and Public Health England (PHE). The number of people enrolled in the trial, was 544.

    Based on evidence from the PROUD study, PHE has made an assessment that of the 100,000 men who have sex with men who attend genito-urinary medicine clinics annually, 8,000 can be identified as being at ‘high-risk’.

    The Department has not yet made its own assessment.

    The Government does not plan to develop a workforce register of heart failure specialist nurses in England.

    It is for local National Health Service organisations with their knowledge of the healthcare needs of their local population to invest in training for specialist skills and to deploy specialist nurses.

    To ask the Secretary of State for Transport, whether his Department has made an assessment of the potential implications for its policies of the European Court of Justice ruling of September 2014, Damijan Vnuk v Zavarovalnica Triglav C-162/13, on the requirement for all motorised vehicles used off-road to be insured.

    We oppose any measure that imposes unreasonable costs on British motorists, home owners and businesses. We are pleased to have achieved positive progress; the Commission has agreed in principle that the Motor Insurance Directive should be amended. They set out their high level proposals in an Inception Impact Assessment in June.

    The Secretary of State will consult in due course on whether or not to make changes to how the Motor Insurance Directive is implemented in domestic law.

    To ask the Secretary of State for the Home Department, what discussions her Department has had with Amnesty International and the Committee Against Torture on recent and proposed changes to the legislation on asylum seekers.

    No legislation is planned in respect to asylum seekers.

    A number of changes to arrangements for supporting failed asylum seekers have been included in the Immigration Bill published on 17 September.

    Amnesty International sent a written response to the consultation on the proposals contained in the Immigration Bill and some of its representatives have met Home Office officials to discuss the proposals. The Committee Against Torture did not respond to the consultation and there have been no discussions on the proposals.

    UK air strikes are conducted in accordance with Rules of Engagement and International Humanitarian Law.The risks of collateral damage or civilian casualties are assessed and mitigated based on intelligence and the use of precision guided weapons. There have been no reports so far of civilian casualties as a result of UK air strikes in Syria.

    Ending gang violence and exploitation is a priority for the Government and on 13 January 2016 we published a paper setting out our refreshed approach. This has a twin focus concerned with both reducing violence, including knife crime, and protecting vulnerable individuals from exploitation by gangs.     This builds on our work since 2012 when we introduced the Ending Gang and Youth Violence programme aimed and targeted at supporting local areas building their resilience and ability to respond to gangs. Since 2012, we have worked with 52 local areas facing problems associated with gangs through supporting peer reviews to identify the main local challenges.

    To ask the Secretary of State for Energy and Climate Change, what her policy is on proposals for a tidal lagoon or barrage in the Lancaster and Morecambe area.

    The Government remains open to considering well-developed, privately funded tidal lagoon or barrage proposals across the UK’s bay and estuaries, including in the Lancaster and Morecambe area.

    Any tidal range project would need to demonstrate strong evidence of value for money and affordable, economic benefits, energy saving and environmental impact mitigation before the Government could take a view on its potential.

    On 10 February, the Government announced an independent review to assess the case for tidal lagoons and consider whether they could represent value for money for the consumer.

    To ask the Secretary of State for Transport, what recent discussions has he had with Volkswagen on the timeframe that has been agreed to complete software and technical fixes for all its UK consumers.

    The Secretary of State has met with the Chief Executive of Volkswagen UK to press him to ensure that the technical fixes are completed as quickly as possible for UK consumers.

    The UK’s Vehicle Certification Agency issued the type approval for some Volkswagen Group vehicles. For these the agency is working with the manufacturer to review and approve the proposed fixes. They are carrying out tests to ensure that after the fix is applied the vehicles do not have an illegal defeat device, that they meet all the legal requirements including emissions, and that other vehicles characteristics are unchanged, including fuel consumption and engine noise.
