    The Ministry of Justice publishes, as National Statistics, a projection of the prison population over either (i) the period to the end of the current Spending Review or (ii) 4 years, whichever is longer. The department does not produce longer term projections.

    To ask the Secretary of State for Communities and Local Government, how many people working for his Department or its executive agencies on a (a) directly employed, (b) agency or (c) outsourced basis are paid less than the living wage as defined by the Living Wage Foundation; and how many of those people are employed on zero-hours contracts.

    My department does not employ any staff earning less than the living wage as defined by the Living Wage Foundation, or any staff employed on zero-hour contracts.

    One of our agencies, the Planning Inspectorate, currently has four agency staff employed on a temporary basis earning above the National Living Wage but less than the living wage as defined by the Living Wage Foundation. They will be paid the higher Living Wage Foundation rate after 12 weeks employment.

    Another of our agencies, the Queen Elizabeth II Conference Centre, has an outsourced contract for catering on-site. The contractor employs 42 staff earning the National Living Wage, but less than the Living Wage Foundation rate. These staff are on zero-hour contracts.

    At present, there are 154 staff employed by an outsourced company to work within the DCLG Facilities Management contract. Of these 111 are paid at or above the National Living Wage but beneath the Living Wage Foundation rate. There are 28 zero hour contracts in place.

    The Department maintains a position that the level of employee payment is for our external contractors to determine, while encouraging payment of a living wage.

    To ask Mr Chancellor of the Exchequer, what estimate his Department has made of the number of full-time equivalent officials in his Department who are employed on cases where tax credits have been stopped by Concentrix; and if he will make a statement.

    HM Revenue and Customs (HMRC) currently has around 700 full-time equivalent (FTE) officials employed across a variety of Concentrix related activity.

    Concentrix only record the number of awards that have been amended, which could be stopped, reduced or increased. HMRC is unable to breakdown the FTE data to show those staff employed specifically on cases where awards have been stopped by Concentrix.

    To ask Her Majesty’s Government what steps they are taking to improve the availability of musical instruments and instrumental teachers in schools.

    Music education hubs are responsible for making sure that every child aged 5 to 18 in their local area has the opportunity to learn a musical instrument through whole-class ensemble teaching and that clear progression routes in music are available and affordable to all young people. Music education hubs must also provide an instrument loan service to support pupils from families with low incomes.

    According to data published by Arts Council England (ACE), 583,783 pupils learnt to play an instrument at school through whole-class ensemble teaching in the academic year 2013/14, an increase of 52,361 from 2012/13.

The attached table includes data showing the percentage of patients who attended accident and emergency (A&E) and subsequently waited four hours or more to be admitted once a decision to admit them had been taken. These data are given for the following periods:

    – quarter 1 and Quarter 2 2010/11;

    – each week between 07 November 2010 and 05 July 2015; and

    – each month between July 2015 and October 2015.

    To ask the Secretary of State for Business, Innovation and Skills, what financial assistance is available to UK businesses in the oil industry supply chain who face financial difficulties resulting from the reduction in the price of oil.

    The Government has taken steps to help reinvigorate the supply chain by stimulating more investment opportunities in the UK Continental Shelf through a £1.3bn package of tax cutting measures and £20m of new funding for a second round of seismic surveys, announced at the end of January 2016.

    The government has taken forward the rapid implementation of the Wood Review and the Oil and Gas Fiscal Review, establishing the Oil and Gas Authority, and in recognition of the current economic pressures hitting the industry, has established a cross-government, Ministerial oil support group. This will look at issues such as how to support the supply chain and workers through this difficult period.

    UKTI also continue to work with supply chain companies to access overseas opportunities in countries including Saudi Arabia, Kazakhstan and Mexico.

    With the exception of proposals for nuclear generating stations, the choice of location for any energy generation project is a matter for the developer concerned, and the location`s suitability will be considered as part of the consent application process. Any new coal plant must demonstrate carbon capture and storage on at least 300 MW of its proposed generating capacity and comply with the Emissions Performance Standard.

    To ask the Secretary of State for Health, with reference to paragraph 1.233 of the March 2015 Budget, how much of the £1.25 billion funding for child and adolescent mental health services has been allocated.

    Following the March Budget 2015 announcement of £1.25 billion additional funding for children and young people’s mental health services being available over the following five years, £143 million has been allocated for 2015-16. From this, £75 million has been allocated to clinical commissioning groups (CCGs) to work intensively with key partner agencies to transform local services through delivery of their Local Transformation Plans (LTPs) to improve children and young people’s mental health and wellbeing, and £68 million is being spent centrally on workforce and system development to support local transformation. For 2016-17, £119 million has been included in CCG baseline allocations. The profile of spending for future years has not yet been fully determined.

    The guidance for LTPs issued in August 2015, specified that plans had to be signed off by Health and Wellbeing Boards to ensure a shared ambition across all local partners, and included details of a robust bespoke assurance process for 2015-16, put in place by NHS England. This included the completion of detailed financial tracking templates, backed by a programme of regional and national support, to ensure that the additional money was spent for the purposes intended and that locally determined key performance indicators are being met. The intention from 2016-17 is to mainstream children and young people’s mental health as part of the normal NHS England planning cycle and to integrate LTPs into the new Sustainability and Transformation Plan.

    To ask the Secretary of State for Education, what recent assessment she has made of the operation of the fair funding formula for schools; and when she expects the latest revision to that formula to be implemented.

    The first stage of a two-part consultation for national funding formulae for schools and high needs closed on 17 April. We are currently considering the responses. We will publish the second stage of the consultation later this year, alongside the government’s response to the first stage of the consultation. This second stage will set out the detailed design of the formulas, and will provide illustrative allocations for all schools and areas.

    We have proposed to introduce the new national funding formulae from 2017-18.
