    To ask the Secretary of State for Foreign and Commonwealth Affairs, what proposals the Government has made in co-operation with the French and Italian governments to the Libyan government on military intervention against Daesh.

    The UK is committed to taking action to prevent Daesh from using Libya as a base from which to plan and carry out attacks.

    We are working closely with the new Libyan government and international partners, including France and Italy, to develop a comprehensive approach to defeating it.

    As the Foreign Secretary set out in his statement on 19 April, we have discussed, on a contingency basis, with international partners how best to support the new Libyan government. This could include training Libyan security forces to provide their own security. Any support would be in response to a clear request made by the Libyan Government. So far they have made no such request. We have been clear that there are no UK Government plans for the deployment of combat troops to Libya.

    To ask the Secretary of State for Energy and Climate Change, what steps the Government is taking to bring the cost of pre-payment meters into line with other payment methods such as direct debit.

    Energy suppliers are required under the terms of their licence to ensure that any differences in charges only reflect the higher levels of costs to serve pre-payment meter customers.

    I welcome the positive steps some energy suppliers are taking to offer better prepayment meter tariffs including offering the same prices as direct debit customers. Nevertheless, we share the Competition and Market Authority’s (CMA) concern that there is still a limited choice of tariffs for pre-pay customers compared to direct debit and standard credit. The CMA’s final report is due to be published shortly.

    My thoughts are with the people of Pakistan, including the victims and all those affected by the terrible attack in Quetta. The UK continues to stand with Pakistan in its efforts to tackle terrorism and the extremism that sustains it. Our ongoing support includes working together to help Pakistan deal with improvised explosive devices, to reform the civilian criminal justice system so terrorists are held to account, and to help Pakistan confront the extremist narratives that underpin terrorism.

    To ask the Secretary of State for Foreign and Commonwealth Affairs, what assessment the Government has made of (a) the extent of differential treatment of Palestinian and Israeli child detainees by Israel and (b) whether that differential is consistent with Israelis international human rights obligations.

    We remain concerned about the use of a dual court system whereby Palestinians, except East Jerusalem residents, are subject to the Israeli military court system, irrespective of the charge, whereas Israeli citizens are dealt with by the Israeli civil justice system. We are clear that Israel has legal obligations as an Occupying Power with respect to the Occupied Palestinian Territories under applicable international law. We regularly discuss with the Government of Israel implementation of those obligations and raise our serious concerns regarding such issues as the treatment of Palestinian children detained in Israeli prisons.

    NHS staff in England continue to provide quality services in the face of increasingly high-levels of demand throughout the emergency healthcare system. Front-line services are treating record numbers of patients with more than nine out of 10 patients seen within four hours in A&E departments. Ambulance services are delivering over 2800 more emergency journeys every day compared to 2010 and responding to the majority of life-threatening cases in under 8 minutes.
