    To ask the Secretary of State for Communities and Local Government, how much income was raised from business rates (a) in total and (b) was retained by the local authority in each English local authority area in each of the last five years; and if he will make a statement.

    Prior to 2013-14, Business Rates collected by local authorities were paid into a national pool and then re-distributed to local authorities as part of the Local Government Finance settlement.

    In 2013-14, the Business Rates Retention scheme was introduced. Under this scheme Local Authorities retain 50% of Business Rates collected with the remaining 50% passed to Central Government known as the central share.

This will run for five years as part of the world-renowned GREAT campaign and presents real-time export opportunities across various media and digital channels to UK businesses.     To ask the Secretary of State for Defence, what the planned schedule of disbursements from the Joint Security Fund is for (a) his Department and (b) the security and intelligence agencies in each year from 2016-17 to 2020-21.

    The Ministry of Defence will be able to spend £2.1 billion from the Joint Security Fund over the rest of this Parliament. The annual profile is subject to formal confirmation of the Chancellor’s settlement for defence expected later this month.

    Use of the Joint Security Fund by the Security and Intelligence Agencies is a matter for the Cabinet Office.

    To ask the Secretary of State for Education, what discussions she has had with her ministerial colleagues on improving the quality of sex and relationship education in schools.

    The Government believes that all children should have the opportunity to receive a high quality and appropriate sex and relationship education (SRE).

    SRE is compulsory in maintained secondary schools. Primary schools can choose to teach SRE in an age-appropriate way. All schools providing SRE, including academies and primary schools, must have regard to the Secretary of State’s Sex and Relationship Education Guidance (2000).

    While the Secretary of State regularly discusses such matters with her colleagues, there have been no formal meetings recently about improving the quality of sex and relationship education in schools.

    To ask the Secretary of State for the Home Department, what steps she has taken to address the exclusion of mothers’ names on marriage certificates.

    There is agreement that the names of both parents should be included in the marriage entry. The Home Office has, therefore, been working with all interested parties to consider the most efficient and effective way to achieve this. Doing so is likely to require additional funding and changes to legislation, IT systems and administrative processes. A timetable will be confirmed for changes as soon as there is an opportunity to legislate on this matter.

    To ask the Secretary of State for Education, what assessment she has made of recent trends in the number of people under 19 completing apprenticeship programmes.

    In England, 71,100 apprenticeships were achieved by under 19 year olds in the 2014 to 2015 academic year. This is 5,700 more than in the 2013 to 2014 academic year and 10,300 more than in the 2012 to 2013 academic year.

    We supported over 600,000 apprenticeships starts for 16-18 year olds during the previous parliament.

    To ask Her Majesty’s Government what steps they have taken to record the atrocities that have been committed by Daesh in Iraq so that, in due course, offenders may be brought to justice.

    This Government wants to see accountability for Daesh abuses, and has supported efforts to document them. The UK co-sponsored the UN Human Rights Council Resolution in September 2014 mandating the investigation of Daesh abuses.

    In Iraq, we are funding training for human rights defenders to improve victim support and case documentation of sexual violence committed by Daesh. It is hoped that this evidence will be able to be used in the future to hold the perpetrators to account.

    The Government published a Green Paper ‘Fulfilling our Potential: Teaching Excellence, Social Mobility and Student Choice’ on 6 November 2015. This set out our proposals to drive up the quality of teaching in higher education, and for simplifying the higher education regulatory landscape with a higher education regulator that has the student interest at its core. The consultation closed on 15 January 2016 and we received over 600 responses. In developing both the Green Paper and our response to the consultation, we have consulted extensively across the sector and continue to do so. No decisions have yet been taken and the Government will issue its response in due course.

    The Schengen States agreed on 12 May that certain Schengen internal border controls in Germany, Austria, Denmark, Sweden and Norway can remain raised until November.

    To ask the Secretary of State for Communities and Local Government, what steps his Department is taking to implement the actions identified for it in the Government’s Ending Violence against Women and Girls Strategy 2016-2020, published in March 2016; and when a member of staff from his Department last attended a Violence against Women and Girls Stakeholder Meeting chaired by the Home Office.

    DCLG is working with partners, including the Local Government Association, local authorities and women’s sector organisations to implement its commitments in the Violence Against Women and Girls (VAWG) Strategy. These are to launch a two-year fund for specialist accommodation-based support and services, and to help local areas meet the National Statement of Expectations which will set out for the first time what we expect from local areas in commissioning violence against women and girls services. DCLG is also committed to launching a new programme to support domestic abuse victims with complex needs.

    The last Violence Against Women and Girls Stakeholder Meeting took place on 11 July 2016. DCLG officials did not attend as that meeting was between Home Office and third sector stakeholders. However, DCLG officials will be attending forthcoming meetings on this topic.
