    To ask Her Majesty’s Government what steps they have taken to provide non-religious support to people with alcohol misuse problems.

    Local authorities and their health and wellbeing board partners have responsibility for planning the full range of alcohol services, from early intervention and prevention, through to commissioning alcohol treatment services to meet need in their area and ensure services are accessible to everyone. Furthermore in line with the National Institute for Health and Care Excellence (NICE) public health guidance (PH 24) Alcohol-use disorders: preventing harmful drinking, Public Health England (PHE) encourages health and social care professionals to carry out Identification and Brief Advice through general practitioners and programmes such as NHS Health Checks and Making Every Contact Count. A copy of the NICE guidance is attached.

    The majority of services offer interventions that are non-religious and are based on cognitive behavioural principles with motivational enhancement techniques.

    There are a number of online resources to help with alcohol issues, including the One You and NHS Choices websites. One You is an integrated social marketing campaign run by PHE which aims to engage adults in making changes to improve their own health. This includes offering users advice and information about alcohol as well as tools which help monitor their drinking. NHS Choices offers a range of information about alcohol dependence and includes an on online directory of local alcohol services that those worried about their alcohol use can approach for assistance.

    To ask Her Majesty’s Government, further to the Written Answer by Lord Bates on 22 September (HL1905), what is their latest assessment of the financial costs faced by Kent County Council in supporting asylum-seeking children, and what additional funding they are offering that council to help it to do so.

    The Government recognises the outstanding work of Kent County Council in caring for unaccompanied asylum seeking children (UASC). Home Office officials have met Kent officers to understand the additional financial pressures they facing as a result of the high numbers of UASC in their care and we continue to work through the detail. The Immigration Minister has met the Leader of Kent County Council to discuss the situation.

    As well as working with Kent, we believe a national response is required. We are working closely with the Local Government Association and Association of Directors of Children’s Services to finalise plans for a new scheme to disperse unaccompanied child asylum seekers to the care of other local authorities.

    To ask Her Majesty’s Government whether the awarding of the Staffordshire Cancer and End of Life Services Contract will be delayed pending publication of the investigation commissioned by NHS England into the circumstances leading up to the termination of the contract between Cambridgeshire and Peterborough Clinical Commissioning Group and UnitingCare Partnership to deliver urgent care for the over-65s and adult community services.

    NHS England advises that the award of any contract for the cancer and end of life service procurements in Staffordshire will take place only after NHS England has carried out an assurance exercise around the proposed arrangements. The design of this assurance exercise will be informed by the outcome of the review of the termination of the contract between Cambridgeshire and Peterborough Clinical Commissioning Group and UnitingCare Partnership.

    To ask the Secretary of State for Transport, if he will take steps to ensure that his Department’s annual seafarer statistics include forecasts of future numbers of UK seafarers.

    The invitation to tender for the Seafarer Projections Review was sent out by the Crown Commercial Service on Tuesday 19 January 2016 and the closing date for bids is Tuesday 1 March 2016. Part of the ITT specified that the research should include a model and projections for seafarers over the next decade. We will draw upon this research when developing our own projections. Subject to the tender process, it is our intention to publish this work when it is complete.

    In Seafarer Statistics 2015, published on 27 January 2016, it was mentioned that in 2016, the department will be undertaking a user engagement exercise to find out more about how the Seafarer Statistics are used and to collate views on the methodology. The aim of this will be to identify any opportunity for methodological improvements and ensure that the statistics continue to be fit for purpose. The inclusion of projections within this annual publication will be considered as part of this review.

    To ask Mr Chancellor of the Exchequer, how much was raised by the diverted profits tax in 2015-16.

    The Diverted Profits Tax is designed to counteract contrived arrangements used to avoid tax in the UK, and incentivise businesses to change their behaviour and pay tax on profits from economic activities in the UK. The Office for Budget Responsibility’s (OBR) recent assessment at Budget 2016 is that overall yield (including Corporation Tax from behavioural change) is expected to be close to that originally scored.

    The OBR noted on page 122 of its “Economic and fiscal outlook” March 2016: “Our forecast assumes that overall yield from the measure will be close to that originally scored, but we now expect that around two-thirds of the yield will come through higher Corporation Tax payments (as firms restructure their tax affairs) rather than via the diverted profits tax itself.” This is available at: http://cdn.budgetresponsibility.org.uk/March2016EFO.pdf.
